Legal matters involving Wiccan teens
In the United States, persons under the age of 18 are regarded as being under the almost absolute control of their parent(s) / guardian(s). Parents have essentially total direction of the religious environment of their children. Canada is a signatory to the United Nations Declaration on the Rights of the Child . In theory, this gives some rights to children who want to deviate from the religion of their parents; however this right has not, to our knowledge, been tested in the courts. In short, teens under the age of 18 have little or no freedom of religious assembly, education, or practice unless they first receive permission of a parent or guardian. Individuals who teach or otherwise involve young people in different religions or spiritual paths without the prior approval of their parents can find themselves in serious legal difficulties. Restrictions severely limits the options of young Wiccans: Wiccan covens and study groups will generally require the written permission of a parent or guardian before allowing potential members under the age of 18 to join or be involved with educational classes.

September 29, 2000, Volume 5 Number 15 Survey Examines Parent and Teen Views on Sexuality, Alcohol, and Drug Use Teen Today 2000 , a survey released this month by the Liberty Mutual Group and Students Against Destructive Decisions/Students Against Driving Drunk (SADD), explores teen attitudes and behaviors concerning issues of drinking and driving, alcohol use, drug use, sex, and violence. SADD is a national education and prevention organization that represents teens in more than 25,000 school-based chapters nationwide. Surveys were conducted in March 2000 via phone interviews of 405 parents of teenagers across the country and written responses of 687 teenagers in grades nine through 12. Teens surveyed were both SADD members and non-members. RESULTS Concerns
  • Both teens and parents ranked HIV and STDs as their number one concern with 81% of teens and 71% of parents reporting that they are extremely, very, or concerned about this issue.
  • Teens ranked teenage pregnancy third with more than 77% reporting that they are extremely, very, or concerned about this issue. Parents ranked teen pregnancy fourth with 69% reporting this level of concern.
  • Teens ranked teen suicide fifth among their top issue, with nearly 62% reporting they are extremely, very, or concerned about this issue. Parents ranked teen suicide seventeenth with 36% reporting concern.

Answer: Sexuality education is a lifelong process of acquiring information and forming attitudes, beliefs, and values. It encompasses sexual development, reproductive health, interpersonal relationships, affection, intimacy, body image, and gender roles. This guide tracks the topics in the linked state-by-state and national reports regarding reproductive health provisions and teen requirements of The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (cited subsequently as the Act or as PRWORA). Each topic begins with an overview of the law and then follows with brief descriptions of specific issues. Within each description, the terms used in the linked reports are highlighted in bold typeface. Related CLASP publications are noted and are also electronically linked. We encourage SPDP users to print out this Guide to use as a resource while looking at the state-by-state and national reports.
Background PRWORA includes a number of reproductive health provisions and teen requirements not included in prior law. One part of the Act establishes the welfare block grant, Temporary Assistance to Need Families (TANF), which mandates that states deny federal TANF assistance to minor parents unless they fulfill a living arrangement rule and a school/training requirement. These Congressional prohibitions directed at minor parents were among the few restrictions regarding whom a state could assist. The restrictions apply to the use of federal funds; states which chose to may utilize state funds to assist minor parents.

    Mr. President, as to your University of California at San Diego "Let's Rap About Racism" speecha few questions. You have appointed a seven-member panel to conduct a year-long "dialogue" on race relations. Perhaps the hottest "race" issue of our day is affirmative action. Fifty-four percent of Californians voted to eliminate it, as did 3 in 10 blacks. Tell us, of your seven commissioners, could you not find a single person opposed to race and gender-based preferences? How about a little "dialogue" between committee members? You say that race is our "greatest challenge," our "oldest yet, in many ways, newest problem." Given the issue's importance, why then, out of your numerous pre-1996 election-year visits to California did you give but one speech on affirmative action? You angered even your California supporters by refusing to speak out more forcefully in defense of affirmative action. Guess dealing with "America's greatest challenge" seemed a little less important than securing America's greatest electoral votes. You properly called education the foundation towards "full participation" in our economy. Yet you oppose school vouchers (while initially supporting them), denying a chance to give children the quality of education that, say, your daughter received.
