Overview
The Small Library Management Training Program is an ongoing, voluntary program that provides management skills to nonMLIS library staff of small community (25,000 or less population) libraries in Texas. Since 1994 more than 350 library directors have taken part in the program, and 165 have completed the entire series.
The program has been opened up beyond Directors to include public library staff of small community libraries who do not have Master's degrees in Library and Information Science. Currently, there is a program participation limit of two library staff members per library. Each session is tailored to provide essential management skills for library professionals who are responsible for (or would like to learn more about) planning, creating and justifying budgets, hiring and supervising staff, ordering and weeding library materials, and developing policies. The program consists of five two-day workshops in five locations around the state offered over a two and one half year period. One workshop is offered at five sites every spring and fall in the following order:

Purposes of the Program
The three main objectives of the program are:
  • to teach students about the financial planning process what it is and what it can do for them; to give students the opportunity to apply the process through assignments they will complete that relate to their experiences with money; and to teach students to take control of their finances, starting today.
Why Financial Literacy Matters
Teens today handle money lots of it. Today's high school graduate will earn over $1 million in adulthood, without adjusting for inflation. However, like many adults, teens may not have a good concept of the amount of money they actually control (allowances, gifts and earnings) or where the money is going. The money is spent, often with an uneasy feeling that there isn't enough to buy the things I need or to do what I want to do As teens move to adulthood, careers, and higher earnings, they may acquire a more expensive set of wants and needs. People who successfully manage their financial resources must learn to set priorities on their spending; control immediate gratification in favor of important goals; and balance income, spending and saving.

... HBCU Program is governed by the Higher Education Act of 1965 as amended by the U.S. Congress in 1986. Federal grants awarded through this program may be used to carry out operational, as well as development activities. The Title III Program has undergone many changes since the late sixties. Initially, the program was primarily available only to Historically Black Colleges and Universities . During the seventies, the program was expanded and a large number of community/junior colleges and other undergraduate schools began to compete for these grant. Recently, legislation provided a set-a-side fund for HBCU institutions.

    The McNair Scholars Graduate Assistance Package (M-GAP) is set up for Fall 2004 entering students who must be a graduate of a McNair program, apply and be accepted into a participating graduate program at UTA, and complete the M-GAP financial aid application. The package includes a fellowship, a 20-hour assistantship, and a waiver of the Graduate School application fee. These packages are discipline specific and cannot be transferred to other programs. The Department of Finance has identified energy finance and financial risk management as key areas for innovative research and curriculum development. Energy and capital markets are undergoing fundamental transformations that require the creation of new curriculum and research. Moreover, there is a critical need to better prepare managers to understand, quantify, monitor, and manage the financial risks created by volatile energy prices, foreign exchange rates, and interest rates. To create the preeminent academic program in energy finance, The University of Texas has established the Center for Energy Finance Education and Research (CEFER) in the Department of Finance at the UT College and Graduate School of Business. The Director of the Center is Dr. Ehud Ronn The purpose of CEFER is to support curriculum development in corporate finance and financial risk management applied to energy and financial commodities as well as to support faculty development and research in the Department of Finance. Bonds: long-term, fixed-rate debt obligations
  • General Obligation ("GO") Bonds – backed by the full faith and credit of the state, legally secured by a constitutional pledge on first monies coming into the State Treasury that are not constitutionally dedicated for another purpose. Typically are repaid from General Revenue. Requires a constitutional amendment that must be approved by a 2/3 vote of both houses of the legislature and a majority of voters in a statewide election.
    Revenue Bonds – legally secured by a specified revenue source, such as tolls, fees or, in the case of lease revenue bonds, lease payments from one agency to another. Do not require voter approval. Lease revenue bonds are typically repaid from general revenue.
