AFT REPORT DOCUMENTS ESSENTIAL WORK OF SCHOOL SUPPORT STAFF
First-of-its-kind Study Describes "Everyday Heroes" Working In Schools
There are plenty of unsung heroes and underpaid superstars among the nation's 3 million-plus school support staff, according to a first-of-its-kind report from the American Federation of Teachers. These workers are critical to the success of a school and the safety of its students, but statistics about their work were scarce and scattered. AFT's report, It Takes a Team: A Profile of Support Staff in American Education , for the first time brings together a wealth of information on salaries, benefits, hours and working conditions of school support workers - paraprofessionals, teacher assistants, secretaries, cafeteria workers, bus drivers, security officers and others. The report tells the stories of some of the everyday heroes in our nation's schools, including:
    • Patsy Arnold, a bus driver and paraprofessional in Pasco County, Fla. After driving a school bus for nine years, Arnold sought extra training so that she could work as a classroom paraprofessional during the hours she wasn't driving, providing the continuity of attention and care so crucial for special education students.
    • Julia Martinez and Margaret Espinoza of New York City , paraprofessionals at a school just two blocks from the World Trade Center. On September 11, 2001, they rescued two wheelchair-bound students, even carrying them on their backs when debris and uneven terrain made it impossible to push the wheelchairs.

Each mandating agency generally establishes its own set of requirements. Information in this document will help software developers meet the needs of the policies discussed below. California Higher Education Requirements
The California Community College system has released Distance Education Access Guidelines for the creation and purchase of distance learning materials for the colleges, as well as Alternate Media Access Guidelines for the provision of textbooks in electronic format. These policies were created after a review by the U.S. Department of Education Office for Civil Rights found that the colleges were not meeting the needs of students with disabilities as required by the Americans with Disabilities Act. The guidelines are available from the High Tech Center Training Unit of the California Community Colleges. The Alternate Media Access guidelines serve as a guide for the implementation of a California law (AB422) requiring publishers to provide textbooks in electronic format to the three systems of higher education in California (the University of California, the California State University, and the California Community Colleges). The Distance Education Access Guidelines include a summary of legal requirements as well as access guidelines for specific modes of distance education instructional delivery. See

Due to Legislative budgetary constraints, the Office of Statewide Initiatives at the Texas Education Agency will only be able to fund the purchase of English and Spanish Early Reading Instruments on the 2003-2004 Commissioner’s List. Texas public schools and charter schools may choose the early reading assessment instrument option that is appropriate for their local student population. Cost cap for assessing each Texas K-2 child is $5. The average class is estimated at 22 children. Therefore, using this formula, each class can be tested for $110. Each teacher/class will receive 1 set of testing materials School districts opting to order the TPRI or the Tejas LEE may use the online ordering system that is available via the Texas Reading Initiative website at the Online Reporting/Ordering page at http://www.tea.state.tx.us/reading/ordering/ordering.html
