Teenage parenthood is by no means a new social phenomenon. Historically, women have tended to begin childbearing during their teens and early twenties. During the past two decades the U. S. teenage birthrate has actually declined (Polit and others, 1982). In the late 1950s, 90 out of 1000 women under 20 gave birth as compared with 52 out of 1000 in 1978. Several factors contribute to the current attention focused on teenage pregnancy and parenthood.
  • There is currently a large number of young women in the 13 to 19 age range, so that while the birthrates are declining, the absolute number of teenagers is increasing.

The pregnancy rate* for 15 to 17 year old teens in Washington State has been declining since the late 1980s. The abortion rate has also declined. Who is at high risk for teen pregnancy? Early sexual behavior among teens may be influenced by many complex factors such as poor quality family relationships, non-voluntary sexual experiences, poverty, lack of supportive adult role models, and negative outlook on the future. These influences may also interact with other factors such as substance use, risky sexual behaviors (e.g., multiple partners, poor contraceptive use), and low academic achievement. What are the public health implications of teen pregnancy? Early prenatal care is vital for detecting pregnancy risks and assuring healthy birth outcomes. In Washington State in 1995, girls 17 and younger giving birth received late or no prenatal care almost 3 times more often than women 20 years and older. Infants born to teen mothers are one and a third times more likely to be born prematurely, and 50 percent more likely to be low birthweight babies (under 5.5 pounds). Low birthweight and prematurity raise the probability of a number of adverse conditions, including infant death, blindness, deafness, mental retardation and cerebral palsy.

    Finding out that you (or your girlfriend or your friend) are pregnant can be overwhelming and confusing. Making decisions about what to do can be very emotional and may sometimes feel just too big to handle. Make sure you don't try to face it on your own. It is important to talk with people you trust and get the support you need. If you can, talk to your parents, members of your extended family or other trusted adults. It's also really important to talk to professionals such as your doctor, school nurse, public health nurse or school guidance counsellor to get accurate information before making major decisions. Whatever your situation there is a help and support available for you. There are many organisations in the community offering free confidential services for young people facing pregnancy. There are four options to consider:

    Grants that address the issue of teenage pregnancy prevention are commonly given to organizations that provide outreach activities for reproductive health care, comprehensive sexuality education, access to contraception, education and counseling about contraception, comprehensive programs for pregnant teens, peer counseling programs and male involvement programs. An emphasis is placed on funding organizations that work with high-risk, sexually active, underserved teen populations. The Foundation also provides grants to organizations that provide leadership development activities for reproductive health care workers and to organizations that inform policymakers and opinion leaders about effective policies and programs to prevent teen pregnancy. *Please note that the Foundation is not currently accepting any funding requests in the teenage pregnancy prevention funding priority because of large funding allocations in our Teen Pregnancy Prevention Initiative, and don't intend to do so until at least June 2005. This means that your request will not be considered. When we receive a letter of interest, it is assigned to a funding issue for review. Typically a decision is made within 90 days to either request a full proposal or to recommend denial. Many factors enter into this decision including alignment with the Foundation's priorities, assessments of the organization's capabilities, the region and population served and the project goals, if applicable.     Teen Pregnancy Prevention
    For nearly three decades, Family Health Council has been dedicated to the prevention of teen pregnancy in western Pennsylvania. Beginning in 1990, Family Health Council launched a series of specially targeted activities in Allegheny County, including a multi-media campaign; sexuality education guidebooks for parents called Family Connections Teen Connections , a pocket-sized guide for teens; and peer education. The success of these strategies led to the creation of the Center for Adolescent Pregnancy Prevention (CAPP) in 1995. Through CAPP, a regional, comprehensive, multi-disciplinary approach to reducing teen pregnancy in western Pennsylvania was established. Community coalitions of residents, service providers, educators and local leaders work with CAPP to implement programs to meet the needs of their neighborhoods. CAPP's program interventions focus on teens postponing first intercourse and, when sexual activity begins, using contraception. The CAPP program model includes:
    - a multi-media awareness campaign
    - parent and community education
    - peer education
    - professional training
    - supportive health services
    - public policy development CAPP's efforts are primarily focused in Allegheny, Erie, Fayette, Lawrence, and Venango counties. Since 1990, when Family Health Council began to focus on teen pregnancy prevention in Allegheny County, there has been a 33% drop in teen pregnancy rates.
