In an effort to communicate effectively with its publics, the Board of Trustees has made copies of its policy manual available through the internet for public viewing. The Policy On-Line contains policies governing the operation of the Pasadena Independent School District. The polices are included because they are required by law or by the Texas Education Agency; because they are recommended by the Texas Association of School Boards as essential to the effective governance and management of the district; or because the Board wishes to make a statement in a particular policy area. The manual adheres to certain structural conventions. The most visible of these conventions is the presence of (LEGAL) and (LOCAL) polices at many policy codes. The separation makes a distinction between the requirements of an extensive body of school law and the policy determinations of the Board of Trustees. In understanding district policy, the users should take both legal and local policies as a whole. LEGALLY REFERENCED POLICIES Legal policies track the language of the U.S. and Texas Constitutions, federal and state statutes, including the Texas Education Code, Texas attorney general opinions, State Board of Education rules and other sources of legal authority. The legal policies within the on-line manual represent the working core of legal provisions, critical to day-to-day, month-to-month decision making regarding district governance and management. The absence of a legal policy at a given policy code may mean either that the law is silent regarding this topic or that the law bearing on such topic will be found only in the TASB Policy Reference Manual available in the superintendent’s office.

    ECONOMIC DEVELOPMENT AND DIVERSIFICATION EMPLOYEES
    An individual eligible to establish a domicile in Texas, who has come from outside Texas and registered in an educational institution before having resided in Texas for a 12 month period immediately preceding the date of registration and his dependents are entitled to pay the tuition fee and other fees required of Texas residents if the individual has located in Texas as an employee of a business or organization within 5 years of the date that such business or organization became established in this state as part of the program of state economic development and diversification authorized by the constitution and laws of this state and if the individual files with the Texas institution of higher education at which he registers a letter of intent to establish residency in Texas. Eligible are identified by the Texas Higher Education Coordinating Board. DISABLED PEACE OFFICERS
    Any Texas residents who have resided in Texas for the 12 months immediately preceding registration who were permanently disabled as a result of injury sustained in performance of duties as a Texas peace officer and who are unable to continue duties as a peace officer are eligible to have tuition and fees (excluding class and laboratory fees) waived. This waiver will not exceed 12 semesters in an undergraduate program. For more information, contact the Admissions Off ice.

    GENERAL REGULATIONS AND INFORMATION
    ADMINISTRATIVE POLICY
    The administration of Western Texas College reserves the right to make changes in the catalog and to serve as final interpretor of the catalog. Without notice, the college reserves the right to change tuition, fees, and related requirements and regulations as necessitated by college or legislative action. STUDENT CONDUCT Western Texas College assumes that students eligible to perform on the college level are familiar with the ordinary rules governing proper conduct and that they will observe these rules as a matter of training and habit. Regulations of the college forbid gambling, the use of narcotics (morphine, opium and its derivatives), hallucinogens (LSD, marijuana, and others), and alcoholic beverages on the campus, and the appearance of any persons on the campus under the obvious influence of any of these, or when participating in or attending activities sponsored by the college. Students are expected to dress and groom themselves in an appropriate manner while on campus or when participating in or attending activities sponsored by the college. The college administration is delegated the authority to develop standards of dress and grooming.

    ACADEMIC REGULATIONS CREDIT FOR COURSES Unit of credit is granted on the basis of semester hours at Western Texas College. Generally, a semester hour of credit is given for satisfactory performance in one lecture period of 50 minutes per week for a 16-week semester. Thus, a three-credit hour course would be a course meeting the equivalent of three 50-minute periods a weed for 16 weeks. Two hours of laboratory work are usually the equivalent of one hour of lecture or recitation. STUDENT CLASSIFICATION A student who is enrolled for 12 or more semester hours is classified as a full-time student. One who is enrolled for less than 12 semester hours is classified as a part-time student. A student who has earned fewer than 30 semester hours of college credit is classified as a freshman. One who has earned from 30 to 60 hours of credit is classified as a sophomore. COURSE LOAD The normal course load during the regular semester is five academic courses of from 15 to 17 semester hours, exclusive of physical education and other one-hour courses. No student will be permitted to enroll for six academic courses or for more than 18 semester hours without the permission of the Dean of Academic Instruction or the Dean of Workforce Education. The criteria considered before special permission will be granted will include an overall GPA of 3.5 or above and the number of solid subjects in which the student will be enrolled.

    Why isn't parent's OK enough on an absence? 10:17 PM CST on Sunday, November 2, 2003 By SCOTT PARKS / The Dallas Morning News Dear Scott: I took my son to the doctor the other day during school hours. I forgot to get one of those standard excuse notes to give the office workers when I took him back to school. I offered to give them the receipt for my co-payment, but they wouldn't take it. They asked me to call the doctor and get him to fax a note to them. How much documentation do they need when a student misses an hour or two of school because of a doctor's appointment? Shouldn't it be enough for his mother to sign him in and out and write down the reason for absence in the office logbook? Dear K.F.: Believe it or not, this is a money question. Schools qualify for basic state funding based on Average Daily Attendance, or ADA. This means absences cost the school money. Texas Education Agency regulations allow five reasons why schools can count a student present even if he or she is absent when attendance is taken for the day. An appointment with a health-care professional is one of those reasons.

    Schools' choice leaves a bad taste 10:51 PM CDT on Sunday, September 14, 2003 By SCOTT PARKS / The Dallas Morning News THINKING ABOUT EDUCATION The typical high school cafeteria operation looks like it was designed by a conflicted dieter who couldn't decide whether to be good or bad. Walking through the lunch line, past the ladies in hairnets, you see three entrees, fresh vegetables, fresh fruits and all the makings of a nutritious lunch. Just outside the cafeteria door sits a culinary casino of brightly colored vending machines filled with soda pop, snack foods and candy. Nearby, fast-food kiosks dispense hamburgers, burritos and pizza, and spritz the ubiquitous carbonated soft drinks into cups. A nutritious hot lunch in the cafeteria? Or big helpings of sugar, salt and fat in the hallway? What would your 16-year-old son or daughter eat? The schools call it choice.

    Final Regulations Regarding Qualified Educational Loan Interest Deductions Issued (TDNR JS-1512; T.D. 9125)
    The IRS has issued final regulations related to the Code Sec. 221 deduction for interest paid on qualified educational loans. Additionally, Reg. §1.6050S-3 was amended, affecting taxpayers who pay interest on qualified education loans and payees who receive payments of interest on qualified education loans.
    Interest Provisions
    Capitalized interest is deductible as qualified educational loan interest. Fees such as loan origination fees or late fees are considered interest if they represent a charge for the use or forbearance of money. If, however, the fees represent compensation to the lender for the cost of specific services performed in connection with the borrower's account, they are not interest for purposes of income tax. Under the final regulations, loan payments generally first apply to interest that has accrued and remains unpaid as of the date the payment is due, and then apply to outstanding principal. Payments of interest made by someone other than the taxpayer/borrower are generally treated as first paid to the taxpayer and then paid by the taxpayer to the lender. Thus, if a third party pays interest on behalf of the taxpayer as a gift to the taxpayer, the taxpayer may deduct this interest for federal income tax purposes. While the definition of eligible educational institutions has not been changed from that provided in the proposed regulations, a new example illustrates that deductibility of interest on a loan is not affected by an institution's subsequent change in status.
