  • Eligibility : The Montgomery GI Bill (Active Duty), also known as Chapter 30, is a program of education benefits generally for individuals who enter active duty for the first time after June 30, 1985. Active duty for benefit purposes includes full-time National Guard duty performed after Nov. 29, 1989. The participant generally must serve continuously on active duty for three years of a three-year or greater initial enlistment or, for a lesser benefit, two years of an initial active-duty obligation of less than three years. An individual also may qualify for the full benefit by initially serving two continuous years on active duty, followed by four years of Selected Reserve service. In the latter case, the participant must enter the Selected Reserve within one year of release from active duty. The participant must meet the requirements for a high school diploma or an equivalency certificate before the first period of active duty ends. Completing 12 credit-hours toward a college degree meets this requirement.

POLICY: 5-02-03-10 SUBJECT: Academic Freedom, Responsibility, and Tenure at Area Vocational- Technical Schools I. Introduction The following policy of the Tennessee Board of Regents on academic freedom, responsibility, and tenure is applicable to all area vocational- technical schools governed by the Board. It should be incorporated in those personnel policy manuals by which each school normally communicates policies to its faculty. II. Academic Freedom and Responsibility The Board recognizes the principle of academic freedom, pursuant to which: A. The faculty member is entitled to freedom in the classroom in discussing his/her subject, being careful not to introduce into the teaching controversial matter which has no relation to the subject; B. The faculty member is entitled to full freedom in research and in the publication of the results, subject to the adequate performance of his/her other academic duties; but research for pecuniary gain must be based upon an understanding with the authorities of the school; and C. The faculty member is a citizen, a member of a learned profession, and an officer of an educational institution. When the faculty member speaks or writes as a citizen, he/she should be free from institutional censorship or discipline, but his/her special position in the community imposes special obligations. As a man or woman of learning and an educational officer, he/she should remember that the public may judge the profession and the school by the faculty member's utterances. Hence, a faculty member should at all times be accurate, should exercise appropriate restraint, should show respect for the opinions of others, and should make every effort to indicate that he/she does not speak for the school.

J. FRANKIE PIERCE AND THE TENNESSEE VOCATIONAL SCHOOL FOR COLORED GIRLS (1923-1979) Frankie Pierce was born during or shortly after the Civil War to Nellie Seay, the house slave of a Smith County legislator. Frankie received her education in John G. McKee Freedmen's School in Nashville. She married and left Nashville, returning at the death of her husband with a mission of her own in mind: to found an institution for delinquent colored girls.
J. Frankie Pierce supposedly received the inspiration for establishing such a school by observing this nature in other southern states. She also was influenced by her friendship with a probation officer, who reluctantly took delinquent black girls to jail because the law would not permit them to enter white institutions.
Mrs. Pierce soon set about the task of laying a foundation of support, organizing the City Federation of Colored Women's Clubs and the Negro Women's Reconstruction Service League. She was a leading member of First Colored Baptist Church (Capitol Hill). After extensive lobbying, the Tennessee Vocational School for Colored Girls bill was passed by the General Assembly on April 7, 1921, and the school opened its doors on October 9, 1923. Frankie Pierce became its first superintendent, a position she held until 1939.
Located at 2700 Heiman Street, the school had a sixty-six-acre campus and employed an average of sixty-nine workers. Girls twelve to fifteen years old were received from across the state and were released through the Division of Juvenile Probation. The school was approved through the ninth grade and included academic and vocational training.

October 05, 2003 By AMY GATLEY KINGSPORT - Few 13-year-old kids know exactly what they want to be when they grow up. Many haven't figured it out well into adulthood. But Tennessee's dual-track high school education programs is forcing students to make the choice of college or vocational school by eighth grade. Local officials attending Friday's "Jobs Cabinet" meeting hosted by Gov. Phil Bredesen believe the dual-track requirement and the negative stigma associated with vocational school are driving away capable students and hurting the region's work force. Tennessee Education Commissioner Lana Seivers, who serves on the Jobs Cabinet, told the panel that the need for high school vocational programs is greater than ever, but the state is not attracting as many students as it could to those programs. While the need may be great, Seivers said school systems are choosing to cut expensive vocational programs. She said changes need to be made to boost vocational education by re-evaluating the dual-track program and other vocational requirements. "The vocational/technical program is a concern we have,'' said Seivers, explaining that vocational programs are the first to be cut in school systems. "One of the reasons is because of the class-size requirement. Vocational/technical class sizes are lower, and they require more teachers." Seivers noted that few students can make a life choice at 13. She said it's time to rethink the breakdown of those tracks and integrate the two to give students a more flexible education.

Niswonger Foundation Partners With Local Vocational Program Mountain City, Tennessee (January 7, 2002)
The Niswonger Foundation of Greeneville, Tennessee, has announced a three-year, $250,000 partnership agreement with Johnson County Schools to help fund a major expansion of the residential construction program at Johnson County Vocational School. The partnership will focus on providing enriched educational opportunities for local students as well as helping stimulate economic development in Johnson County. “We could not be more excited about this partnership,” says Minnie Miller, Director of Schools. “Through the generosity of Scott Niswonger and the Niswonger Foundation, we will be able to expand an already exemplary residential construction program into a self-sustaining program with the capability of graduating students certified in masonry, wiring, and carpentry. It is a unique opportunity for us and for our community.”

KNOXVILLE: Nearly two-thirds of the students in Scott, Cocke and Campbell counties never go to college or even a trade school. It's the lowest rate in Tennessee, where less than one in five adults has a college degree. But a program the Appalachian Regional Commission is bringing to Tennessee, with support from the University of Tennessee, hopes to change that. With a $50,000 grant from the Kellogg Foundation, the Tennessee Appalachian Higher Education Center is being formed, officials announced Tuesday. It will target some 4,600 students in the six high schools of Campbell, Cocke and Scott counties - rural counties in East Tennessee where the need seems most urgent.
