I. ORGANIZATION AND ADMINISTRATION TENNESSEE HIGHER EDUCATION COMMISSION Public higher education in Tennessee is coordinated by the Tennessee Higher Education Commission (THEC) and consists of two systems: The University of Tennessee Board of Trustees which governs the UT system and the State Board of Regents which governs the state universities, community colleges, technical institutes and area vocational schools. The Higher Education Commission was created in 1967 by the Tennessee General Assembly to achieve coordination and unity among the programs of Tennessee's public postsecondary institutions and to serve as a primary source of information about public higher education in Tennessee. Among the statutory responsibilities of the Commission is the charge to develop fair and equitable policies for the distribution of public funds among Tennessee's institutions of public higher education and to submit budget recommendations for public higher education to the Governor. THE UNIVERSITY OF TENNESSEE The University of Tennessee, founded in 1794, is a statewide, multi-campus, land grant, corporate agency of the state of Tennessee that provides comprehensive post-secondary educational experiences. The campuses and institutes of the University perform significantly different roles as defined in the campus mission statements that are approved by the Board of Trustees.
