    West Point beefs up anti-terrorism instruction
    Story Tools WEST POINT, New York (AP) The U.S. Military Academy opened an anti-terrorism center Thursday aimed at giving cadets more instruction on the topic. Retired Army Gen. Wayne Downing will be chairman of the new Combating Terrorism Center, which will have a staff of four and will try to add more on bioterrorism, cyber-terrorism and other such topics to the curriculum. The anti-terrorism curriculum at West Point now consists of just one elective. Downing told an auditorium full of camouflage-clad senior cadets that they will be dealing with terrorist threats for many years to come. "We can't win their hearts and minds," said Downing, a former White House adviser on terrorism. "The only way that we are going to get to these dedicated terrorists is we are going to have to go out and find them, kill them or incarcerate them." Downing was appointed by President Clinton to investigate the 1996 terrorist bombing of the Khobar Towers in Saudi Arabia. "I think the more we learn, the better off we'll be," said Raven Bukowski, a senior cadet from Akron, Ohio.

Story Tools (CNN) The Moscow metro blast is feared to be the latest in a series of terrorist attacks in Russia that have killed hundreds of people. Here is a timeline of the most significant strikes since 1999: August 31, 1999 - A bomb explodes in an underground shopping center near the Kremlin, injuring 20 people. September 1999 - Bombs destroy apartment blocks in Moscow, Buynaksk and Volgodonsk, killing 200. The government blames Chechen rebels, who in turn accuse Russia's secret services. Then-Prime Minister Vladimir Putin responds by sending troops into Chechnya for the first time since 1997. June 7, 2000 - In the first attack of its kind in the breakaway republic of Chechnya, two Russian special police are killed in a suicide car-bombing near the regional capital Grozny. July 2-3, 2000

    Floweres surround the U.S. embassy in Beijing By Jaime FlorCruz CNN Beijing Bureau Chief (CNN) In Beijing's cyber-cafes, customers click into websites and join chatrooms where sympathy for America mixes with anti-U.S. sentiments. Shrill anti-American postings stand out. "Heroes, brave men who liberated the world," one posting hails the terrorists who attacked New York and Washington. "America under attack it deserved it!" taunts another. To be sure, these are extremist voices of a small minority. But the love-hate ambivalence reverberates in living rooms, restaurants and even on Beijing's campuses. "Terrorism is wrong but I personally think this was a lesson for the United States," says a Peking University student. "From now on, the U.S. won't be so arrogant and reckless." Voices like that complicate China's eagerness to join the united front against terrorism.

    Ever since the terrorist attacks on the World Trade Center and the Pentagon, newspapers and television have been rife with heartrending images of mayhem and unspeakable anguish. For American families with children, these graphic depictions of the ultimate consequences of hate can no longer be easily dismissed with glib reassurances such as, "It can never happen in the United States." And so we are faced with a terrible dilemma. Do we shield children from this tragedy? Do we limit the immediacy of our own intake of information to keep the tumbling towers from being burned forever in their minds? Or should we expect them to join us fully in our understandable obsession with televised news about the disasters? How do we explain it to them? In times of tragedy children need more time than ever to be with the people who love them. We can all try to take extra time for meals, games, reading out loud, or other family activities. Just being with our children will help them feel more secure and safe. Remember that what you do say or do to help your children will depend on their age. Fourteen-year-olds have different needs than four-year-olds. It will also depend on your religious beliefs, and on how you and your family normally cope with stress. Families intimately involved in the disaster are facing the shock and grief of their loss, compounded by uncertainty and the horrific cause of their loved ones' demise.

    The annual "Patterns of Global Terrorism" report is submitted in compliance with Title 22 of the United States Code, Section 2656f(a), which requires the Department of State to provide Congress a full and complete annual report on terrorism for those countries and groups meeting the criteria of Section (a)(1) and (2) of the Act. As Secretary Powell states in the 2001 report , "[T]errorism cast its lethal shadow across the globeyet the world's resolve to defeat it has never been greater. . . . This chilling report details the very clear and present danger that terrorism poses to the world and the efforts that the United States and our partners in the international community are making to defeat it. The cold, hard facts presented here compel the world's continued vigilance and concerted action. " Ambassador Francis X. Taylor, former Coordinator for Counterterrorism, emphasizes that "the US Government and our Coalition partners have worked countless hours to ensure that the lives of those murdered on 9/11 were not lost in vain. . . . As this annual report demonstrates, their support has been much more than rhetorical. This unprecedented Coalition of nations has sought to synchronize diplomatic, intelligence, law enforcement, economic, financial, and military power to attack terrorism globally." As President Bush said in an address to Congress on September 20, 2001, "Our war on terror begins with al-Qaida, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped, and defeated."

    Rules for aliens changed, anti-terrorism task forces established
    Ashcroft By Manuel Perez-Rivas CNN Washington Bureau WASHINGTON (CNN) Attorney General John Ashcroft announced Tuesday that the Immigration and Naturalization Service will allow aliens to be detained for an indefinite period of time during emergencies or other extraordinary circumstances, in response to the series of terrorist attacks on New York and Washington. Ashcroft also said he has ordered the creation of an anti-terrorism task force at every U.S. Attorney's office across the country, in a bid to improve the flow of information among federal, state and local law enforcement agencies and to help craft strategy to prevent terrorism across the country. "The details that we have learned and the enormous destruction and devastation that was caused by last Tuesday's attack have brought us to a turning point in our country's fight against terrorism and the preservation of the safety and security of our society," Ashcroft said at a Justice Department news conference.
