State Children's Health Programs
Region 4 Children's Environmental Health Program established a partnership with the U.S. Department of Agriculture - Cooperative State Research, Education, and Extension Service (CSREES) through regional land grant universities to develop state capacity in children's environmental health. CSREES contacts are listed below. Through this partnership, EPA and CSREES have conducted educational activities to increase awareness of children's environmental health hazards faced by our children. Education and outreach material addressing health hazards (displays, newsletters, curriculums, videos, etc.) are being utilized and distributed in over 80% of the counties in the region. CSREES also provides compliance assistance for EPA's lead program in all eight states. Three states have partnered with their Schools of Pharmacy to address childhood asthma. The 1890 - Traditional Black Land Grant Institutions are now involved in the partnership, focusing their efforts on under-served audiences. NC State has partnered with the Cherokee Indian Reservation in North Carolina to develop materials specific for Native American audiences. A number of states are also developing materials for Latino audiences.

Life Planning News
Issue 9, January 2003
"Life Planning News" is based on a comprehensive approach to financial challenges at all life stages. It is based on the belief that skills are developed and added throughout one's lifetime. Life planning is a "holistic" philosophy designed to help people define their personal values and priorities in broad areas including health, leisure, personal growth and productivity and then link financial resources to realize these goals. If you have information to share with colleagues and would like to have it included in Life Planning News, contact Jacque Miller ( jmiller@coop.ext.colostate.edu ) or Judy McKenna ( mckenna@cahs.colostate.edu Thanks to Ellen Audley for helping with this newsletter.

Business - Cooperative Programs
Dan Beasley, Business-Cooperative Programs Dir.
The success of any long range community development plan must include jobs. For this reason, the Business-Cooperative Programs provides an array of programs and services which focus on the creation of jobs and cooperatives in rural areas. The Business-Cooperative Programs in Tennessee are some of the largest in the nation. RBS guarantees loans which are designed to promote economic growth. Qualifying businesses are eligible for loan note guarantees which better assist the business in obtaining vital credit through a local lender. INTERMEDIARY RELENDING PROGRAM (IRP)
This program allows RBS to provide loans to local lending authorities which in turn provide loans to local businesses. Tennessee ranks in the top ten for this program nationally.
RURAL BUSINESS ENTERPRISE GRANTS (RBEG) These grants provide resources which are utilized to develop small and emerging business enterprises, such as industrial parks. Qualifying entities include public bodies, nonprofit corporations and federally recognized tribal groups. Tennessee ranks in the top ten nationwide for this program.
