TELEVISION BROADCASTING Kevin Newman CANADA: CONVENTIONAL TELEVISION ABC news correspondent Kevin Newman is joining Global Television as Executive Editor and Anchor of the new Vancouver-based national newscast the network will launch in September. Newman joins Global from ABC, where he served as substitute anchor and correspondent for World News Tonight with Peter Jennings, senior correspondent for Nightline with Ted Koppel, and also co-hosted Good Morning America National News , and CBC Midday CanWest is investing $8 million to establish a national news centre at BCTV which will have a senior editorial team dedicated solely to production of the national newscast. First National anchor Peter Kent has moved out from behind the anchor desk to take a management role in helping to design and build the newscast, as well as a new public affairs program to be based in Calgary. Kent will continue to play an on-air role as a senior network correspondent and will also be involved in news integration opportunities with the National Post and Southam Publications.

SECTION II THE PUBLIC INTEREST STANDARD IN TELEVISION BROADCATING The federal government's oversight of broadcasting has had two general goals: to foster the commercial development of the industry and to ensure that broadcasting serves the educational and informational needs of Americans. In many respects, the two goals have been quite complementary, as seen in the development of network news operations, and in the variety of cultural, educational and public affairs programming that has been aired over the years. In other respects, however, Congress and the FCC have sometimes concluded that the broadcast marketplace by itself is not adequately serving public needs. Accordingly, there have been numerous efforts over the past seventy years to formally encourage or require programming or airtime to enhance the electoral process, governance, political discourse, local community affairs, and education. Some initiatives have sought to help underserved audience-constituencies such as children, minorities and the disabled. In essence, the public interest standard in broadcasting has attempted to invigorate the political life and democratic culture of our nation. Commercial broadcasting has often performed this task superbly. But when it has fallen short, Congress and the FCC have developed new policy tools that try to achieve those goals. Specific policies try to foster diversity of programming, assure candidate access to the airwaves, provide diverse views on public issues, encourage news and public affairs programming, promote localism, develop quality programming for children, and sustain a separate realm of high-quality, noncommercial television programming.

BE IT KNOWN that the Folketing has enacted and We Margrethe the Second, by the Grace of God, Queen of Denmark, have given Our Royal Assent to the following Act:
Chapter 1 - Provision of programme services
The following enterprises shall have the right to provide programme services as stated in Section 2.
1) Danmarks Radio, cf. Chapter 4.
2) TV 2/DANMARK, cf. Chapter 5.
3) The regional TV 2 stations, cf. Chapter 6.
4) Enterprises having been licensed under Chapter 8 to provide national or regional programme services on the basis of a special licence, or which can, under Section 47, provide programme services without a licence. 5) Companies, associations, etc. and municipalities licensed under Chapter 9 to provide programme services within a local area, or which can, under Section 52, provide local programme services without a licence. The Minister for Culture may in special cases authorise that enterprises other than those stated in subsection (1) may provide programme services in larger traffic installations on safety grounds. The Minister for Culture may lay down detailed rules for such programme services.
