FBI say bus attack wasn't terrorism
MANCHESTER, Tennessee (CNN) Greyhound Lines resumed service Wednesday afternoon, about eight hours after an attacker slit a bus driver's throat, causing a crash that killed the assailant and five passengers. The nation's largest bus company said it was assured by the FBI that the attack was an isolated incident, not an act of terrorism. Greyhound resumed operations at 1 p.m. EDT, according to company President Craig Lentzsch. The company said it is implementing new security measures, including a search of all carry-on bags. Buses were pulled off the highways shortly after the crash, which took place around 4:15 a.m. CDT near this middle Tennessee city. "Officials have assured me that they believe this tragic accident was the result of an isolated act by a single, deranged individual," Lentzsch said. FOREWORD
Six months ago, the National Commission on Terrorism began its Congressionally mandated evaluation of America's laws, policies, and practices for preventing and punishing terrorism directed at American citizens. After a thorough review, the Commission concluded that, although American strategies and policies are basically on the right track, significant aspects of implementation are seriously deficient. Thus, this report does not attempt to describe all American counterterrorism activities, but instead concentrates on problem areas and recommended changes. We wish to note, however, that in the course of our assessment we gained renewed confidence in the abilities and dedication of the Americans who stand on the front lines in the fight against terrorism. Each of the 10 commissioners approached these issues from a different perspective. If any one commissioner had written the report on his or her own, it might not be identical to that which we are presenting today. However, through a process of careful deliberation, we reached the consensus reflected in this report.

Rumsfeld: War on terrorism will 'take time'
WASHINGTON (CNN) Defense Secretary Donald Rumsfeld defended the pace of the war on terrorism Thursday, reiterating his message that the war "will take time." "In the end, war is not about statistics, deadlines, short attention spans or 24-hour news cycles," he said. "It's about will, the projection of will, the clear, unambiguous determination of the president of the United States and let there be no doubt about that and the American people to see this through to certain victory." Rumsfeld, speaking at a Pentagon news briefing, said the ruins of the World Trade Center are still smoldering even as the U.S. has launched its military response. "We're still in the very, very early stages of this conflict," he said. "The ruins are still smoking. That is, I think, important to reflect on."

On 28 September 2001, acting under Chapter VII of the United Nations Charter (concerning threats to international peace and security), the Security Council adopted Resolution 1373 (2001), reaffirming its unequivocal condemnation of the terrorist attacks which took place in New York, Washington, D.C. and Pennsylvania on 11 September 2001, and expressing its determination to prevent all such acts.
Resolution 1373 also established the Counter-Terrorism Committee (known by its acronym: the CTC), made up of all 15 members of the Security Council. The CTC monitors the implementation of resolution 1373 by all States and tries to increase the capability of States to fight terrorism.

Kelly Wallace: White House response to terrorism in America
Kelly Wallace is a CNN White House correspondent. She joined the CNN.com chat room from Washington, D.C. CNN: Welcome, Kelly Wallace, to our weekly review of politics. KELLY WALLACE: Good to be with you. CNN: Kelly, President Bush is working through a tremendous American crisis. How is he planning his priorities under these circumstances? WALLACE: In the words of one top aide, this crisis has "transformed" the entire administration and the president. He is clearly devoting all his time and energies right now to making sure that the federal government does everything it can to help with search and rescue efforts, and with assisting victims and their families, and also trying to determine who is responsible for these attacks. The president is also making it clear that whatever response the U.S. might take will be part of a sustained campaign, according to U.S. officials. As one top aide said, it will be a "long struggle" to cripple terrorism. The best way to describe how the president is handling the crisis might be to look at his comments in the Oval Office today. He showed his resolve but also showed some emotion, holding back tears as he talked about the families and the children who have been affected. CNN.COM SPECIAL REPORT

William Broad has been a science writer for the New York Times since 1983. He has twice shared the Pulitzer Prize with colleagues. Along with two others, he authored "Germs: Biological Weapons And America's Secret War." CNN: Welcome to CNN.com William Broad. As co-author of a new book on biological weapons, your investigation is quite in-depth. What were some of the most startling facts you discovered? BROAD: Our opening chapter shows how the United States has already been attacked. Learning about that was very surprising. Seven hundred Americans were sickened. The incident was not widely known. Also, learning about how far this black art had been developed around the globe, especially in the Soviet Union, was a little frightening. They made hundreds of tons of anthrax, smallpox, and deadly disease germs. Learning about the dimensions of that evil was deeply troubling.
