FOR IMMEDIATE RELEASE CONTACT: ZAC WRIGHT January 8, 2004 PHONE (615) 327-9779 BUSH LEAVES TENNESSEE CHILDREN BEHIND While President Bush addresses Knoxville school children about education, his 2004 budget proposal would cut education spending in Tennessee by $1.2 billion, including $163 million specifically authorized for No Child Left Behind in Tennessee. Although the No Child Left Behind Act authorizes $32 billion in aid to disadvantaged students for 2004, the President cut the money authorized in his budget to $22.6 billion. In Tennessee for example, under Title I Part A, the largest program in NCLB, the legislation authorized funding for FY 2003 at $16 billion for the nation. Instead, only $11.7 billion was appropriated. Appropriations were reduced, but the federal mandates were not adjusted accordingly. In Tennessee in the same year, we received $186.9 million under Title I, which is $69 million less than what was originally authorized. The President's budget proposed to eliminate 46 education programs entirely, including four that improve teacher quality. The President's budget also would have wiped out the Comprehensive School Reform program, which received $233 million in 2003, and the rural education program, $168 million nationally.
