PROBLEM IDENTIFICATION
Every year, more than 2,000 people die in motor vehicle crashes in the rural areas of Texas, including the small towns with populations under 2,500. This figure accounts for well over 50 percent of all Texans killed in crashes annually. An additional 70,000 persons are injured in rural settings, accounting for 20 percent of all persons injured in crashes in Texas. A major factor contributing to these alarming statistics is the low rate of seat belt use in rural areas compared with urban regions of the state.
GOALS AND OBJECTIVES
In an effort to implement an approach that would encourage seat belt and car seat use among rural residents of Texas, agents from the Texas Agricultural Extension Service in selected rural counties adopted the

I. Youth Leadership and Youth Development Program Title: 4-H Partnership Development Action Plan Description:
The 4-H Partnership Development Action Plan is the result of 4-H in Texas looking at new and innovative ways to deliver programming in urban, suburban, and rural areas. There was a special attempt to provide additional assistance to youth and families that were in need of strong support systems. The task was to provide "how to" information for internal and external groups that focus on youth and families. The objectives of this action plan are as follows: (1) Strengthen partnerships between 4-H and community based organizations, (2) Provide a successful model partnership and its characteristics, and (3) Establish ways to institutionalize partnerships. Audience: The model establishes partnerships with service and community based organizations to provide volunteer leadership for a 4-H club. It focuses on minorities that are not fully represented in the traditional 4-H clubs.

Note:  The following information is not intended as legal advice from the Texas Department of Health; we can only provide general legal information about this topic.  Because your facts may vary, you should contact your own retained counsel for true legal advice and representation.
In Texas, your patient is considered a “minor” if he or she is under 18 years of age, has never married, and has not been declared a legally emancipated minor.   A minor’s parent usually has the power to consent to the child’s dental, medical, psychiatric, and surgical treatment. If the parents are divorced, either parent can give consent for any emergency health care, including surgical procedures.   The parent appointed as the child’s sole managing conservator may give consent for the child’s surgical procedure.   The minor’s parent or guardian may prefer to consent for some (or all) care in advance, instead of at the time of each specific visit.  The court may appoint one or more “possessory conservator(s),” person(s) with approved responsibility for the child during specified times and conditions

Center for Entrepreneurial Studies
In 1978 Baylor University established one of the first Entrepreneurship Centers in the country. John F. Baugh, founder and senior chairman of SYSCO, the largest wholesale food distributor in the world, endowed the Center in 1988. The primary goal of the Center for Entrepreneurial Studies is to extend an arm of support to the local and national business community in such a way as to facilitate new business and further the goals of established businesses. This has been accomplished over the last 20 years through a number of outreach programs designed to assist local entrepreneurial efforts as well as national business interest. Three programs are currently offered through the Center for Entrepreneurial Studies for both practicing and potential entrepreneurs:
  • FastTrac is a comprehensive educational program for entrepreneurs. It was first piloted in 1986 at the University of Southern California. Baylor began administering the program in 1996.

Farmland Trust: Farm Bill Program Could Help Save Texas' Family Lands Texas farmers and ranchers, many struggling to make ends meet in
the face of encroaching development, rising land prices, sinking
commodity prices and drought, could find a tool to save family
lands thanks to one component of the new farm bill. The farm bill,
signed into law in May, allocates nearly $1 billion in funding for the Farmland Protection Program - a good policy in a bill that's been highly criticized for its largess. Through the Farmland Protection Program, funding will be available during the next 10 years to buy development rights from willing sellers who own working lands and who want to protect their land for farming and ranching, rather than selling for development.
