Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

House Education Committee Begins Reauthorization of Higher Education Act
Last week the House Education and Workforce Committee began work on the Higher Education Act (HEA) by passing two of four expected pieces of legislation that will eventually overhaul the federal higher education law. Of particular interest to science and math educators is the Teacher Recruitment and Retention Act (H.R. 438), introduced by Rep. Joe Wilson (R-SC), which would allow loan forgiveness of up to $17,500 for science, math, and special education teachers who agree to teach in high poverty Title I schools for five consecutive years. The Bush Administration has recommended a similar loan forgiveness program for hard-to-staff areas in the past several years. The second bill approved by the House Education panel is the Ready to Teach Act (H.R. 2211), introduced by Rep. Phil Gingrey (R-GA). This bill addresses HEA Title II programs (teacher education) and reflects the Committee’s attempts to align the preparation of future teachers with the highly qualified teacher definition in No Child Left Behind (NCLB). H.R. 2211 mandates that teacher colleges and states report the passing rates on certification and licensure tests of prospective teacher candidates. The bill also establishes three competitive grants that could be used to strengthen teacher preparation programs:

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

SYNOPSIS
The Mississippi Private School Association is a service agency for member schools in the four state area of Arkansas, Louisiana, Mississippi and Tennessee. The association offers such services as school accreditation, teacher certification, student activities and athletics, a teachers' organization, testing programs, teacher placement services, and student organizations including student council and honor society.
To obtain membership in the MPSA, a school must be accredited by the MPSA Accrediting Commission. At present, the MPSA has a membership of 120 schools with approximately 47,000 students and 3,000 teachers and administrators. Of the 120 schools, four are in Arkansas, 22 are in Louisiana, 90 are in Mississippi and four are in Tennessee.

EXECUTIVE COMMITTEE
The Executive Committee of the MPSA, which is composed of 12 members, is the governing board of the association. The committee includes one lay director (board member of a school) and one administrator chosen annually by the schools from each of the five geographical districts of the MPSA. Four additional laymen are chosen by the membership to serve as officers of the association.
The Executive Committee is responsible for such items of business as reviewing and approving applications for membership, dismissal of schools not meeting minimal accrediting standards, hiring personnel to staff the association's central office, setting the annual budget for the association, approval of policies and standards recommended by the commissions and any other business that is of general concern to the membership. This board also renders final decisions on all appeals from any part of the infrastructure of the organization.

    The candidate may offer by correspondence and/or extension as much as one-fourth of the gross total hours required for the degree sought and have this work counted toward the degree. Credit for undergraduate courses in extension and/or correspondence in the major subject shall be limited to one-fourth of the total credit hours required. Correspondence credits are not recognized by The University of Tennessee College of Law, or-except by prior permission-by The University of Tennessee Health Science Center at Memphis. Extension credits are recognized by the College of Law in accordance with the limitation set in the above paragraph. Extension credits are accepted by the Health Science Center only with prior approval of the dean of the college concerned. Most courses offered in the College of Education and Behavioral Sciences cannot be taken by correspondence for credit in meeting degree requirements at UT Martin. Complete 128 semester hours with an academic average of "C" (2.0 GPA). 2. Complete a major concentration of courses with no grade below "C", and a minor concentration with an average of "C" (2.0). Students who complete a major in accounting, vertebrate zoology, pre-engineering, business administration, history (economics or social sciences), social science (sociology), or the Student Initiated Major are not required to complete a minor. Students who complete two majors are not required to complete a minor. 3. Complete the requirements of the Core Curriculum for either a Bachelor of Arts (B.A.) or a Bachelor of Science (B.S.). 4. Complete a minimum of 39 semester hours numbered 300 and above.
