Early Childhood Teacher Certification
A Position Statement on the Association of Teacher Educators and the National Association for the Education of Young Children
Background Information
The Association of Teacher Educators (ATE), through its Commission on Early Childhood Teacher Education (ECTE), and the National Association for the Education of Young Children (NAEYC) jointly developed these guidelines to inform decision-makers about certification standards for teachers in programs serving children from birth through eight years of age. The purpose of this document is to ensure that all young children and their families have access to qualified early childhood teachers by guiding teacher educators and policymakers to (1) make informed decisions about early childhood teacher certification, (2) evaluate existing teacher certification standards, and (3) advocate for more appropriate early childhood teacher certification standards.
Development of the Guidelines
Several hundred early childhood and teacher education professionals participated in developing these guidelines. The following individuals constituted the ATE Commission on Early Childhood Teacher Education and contributed to and guided the development of these guidelines: John M. Johnston, Chairperson; Doris Bergen; Sue Bredekamp; Jim Campbell; Michael D. Davis; Anne Dorsey; Stacie G. Goffin; Marcy Guddemi; Beverly Gulley; Mary Jensen; Michael Kalinowski; Joyce Munro; Steven Silvern; and Bill Dixon, ATE Executive Board Liaison.

The study questions whether Tennessee teachers who have received NBPTS’ advanced teacher certification are worth the extra salary they earn. The report says that t he achievement gains made by students of NBPTS-certified teachers are no greater than those made by students with average teachers and that none of the NBPTS teachers would qualify for bonuses offered to exemplary teachers in some of Tennessee’s school districts. The study looked at 16 of Tennessee’s 40 teachers with NBPTS certification.

Tennessee last in South for national teacher certification
ATHENS (AP) - A lack of financial incentives and a time-consuming process are keeping more Tennessee teachers from becoming certified by the National Board for Professional Teaching Standards, educators say. As a result, Tennessee is last among Southern states in the number of teachers who have earned National Board certification. In 2003, just 28 teachers were certified, bringing the state's total to 91. In Georgia, 513 teachers earned certification from the National Board during 2003, bringing that state's total to 1,321. Georgia is ranked seventh nationally and fifth among Southern states. Alabama is ranked 10th nationally with 633 board-certified teachers. Linda Cheek, a third-grade teacher at Ingleside Elementary in Athens, became the only teacher in the Athens City School District to become certified when she completed the rigorous process in 1998.

The Academy offers a Teacher Certification Program which includes training in all aspects of neeldearts instruction. It is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine his or her instructional skills. The certification candidate will develop teaching and presentation skills, will enhance his/her design and color capabilities, and will produce written work necessary for successful teaching of the needlearts. Book critiques, color and design notebooks, and several hands-on teaching experiences complete the certification process. Oral presentations and the display of the candidate's embroidered work are among the highlights of the Certification Workshop. In 2004, Certification Workshop is March 18 to 19 followed by Assembly on March 19 to 23. Full certification requires three years of intensive study along with participation in four Certification Weekends that coincide with the NAN Assembly held at The Fairmont Kansas City at the Plaza.
