    Introduction
    Teachers in the New Haven high schools have used this unit in the Law Course offered to seniors, and to juniors taking United States History. I am aware of at least one ninth-grade teacher who has excerpted parts of this unit for use in teaching principles of the U.S. Constitution. Apparently, the materials contained here are readily adaptable for a variety of interest and ability levels. This teaching unit explores an issue which should be of great interest to both students and professional educators: intellectual freedom. What are the legal boundaries of what may and what may not be taught in public schools? What is the constitutional nature of this question? Besides educators, there are many individuals and groups which have input into the schools: students, parents, and local and state Boards of Education.

Also removes present law whereby an appointed member of the State Board of Education may not commence his or her term of office until the General Assembly confirms the appointment. (S: Crutchfield; H: Brown) Sent to Governor Permits the Commissioner of Education to authorize up to 24 school systems or schools thereof to operate as innovative educational programs which emphasize school-based decision making and the creation of small learning communities. (S: Dixon; H: Brown) Sent to Governor Changes lottery scholarship eligibility requirements for graduates of regular high schools to a 3.0 GPA or a 21 ACT score. Previously, graduates of regular high schools had to achieve a 3.0 GPA or a composite ACT score of 19 or SAT score of 890. Changes eligibility requirements for graduates of home school programs or non-eligible high schools to a 21 ACT score or the equivalent SAT. Previous requirement was a 23 ACT score. Section 1. Be it enacted by the General Assembly of the State of Tennessee , That it shall be unlawful for any teacher in any of the Universities, Normals and all other public schools of the State which are supported in whole or in part by the public school funds of the State, to teach any theory that denies the story of the Divine Creation of man as taught in the Bible, and to teach instead that man has descended from a lower order of animals. Section 2. Be it further enacted , That any teacher found guilty of the violation of this Act, Shall be guilty of a misdemeanor and upon conviction, shall be fined not less than One Hundred $ (100.00) Dollars nor more than Five Hundred ($ 500.00) Dollars for each offense. After a verdict of guilty by the jury, the trial judge imposed a fine of $ 100, and Scopes brought the case to this court by an appeal in the nature of a writ of error. The bill of exceptions was not filed within the time fixed by the court below, and, upon motion of the state, at the last term, this bill of exceptions was stricken from the record.

    The services provided by Knox County (the County) are made available as a result of revenues collected. By far, the greatest amount of revenue received is from property taxes. The assessed value of property is established by the Property Assessor. The County Commission approves the property tax rate based on the needs presented in the budget.     • Nearly half of schools could face sanctions. In Tennessee, 47 percent (711) of schools failed to meet federal standards for Adequate Yearly Progress - one of the highest percentages in the nation . If schools fail to improve they could face sanctions.
    • Unfunded mandate of $114 million. Tennessee schools have not been able to make the investments needed to meet the standards set by No Child Left Behind (NCLB). Tennessee will receive $114 million less next year than it should have if NCLB was fully funded. That means approximately 123,727 Tennessee students won't have smaller class sizes; 15,677 students won't have pre-school; and 15,240 teachers won't be certified.

This brochure contains rules, procedures, rights, responsibilities and other information that help insure safety and the opportunity to learn for each student. We believe that a strong school, home, and community partnership is essential to create an educational environment where all students can experience success.
