Determining Residence Status
Under state statutes pursuant to Title 3 Texas Education Code and the document, “Rules and Regulations for Determining Residence Status”, (published by the Texas Higher Education Coordinating Board) interpreting those statutes, an individual will be classified as a resident or nonresident. Your residence status for tuition purposes will be determined by the Registrar prior to your enrollment. Students may contact the Office of Admissions and Records for help in determining correct residence status for tuition purposes or for steps to complete in order to change residence status. You must be prepared to pay tuition and other required fees by specified due dates or become subject to the penalties applied by the Coordinating Board rules. If you have knowledge of an error in your residency status for tuition purposes, it is your responsibility to notify the Office of Admissions and Records immediately. Avalanche-Journal The Lubbock school district will be under scrutiny this week when an accreditation team from the Texas Education Association arrives Monday, but school officials say they are not worried. The accreditation visit is something that comes around every five to eight years to make sure the district is in compliance with the voluminous set of regulations governing state and federal programs. It has been eight years since the Lubbock Independent School District had its last compliance visit from the state. At that time, governing problems on the school board led the TEA to downgrade LISD's accreditation from full accreditation to "accredited advised." The 1989 visit had also revealed problems with the district's bilingual education program and low performance on the Texas Educational Assessment of Minimal Skills test. But school officials say they are not concerned about such negative results this time. "There were a multitude of problems then that don't exist now," said Supt. Curtis Culwell, who came to Lubbock six years ago. "A lot of the rules have changed too, so they don't look for the same things anymore." Culwell said he is looking forward to this year's visit - his first as superintendent - because he believes it can be productive for the district. He acknowledges inspectors may find some infractions, but believes they will be easily correctable.

TEXAS MCLE REGULATIONS
MCLE COMPLIANCE YEAR
1.1 All references to 'reporting period' in the MCLE Rules (Article XII, State Bar Rules) should be replaced with the term 'MCLE compliance year' as that term is now defined in Section 2(L) of the MCLE rules.
1.2 Each member's initial MCLE compliance year shall be a 24-month period that begins on the first day of the attorney's first birth month to occur after the licensing date and ends on the last day of the month that immediately precedes the attorneys birth month which occurs two years after the licensing date.
1.3 For the initial MCLE compliance year, only the minimum CLE credits required for the regular one-year MCLE compliance year are required to be completed during this special two-year compliance year. CLE credits completed prior to the start of the initial MCLE compliance year will be allowed.
1.4 A member's minimum CLE requirements should be completed by the last day of the MCLE compliance year for any given year. However, if a member has not completed the minimum CLE requirements by the last day of any given MCLE compliance year, then that member shall be given an automatic grace period up to the last day of their birth month to complete the minimum requirements without penalty. If the minimum credits are not completed until after the end of the member's birth month for that year, then a penalty will be required as specified below.

The Board of Trustees of Texas Southmost College grants the following certificates: Certificate of Proficiency
Occupational Training Certificate Students must obtain a certificate according to the requirements for graduation described in the catalog of the year in which they entered UTB/TSC, or some later catalog. However, students must graduate within six years from the academic year of entrance or they must be placed under the provisions of a later catalog. Students may choose to graduate under a current catalog. Students wishing to obtain a certificate must complete an official Program of Study Declaration. Declarations of Program of Study and changes of Program of Study must be approved by the appropriate academic advisor. The Chancellor is authorized by the Board of Trustees to implement and modify the following parking and traffic procedures and other related procedures as necessary.
  • Limiting the rate of speed;
  • Assigning parking spaces and designating parking areas and their use and assessing a charge for parking;
  • Prohibiting parking as deemed necessary;
  • Removing vehicles parked in violation of college rules and regulations or law at the expense of the violator; and
  • Instituting a system of registration for vehicle identification, including a reasonable charge, assessing fines and penalties and towing options.
  • All faculty, staff, students, tenants, and visitors parking a vehicle on College lots must comply with the parking regulations, policies and procedures. The Chancellor has delegated the responsibility to implement parking and traffic controls to the Houston Community College Police Department. During emergencies and special occasions, Police may impose additional parking restrictions. Conversely, the Police may waive parking restrictions that are ordinarily in effect if the need arises. The College will take the steps necessary to ensure unimpeded flow of traffic and compliance with parking rules. This includes levying fines and penalties and the right to tow any vehicle that is parked in a manner that constitutes a hazard or is in violation of college traffic procedures or state law. The College does not assume responsibility for personal injury, property loss, or damage for any vehicle parked or operated on campus. These regulations are in effect 24 hours a day.

    The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters.
