On July 2, 2003, the Office of the Attorney General released Opinon 03-083: Charter Schools: Student Eligibility to Enroll; Employee Insurance.
Summary of the Opinion
Of particular interest was the first question addressed in the opinion:
    “Who is eligible to attend a charter school established pursuant to TCA 49-13-106(a)? Is a student who does not attend a school failing to make adequate yearly progress, as defined by the state’s accountability system, eligible to attend such a charter school?”
The Attorney General’s answer is that “[s]tudents eligible to enroll in a charter school formed under TCA 49-13-106(a) are students who come from failing schools. A student from a school that is not failing may not enroll at this type of charter school.” The AG’s rationale for its conclusions was based on its interpretation of the language of TCA 49-13-106(a) and on principles of statutory construction. In particular the AG notes that
    “[TCA 49-13-106(a)] defines which students may enroll at … charter school by the words ‘for students in schools failing to make adequate yearly progress, as defined by the state’s accountability system’.” (emphasis added).

In 1963, the Tennessee General Assembly established a statewide system of State Area Vocational-Technical Schools. The purpose of the schools was to better meet the occupational and training needs of citizens, employees, and businesses in the state. The legislation outlined the State’s commitment to locate and construct enough schools so that no resident was more than fifty miles from a vocational-technical shop.

The School Today
The preceding sections have dealt with the growth of the school and its improvements from time to time as an educational institution. The purpose of this section is to give a rather brief picture of the school as a visitor would find it today. The aspects to be noted include general organization, objectives, administration, the staff, the pupils, methods of instruction, and the curriculum. The chart presented at the end of this section was compiled by the Administrative Head of the Tennessee School for the Deaf, Mrs. H. T. Poore. It reveals the administrative set-up of the present time (1945). Objectives A. General objectives of the Administration: 1. To discover through as many agencies as possible and to enroll in the school all eligible persons requiring education by the special methods of instruction used with the deaf, for whom no other provision is being made.

The Period of Transition from the
Deaf and Dumb Asylum to the
Tennessee School for the Deaf, 1921-1945
From the time it was chartered, the school was known as the Tennessee Deaf and Dumb School. In the minds of the State of Tennessee, however, the institution was an asylum. The school was located on Asylum Street, not named officially because of the general opinion in regard to it. Often. in the Biennial Reports of the Board referred to it in this manner. For many years the gate at the entrance of the grounds had "Deaf and Dumb Asylum" written above it. This idea prevailed with little or no effort to correct it until Mrs. H. T. Poore's administration began. It was through her efforts at educating the public to the fact the deaf are not necessarily deaf and dumb that the an asylum for indigents was eradicated. During this a gradual change in the name to that of the Tennessee School for the Deaf was accomplished.

by Lewis Loflin Here are a collection of letters that appeared in the Kingsport Times-News over the suspension of a student for abusive proselytizing and harassment of a science teacher. The related stories are listed at the bottom of this presentation. This is just one of a series of school disruptions in this area over demands that religion (Evangelical Protestant version only) be forced into the public schools. Please be wary of the absurd fundamentalist definition of "love." This has nothing to do with how they treat people in this world, but only their belief in your "salvation" in an afterlife. When they say "Creationism" they mean biblical Genesis and a literal "six-day" creation, not theistic evolution or the belief of about 90% of evolutionists that God was responsible for both Creation and evolution. Otherwise, you follow and do as they say or else. It's about power and politics, not science or God.

Administration Building The following history of Middle Tennessee State Normal School is an excerpt from a news article written by Avis Moore for a News Journal supplement dated June 5, 1936. By an act of General Assembly in 1909 the State Normal Schools of Tennessee were established. This Act was known as the General Education Bill of 1909 and provided appropriations for all public school agencies. At that time the State Fund consisted of thirty-three and one-third percent of the gross revenue of the state, and of this amount thirteen per cent was appropriated for the establishment and maintenance of the normal schools. Under the provision of the Act, the authority to select the location of these schools was vested in the State Board of Education. This Board received propositions from various cities and counties in the state for the location of three normal schools for the training of white teachers. After a careful study these schools were located as follows: East Tenn. State Normal School, Johnson City, Washington County; Middle Tenn. State Normal School, Murfreesboro, Rutherford County; West Tenn. State Normal School, Memphis, Shelby County, and in each case generous donations were offered in consideration of the location of the schools in these places. So in 1911 our school was created. Murfreesboro very hospitably extended its arms to the school. Messrs. Tom Harrison and Joe Black gave a campus of eighty acres, and a tract of twenty acres was purchased for $5,000.00. In 1914 an adjoining farm of 135 acres was purchased and in 1928 the city of Murfreesboro gave an adjoining tract of fifteen acres upon which to erect a training school building.

Anderson County Community Information General Information / Education / Medical / Cultural / Recreation Anderson County was originally a part of Knox County, which once extended all the way to the Kentucky border. But by 1801 there were enough people in the region above Copper Ridge and Poplar Creek to warrant the establishment of a new county, named Anderson for Judge Joseph Anderson. A county seat was decreed and built that year, near a popular spring and ford on the north side of the Clinch. The county suffered great turmoil and desolation during the Civil War years. But change came rapidly in the decades following the war. Agriculture resumed prospered. The Mining of coal in the mountains developed into a major industry. Life was hard, with long hours of toil and regular loss of life in cave-ins and other disasters. The coal industry has declined in recent years, but the sturdy descendents of these mineworkers, still living in the old communities, are a living heritage of this demanding way of life. The industry brought growth to Clinton. The railroad from Knoxville to the coal fields reached Clinton in 1869, it provided the town with uncommonly easy ingress and egress for what had been, still, an isolated area. There was general, steady commercial and industrial growth.

In response to parent complaints that the public posting of an Honor Roll would embarrass students without good grades, Nashville school lawyers recommended that the practice be stoppedas well as awards for good attendance and other academic achievement. When protests reached the state education department, the general counsel interpreted state privacy laws as prohibiting the dissemination of an honor roll without parental permission. While the concept seems absurd, another school system had to defend the practice of students grading each other's exams all the way to the Supreme Court. (Matt Gouras, AP, Jan. 24 ). There's no legal consequence to being overconservative and avoiding a lawsuit, and one can hardly expect bureaucrats to defend good educational policy if their wallets are potentially personally at issue. The group has rejected a proposal to slap students with a mandatory fee for the Napster music download service. The agreement with Napster would have kept the RIAA (Recording Industry Association of America) off the backs of the 45 schools represented by the Tennessee Board of Regents but add to already massive uni costs. Despite bullying by the RIAA, Tennessee has decided that a $9.99 per student/per month fee is too high a price to pay to solve a not terribly important problem. "The mandatory fee that was part of the Tennessee plan, coupled with the perception that illegal downloading doesn't pose a specific problem for the schools, prompted system officials to table the idea, said Bob Adams, the Regents' vice chancellor for business and finance," according to the Associated Press.
