1) OBJECTIVE
To create the necessary conditions for the free movement of European television programmes within the internal market; to encourage the production and distribution of European works.
2) ACT
Council Directive 89/552/EEC of 3 October 1989 on the coordination of certain provisions laid down by Law, Regulation or Administrative Action in Member States concerning the pursuit of television broadcasting activities [Official Journal L 298 of 17.10.1989]. Amended by the following: Directive 97/36/EC of the European Parliament and of the Council of 30 June 1997 [Official Journal L 202 of 30.07.1997].
3) SUMMARY
DIRECTIVE 89/552/EEC "TELEVISION WITHOUT FRONTIERS" The Directive aims to ensure the free movement of broadcasting services within the internal market and at the same time to preserve certain public interest objectives, such as cultural diversity, the right of reply, consumer protection and the protection of minors. It is also intended to promote the distribution and production of European audiovisual programmes, for example by ensuring that they are given a majority position in television channels' programme schedules. 2. The Directive establishes the principle that Member States shall ensure freedom of reception and shall not restrict retransmission on their territory of television programmes from other Member States. They may, however, suspend retransmission of television programmes which infringe the provisions of the Directive on the protection of minors.

First Night Difficulties Beset WOR-TV's Premiere
This article appeared in the New York Times on Oct. 16, 1949. By SIDNEY LOHMAN The gremlins of wartime fame apparently returned last Tuesday evening to play their tricks and raise havoc with WOR-TV's formal debut. After functioning perfectly through weeks of experimental transmissions and rehearsals for the big day, the line carrying the sound portion of the opening night program "cut out" at 6:55 P. M., the exact moment when the station was schedule to go on the air. For the next few minutes the video audience could see John Gambling speaking but there was no accompanying sound. By one of those inexplicable coincidences, the sound channel was reactivated for exactly the one minute during which a bread commercial message was scheduled. The station's switchboard was flooded with calls and 367 of them "got through" during the trouble period. First night jitters also resulted in clearly audible applause during the "Handy Man" program which originates in a small, side studio - and which does not have an audience. The station explains that the handclapping came from the main auditorium where Barry Gray was warming up an audience for his interview program to follow. Until its new studio space at 20 West Sixty-seventh Street is ready for use, all WOR-TV programs are originating from the New Amsterdam Roof Theatre, which has been leased and altered and refurbished for television.

Nearly 100 percent of Taiwan's households have television sets, a reflection of the pervasive and influential role this medium plays in Taiwan. Currently, there are five nationwide broadcasting stations, including the newly inaugurated Public Broadcasting Service. With many new challenges facing broadcast television, new developments in technology, and continuous changes in our social and political environment, each station is attempting to position itself in a unique niche that caters to the needs of its diverse and increasingly-sophisticated audiences. A landmark development in the history of Taiwan's television industry was the inauguration of a fourth over-the-air television station in June 1997. Kaohsiung-based Formosa Television (FTV) joined the three existing companies, Taiwan Television Enterprise (TTV), established in 1962; China Television Company (CTV), established in 1969; and Chinese Television System (CTS), established in 1971. FTV is affiliated with the opposition Democratic Progressive Party and telecasts on VHF low-band. After 18 years of delays, the Public Television Service (PTS) finally began broadcasting on July 1, 1998, with its own channel. The creation of public-interest television was first proposed in 1980, and four years later the Government Information Office established a task force to produce public-interest programs to be aired on a rotating basis on the three commercial stations, before it finally got its own channel.

Federal oversight of all broadcasting has had two general goals: to foster the commercial development of the industry and to ensure that broadcasting serves the educational and informational needs of the American people. In many respects, the two goals have been quite complementary, as seen in the development of network news operations and in the variety of cultural, educational, and public affairs programming aired over the years. In other respects, however, Congress and the Federal Communications Commission (FCC) have sometimes concluded that the broadcast marketplace by itself is not adequately serving public needs. Accordingly, numerous efforts have been undertaken over the past 70 years to encourage or require programming or airtime to enhance the electoral process, governance, political discourse, local community affairs, and education. Some initiatives have sought to help underserved audience-constituencies such as children, minorities, and individuals with disabilities. In essence, the public interest standard in broadcasting has attempted to invigorate the political life and democratic culture of this Nation. Commercial broadcasting has often performed this task superbly. But when it has fallen short, Congress and the FCC have developed new policy tools aimed at achieving those goals. Specific policies try to foster diversity of programming, ensure candidate access to the airwaves, provide diverse views on public issues, encourage news and public affairs programming, promote localism, develop quality programming for children, and sustain a separate realm of high-quality, noncommercial television programming.

Radio and television broadcasting, together have become the most powerful medium of communication today and have revolutionized `mass-communication’. Electronic medium, including films, is today the largest single medium of communication reaching the masses with news, entertainment as well as education. Due to the influence that the electronic media has on the viewers and listeners, most of the countries in the world have some form of control over their broadcasting. In India broadcasting till very recently was state owned and private television companies could produce programs but not broadcast them. However in face of greater public access to satellite transmissions from within and outside the country, government had to liberalize its policies. Recently, legislation has been passed in the Parliament seeking autonomy for Doordarshan and All India Radio and things may further change with the implementation of the bill.
