      Family-Centered Care
      Successful communication between families, health and education professionals can lead to better outcomes. One style of service delivery that provides for open communication is family-centered care. A concept central to family-centered care is the belief that the family is an equal participant in planning goals for a child with special health care needs. For families to participate equally, the professionals on the team must be open to family input and families must be willing to speak up and seek clarification when necessary. As a team member, parents, you have both rights and responsibilities.
    • You have the right to be a full partner with people caring for or educating your child. Work toward being an active member of the team.

    Every Texas family can take simple steps to help prepare for any type of emergency, including a possible terrorist attack: Additional resources for communities, schools and businesses
    Develop a family safety plan
    An emergency preparedness plan is your family's guide to safety. Learn about potential disasters that can occur in your community and discuss what each family member should do.
    • Identify a place for family members to meet if separated by a disaster. Establish an out-of-town friend or relative to act as a point of contact for separated family members to call. Make sure everyone has the number. Ask your local emergency management office about your community's warning system, evacuation plans and routes and the location of public shelters near your home, work or school. Complete an emergency preparedness checklist and review it with your family. Depending on the type of disaster, determine the best escape routes from your house and find the safest place in your house. Locate the main electric fuse box, water service main and natural gas main. Teach responsible family members how and when to turn these utilities off. Keep necessary tools near gas and water shut-off valves.

    Texas should update state agency emergency evacuation plans for disabled employees.

    Summary
    The National Fire Protection Association recommends that each state agency have a fire or emergency evacuation plan for disabled employees, but many of these plans may be outdated and inadequate. If more than one agency occupies a building, the procedures are different for each agency.
    • Assign a fire warden and backup for each area. Make the fire warden responsible for notifying firefighters of wheelchair-bound employees and their locations in the building. Designate a meeting place for division employees away from the building. Inform all employees of the designated meeting place. Post maps of building evacuation routes in prominent places. Train new staff in evacuation procedures.
    On the national level, The Access Board, an independent federal agency that reviews accessibility for people with disabilities, recommends state agencies do the following to ensure safe evacuation of employees with disabilities:

    AND PERFORMANCE MEASURES This chapter examines the educational service delivery and performance measures of the Falls City Independent School District in the four sections:
    A. Student Performance B. Special Programs C. Student Safety D. Computers and Technology
    B. SPECIAL PROGRAMS Students with special needs require special programs delivered by either regular classroom teachers, compensatory or remedial-education teachers, special education teachers or instructional aides. School districts receive additional funding from state and federal sources to offset the additional cost of delivering many of these special programs. The Individuals with Disabilities Education Act (IDEA), which the U.S. Congress re-authorized in 1997, mandates a free and appropriate public education for all children with disabilities. Accommodations must be made to provide equal learning opportunities to students in special education classes and those with dyslexia, attention deficit disorder and/or hyperactivity. IDEA was passed to protect the rights of parents and children in educational decision-making. The law requires schools to develop an individual education plan (IEP) for every child who is served in a special education program. The law also requires that students be served in the least restrictive environment and their educational program closely aligned to those of children not in special education. The law also requires the inclusion of students with disabilities in state and district assessment programs.

    Special Services ... Fine Arts One of Katy ISD's goals is to provide students with disabilities valuable educational experiences that prepare them for the future. Therefore, each student with a disability has the opportunity to participate in an appropriate educational setting designed to meet his/her individual needs. Most students with disabilities can be taught on their home school campus by the regular classroom teacher with support provided by special education professionals. Since all students need to have a sense of belonging, it is important to include students with disabilities with their peer groups. The Special Education Department adheres to a continuum of program options and related services to meet the needs of eligible disabled students. These include, mainstream, Content Mastery Centers, itinerant services, helping teacher, resource, self-contained, vocational, hospital and home-bound programs, regional day school for the deaf, preschool programs for children with disabilities, early childhood intervention, extended-year services, Braille instruction and orientation and mobility instruction.
