Confessed Serial Killer Waives Extradition Battle in Texas April 14, 2004 LANSING – Michigan law enforcement personnel will be dispatched in the next few days to Texas to retrieve a confessed serial killer, following an extradition hearing today, Attorney General Mike Cox said. “My office is taking the necessary steps to ensure that this murder trial is held in a timely and reasonable manner,” Cox said. “The suspect, Coral Watts, decided not to fight extradition. I expect he will be returned to Michigan soon.” Watts is currently serving a nominal 60-year sentence after pleading guilty to aggravated burglary in 1982. As part of his plea agreement, Watts confessed to killing 11 women in Texas and two from Michigan. In statements outside the plea, Watts has claimed to have killed more than 80 victims. Through unusual circumstances, credits for good behavior while in prison and automatic sentence reductions, Watts will be released in May 2006. Watts would be the first confessed serial killer in U.S. history to be released from prison. The latest charge against Watts stems from the resurfacing of an eyewitness in the 1979 murder in Ferndale of Helen Dutcher. The eyewitness, expected to testify in the upcoming trial, called the Attorney General’s office the morning after Cox discussed the Watts’ case on a national cable television show.

General Laws of Coahuila y Tejas Republic of Mexico SECTION I. Of the administration of justice by means of administrative provisions.
Art. 1. Civil demands, the value of which does not exceed then dollars, will be decided by the Alcaldes alone, verbally setting down the corresponding reasons, in a book kept for that purpose of common paper.
Art. 2. When the amount of the demand exceeds ten dollars and less than one hundred, each of the interested parties will nominate a "hombre bueno" <literally good man in Spanish, an arbitrator>; and these united with the Alcaldes will determine the demand by plurality of votes, within seventy two hours.
Art. 3. In case that the three were of various opinions, they shall adopt for a definitive resolution, the opinion most favorable to the defendant, between the Alcaldes and hombre bueno of the plaintiff.
Art. 4. The resolutions which are decided shall be set down in a book, destined for that purpose, of common paper; shall be signed by the Alcalde, hombre bueno, and the parties, if they are capable, and shall be executed without recourse.
Art. 5. To be an hombre bueno requires to be a citizen in the exercise of rights and know how to read and write.

By H. Sterling Burnett In 1994, Texas citizens approved a nonbinding resolution asking the state to grant Texans the right to carry concealed weapons. Gov. Ann Richards had vetoed such a bill prior to the vote and vowed that no such bill would pass while she was governor. By contrast, her opponent in the race for governor, George W. Bush, said that if elected he would sign an appropriately structured "right-to-carry" law. Bush won the election and on May 26, 1995, signed a law granting Texans the right to carry concealed firearms. When he did so, Texas joined 22 other states that since 1986 have made it legal to carry concealed weapons. Because of its large geographic size and population and electoral importance, Texas' experience with concealed carry has come under sustained attack. Before passage, opponents predicted a decline in public safety, with minor incidents escalating into killings as the concealed carry law placed more guns in irresponsible hands. Further, critics claimed that criminals would be undeterred by an increase in armed citizens. Both predictions were wrong.
Concealed handgun licensees: More law-abiding than the average Texan
In 1998 and again in 1999, the Violence Policy Center, a research organization opposed to concealed carry, released reports highlighting the numbers of Texas' concealed carry licensees who have been arrested since the law went into effect. Using Texas Department of Public Safety records, the center pointed out that Texas licensees had been arrested for nearly two crimes a day through 1998 - with more than one arrest each month for a violent crime.

Public to Have No Access to UTMB Biosafety Committee A Bizarre Texas Law Trumps Federal Guidelines and the Texas Public Information Act

Austin - In a ruling a late yesterday, the Texas Attorney General rejected the Sunshine Project's Public Information Act request to review documents from the University of Texas Medical Branch (UTMB) Institutional Biosafety Committee. UTMB is focusing on biodefense research and was recently awarded new federal grants to become a national center for work with the most dangerous disease agents. The Attorney General's ruling means that the public has zero ability to examine UTMB's measures to try to avoid human health and environmental damage resulting from its research on biological weapons agents. The decision is disappointing; but not surprising, according to Edward Hammond, Director of the Sunshine Project, " Because of a variety of circumstances, I think that this will prove to be a pyrrhic victory for the University of Texas. Arms control, health, and safety advocates from across the country are concerned about the expansion of the US biodefense program and are demanding transparency and explanations of its activities,"

Texas Attorney General's Opinion Results In Horse Slaughter Investigation The last two U.S. horse slaughter facilities, both located in Texas, appear to be operating in violation of Texas law, according to an opinion issued by the Texas Attorney General, John Cornyn. In 1949 the Texas Legislature amended the State's Agriculture Code (section 149.002), making it illegal to slaughter, possess, sell, and transport horsemeat for human consumption. Yet for 53 years the law has been ignored. As part of its campaign to end horse slaughter for human consumption, the Animal Welfare Institute has been working with well-known Dallas Attorney Robert "Skip" Trimble on finding ways to have the State law enforced. The Texas Department of Agriculture had rejected any responsibility on the grounds the State law was superceded by federal law. Mr. Trimble did not accept that answer and with the leadership of State Representative Goolsby, the Texas Attorney General was asked to issue an opinion on enforcement of the State law. The Attorney General's opinion states that "a person who sells horse-meat as food for human consumption or who possesses horse-meat intending to sell it as food for human consumption commits a criminal offense." The Attorney General went on to write that "a person who transfers horse-meat to a person who intends to sell it as food for human consumption or who knows or reasonably should know that the person receiving the horse-meat intends to sell it as food for human consumption commits a criminal offense."

Clark Texas Supreme Court Advisory : Committee Studying Revisions to Code of Judicial Conduct to Meet Friday: The Texas Supreme Court's committee to study judicial ethics will meet at 1 p.m. Friday (June 11) at the Jackson Walker law offices in Austin, Suite 1100 at 100 Congress Ave. Committee members, appointed by the Court to review of the Code of Judicial Conduct after the U.S. Supreme Court's 2002 decision in Republican Party of Minnesota v. White , will address possible changes to Canons 2 and 3.
The Court approved judicial ethics changes in 2002 following a study of the Minnesota decision by an ad hoc committee of law professors and constitutional scholars. At that time the Court renumbered select canons and made these substantive changes:

To the best of my knowledge, there is NO law, statute or even regulation from the feds requiring any enforcement of visitation. Texas has a statute, which was presumably passed because someone or some group lobbied for it. Whether or not it is enforced, is up to those that need it enforce. There ARE methods of getting things enforced..... almost always requiring one to be more of a pain than the act of bothering to enforce the law. If a visitation denial statute is not enforced in Texas, only reluctant NCPs are to blame. As an informational side-note: I came across a reference source the other day for all Texas statutes. telnet window.texas.gov other interesting legal sites that I check once in a while are: telnet fatty.LAW.cornell.edu
