The coalition, formed in 1994, involves more than 1,500 educators, police, and youth workers in activities and stimulates the creation of community-based violence prevention coalitions. Obtaining this license and meeting all the continuing education requirements for such licensure, is the student's responsibility. Soddy-Daisy, Tennessee Soddy-Daisy, Tennessee, located north of Chattanooga on Highway 27, is a rapidly growing area of Hamilton County. Up until 1969, Soddy-Daisy was known as two separate communities, Daisy, Tennessee to the south and Soddy, Tennessee to the north. Daisy, Tennessee was the site of Poe's Tavern, where the first courts of Hamilton County were held. Hasten Poe, a veteran of the war of 1812, erected the tavern. It stood at the intersection of two heavily traveled highways and was a noted stopping place. The tavern was torn down about 1915. Soddy, Tennessee takes its name from Soddy Creek which runs through the community. It is a corruption of the Cherokee word "Sauta" which is a form of Echota. Rev. Able Pearson organized the Mt. Bethel Presbyterian Church there in 1828 that helped establish the community. Col. William Clift, a large landowner and Hamilton County's first millionaire, was a pioneer citizen of this area and built his residence there in 1825. Soddy is situated on the Cincinnati Southern Railway, the station here being named Rathburn in honor of W. P. Rathburn. The place was very small until the Soddy Coal Company commenced mining coal here in 1867. Some coal had been mined here previously by Col. William Clift and Maj. R. C. McKee, the former having settled on Soddy Creek two miles east of the present postoffice, in 1826. After the starting of the coal mine the town began to grow. The Soddy Coal Company built the first houses, and opened the first stores, and there was also one small grocery and a drug store, besides those owned by the company. The Soddy Company consisting of about fifteen Welshmen made an assignment in 1874, and most of the stock purchased by J. T. Williams, J. W. Clift, A. Lloyd and M. H. Clift, a portion of it remaining in the hands of Lewis.

Tennessee Institutes for Pre-Professional Programs (TIP) Description- Black undergraduate students in Tennessee have a distinct opportunity to LEARN FOR LIFE. The Tennessee Institute for Pre-Professionals (TIP) offers this opportunity to Black residents of Tennessee who wish to peruse a career in medicine, dentistry, pharmacy, veterinary medicine or law. The Tennessee Higher Education Commission (THEC), which authorizes TIP, is a State effort with participation by all of the State's undergraduate public colleges. TIP's ultimate goal is to increase the representation and active participation of African Americans in the health professions training and practice. Structured activities for college freshmen through senior are offered on the campus of the University of Tennessee Health Science Center (UTHSC). All expenses are paid for program participants. Stipends are also available at every level of the programs operation. Acceptance into any level of the program is at the sole discretion of the State's professional school admission officers. This program offers scholarships for African-American Tennessee residents in three summer programs: Track I, Track II, and Track III.

Tennessee Slows Down School-to-Work
A Case Study in Successful Grassroots Action

NASHVILLE, TN - A coalition of grassroots groups in Tennessee has forced the bureaucracy to bring School-to-Work before the General Assembly for investigation and oversight. When pro-family conservatives learned in August 1996 that School-to-Work was sweeping the country, they started to investigate what was happening in Tennessee. They discovered that the state Department of Education and the state Department of Labor had submitted a grant application for $36 million to the Federal Government under the School-to-Work Opportunities Act of 1994. That $36 million grant was designed to leverage another $61.9 million from federal, state and local funds. Acceptance of the grant would commit Tennessee to spend $200 million over a five-year period. A thorough study of the grant application raised many questions about how the state's educational system was being changed, who was in control, who was accountable, what those changes would mean to the students and their families, and the impact on non-public school students. Parents started to ask why the legislature had no involvement when state law clearly states, "The system of public education in Tennessee shall be governed in accordance with laws enacted by the General Assembly. . . ." Other pro-family leaders and activists were contacted and encouraged to request a copy of the grant for review. At the October meeting of the State Board of Education, the Deputy Commissioner of Education in charge of the School-to-Career (STC) office remarked that Federal Government officials "see us as serious change agents." He went on to call STC "systemic change" (a phrase used frequently throughout the grant), adding that this is "not a program but whole structural change."
