The mission of the Texas Family Literacy Center ( TFLC ) is to strengthen family literacy programs and enhance the knowledge, skills, instructional practices and resources available to family literacy educators statewide. A focal point of center activities is to support educators serving the many Texas families who speak a home language other than English.
Goals
Networking and Advocacy
Across Texas, parents and educators are forming effective partnerships that empower families to build a better and more equitable future. The TFLC helps facilitates this ongoing collaboration and support family literacy providers with the best available knowledge of what makes family literacy a success. The TFLC promotes networking and information sharing among key stakeholders to identify family literacy needs and plan for the improvement of family literacy services statewide. Since December 1999, the Center has hosted an annual Family Literacy Conference, with opportunities for family literacy providers and nationally recognized guests to share successes and build a common vision for the future. Research and Dissemination
Activities in this goal area focus on the ongoing review and dissemination of research-based knowledge of the features of effective family literacy programs. This information is made available to practitioners in user-friendly formats including an Internet-based information Clearinghouse. Instructional practices which support the literacy growth of culturally and linguistically diverse learners are highlighted.

About Affiliates Publications Board ... VISION The National Alliance for the Mentally Ill of Texas (NAMI Texas) is a 501(c)3 nonprofit organization founded by volunteers in 1984. NAMI Texas is affiliated with the National Alliance for the Mentally Ill ( NAMI ) and has 45 local affiliates throughout Texas. NAMI Texas has nearly 10,000 members made up of mental health consumers, family members, friends, and professionals. Its purpose is to help improve the lives of people affected by mental illness through education, support, and advocacy. NAMI Texas has a variety of programs directed to mental health consumers, family members, friends, professionals, other stake holders, and the community at large to address the mental health needs of Texans. NAMI Texas works to inform the public about mental illness by distributing information about mental illness through every means of communication. Interviews are produced on television, stories are featured in newspapers, brochures are produced and distributed, referrals are provided and newsletters and other publications are utilized. EDUCATION:
Education is an essential part of understanding and coping with mental illness. NAMI Texas currently provides numerous educational curricula and workshops addressing the many needs of different constituencies. NAMI Texas' educational programs are targeted to family members of children and adolescents living with mental illness, mental health consumers and professionals such as psychiatrists, psychologists, social workers, clergy, and law official, civic groups, and the community.

Investing in the Future of Our Youth The Family Advocacy Center was not designed as a regular police building but as a non-threatening safe haven that would encourage citizens to come to the facility and utilize the services that are provided. There are three Police Department units housed in the Family Advocacy Center: the Domestic Violence Unit, Victim Services Unit, and Family Counseling Services. The Domestic Violence Unit consists of five investigators and a sergeant. The Victim Services Unit consists of two domestic violence counselors, a victim services coordinator, and a supervisor. The Family Counseling Services Unit consists of a counseling coordinator, clinical supervisor, bilingual therapist, and thirty interns from universities across north central Texas. One of the major goals of the Family Advocacy Center is to reach as many citizens as possible through contacts, intervention, prosecution, therapy, and referrals. The Police Department has exceeded all its goals. The Police Department also wanted to examine the role of the Victim Services Unit in the concept of the Family Advocacy Center. The four members of the Victim Services Unit, along with the domestic violence supervisors, conducted several brainstorming sessions examining their role. In order to contact as many people as possible, the Police Department mandated that the Victim Services Unit contact every complainant on every domestic violence report within twenty-four to forty-eight hours, with the exceptions of weekends and holidays.

Chapter 58. Records; Juvenile Justice Information System
Subchapter C. Automatic Restriction of Access to Records.
In this subchapter, "department" means the Department of Public Safety of the State of Texas.
The following records are exempt from this subchapter:
sex offender registration records maintained by the department or a local law enforcement agency under Chapter 62, Code of Criminal Procedure; and records relating to a criminal combination or criminal street gang maintained by the department or a local law enforcement agency under Chapter 61, Code of Criminal Procedure.
The department shall certify to the juvenile court or the juvenile probation department to which a referral was made that resulted in information being submitted to the juvenile justice information system that the records relating to a person's juvenile case are subject to automatic restriction of access if: the person is at least 21 years of age;

Who has a "Juvenile File and Record" in Texas? If you have been arrested, taken into custody or charged with a criminal offense (Class A or B misdemeanor or any felony) that was committed when you were at least 10 years old but younger than 17 years old, you probably have a juvenile file and record. You may also have a juvenile record if you were charged with some Class C misdemeanor offenses if the justice or municipal court transferred your case to a juvenile court. What are "Juvenile Justice Files and Records"? Under the record keeping system for juvenile records in Texas, if a juvenile was adjudicated for delinquent conduct (Class A or B misdemeanor or any felony), the juvenile probably has a juvenile record with numerous entities including local law enforcement, the Texas Department of Public Safety (DPS) and the Federal Bureau of Investigation (FBI).
That record is a permanent record that is not destroyed or erased unless the record is eligible for sealing and the child or the child's family hires a lawyer to file a petition in court to have the record sealed.

Family Focus Project

Austin, Texas The Mental Health Association in Texas' Family Focus Project is providing parental assistance through parent centers across the state. It is strengthening and expanding five existing parenting centers in Austin, Denver City, El Paso, Houston, and the Rosenberg-Richmond area to serve 1,530 families. It is also electronically linking parental assistance groups throughout Texas. The Mental Health Association in Texas has provided educational programs in the human services arena for 60 years, and is a state leader in prevention programs, the Parents as Teachers (PAT) program, and children's mental health. The Family Focus Project seeks to enhance children's developmental progress by training and supporting parents, providing referrals for health and social services needs, increasing immunization rates among young children, and providing screenings for hearing, vision, and developmental delays. The project intends to strengthen partnerships between parents and professionals in addressing the educational needs of children, as well as improving the working relationships among home, school, and community. Moreover, the project emphasizes the need to reach high-risk populations, including teen parents and areas with high rates of juvenile crime, and underserved populations. Finally, the project plans to lower child abuse and neglect rates by providing information to parents on appropriate discipline practices. Each parent center will include:

Bonilla along with the University of Texas and Casey Family Programs today announced a joint outreach program to give youth in foster care new opportunities to succeed in college through the federally funded TRIO Programs. After receiving a leadership award from Casey Family Programs for his commitment to help young students through the TRIO Programs, Rep. Bonilla visited the Community Transition Services Center where he met with youth in care, alumni of care and students in the TRIO Programs. “The TRIO Programs are vital to making the dream of college become a reality. Because of the program, I was the first in my family to graduate from college,” said Mr. Bonilla. “No matter what your background is, a good education gives you the chance to compete on a level playing field. A quality education gives everyone a chance to be anything you want to be.” Starting in San Antonio , Casey Family Programs and the University of Texas will reach out to foster care families to raise awareness about TRIO opportunities for youth in care. Each year across the country more than 20,000 teens turn 18 and emancipate from the foster care system. Too often these emancipated youth are unaware of opportunities and government programs that allow them to pursue a postsecondary education.
