Introduction
Despite the recent decline in the teen birth rates, teen pregnancy remains a significant problem in this country. It is a problem that impacts nearly every community. Thus, the responsibility to solve this problem lies with all of us, including families, communities, and young people themselves. The President and Congress called on HHS to develop a National Strategy to address this serious challenge and to assure that at least 25 percent of communities in this country have teen pregnancy prevention programs in placeas mandated under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The Department responded to this call by releasing a National Strategy to Prevent Teen Pregnancy in January of 1997. This Strategy presented a comprehensive new plan to prevent teen pregnancies in the United States by strengthening, integrating, and supporting teen pregnancy prevention and other youth-related activities in communities across this country. The Department is required by this law to report to the Congress by June 30

Preventing Teenage Pregnancy
Overview: The Department of Health and Human Services (HHS) is committed to continuing efforts to prevent out-of-wedlock teen pregnancies and to encourage adolescents to remain abstinent. President Bush and Secretary Thompson are committed to promoting abstinence education programs and dissemination of information on promising approaches. HHS programs are built on the belief that the most effective programs are community-driven and support the involvement of parents and other adults in young people's lives. By focusing on abstinence and personal responsibility, HHS hopes to help young people develop their abilities to make the choices that will lead to a successful future. President Bush's budget for fiscal year 2003 provides an additional $33 million in funding for abstinence education, fulfilling the President's promise to increase abstinence funding to $135 million. HHS directly funds teen pregnancy prevention programs in nearly 2,234 communities about 47 percent of all communities across the country. HHS provides significant funding for abstinence education and other programs to prevent teen pregnancy and disease. In addition, HHS funds a wide range of health and human services programs through state block grants, including those that provide health and social services to teenagers that further pregnancy prevention goals. HHS is committed to building public-private partnerships, improving research, evaluation and data collection, and disseminating information on innovative and effective practices.

All stories in this section are presented with student permission. A Tough Job By Isaiah's mom. I've had my baby since the last time I've written. I went into labor around 12:41am. My grandma timed my contractions. After a while I called my clinic. They put me through with my doctor (Dr. Smith) and he told me to go to the hospital to the 3rd floor. So my grandma and me did. My grandpa dropped us off at the emergency entrance. I didn't pack a bag because I didn't think it was labor, but it was. When I put the hospital gown on my midwife Donna examined me. I was already 6 centimeters dilated. After that they wheeled me into the labor and delivery room. I was in labor for only 5 hours with no pain medication, but they gave me an I.V. My grandma helped all the way through. At 5:42am. On Saturday February 28,1998, I delivered my baby boy- Isaiah Joseph Harris Ramirez. He weighed 7 pounds 6 ounces and was 20 inches long. Since then I've been very busy taking care of Isaiah. Today he's 2 months and 3 weeks. I haven't had time to myself like I used to. All my time goes to Isaiah now. Surprisingly Herbert wants to be in our son's life. I was so happy because I want Isaiah to have a relationship with his father. They sometimes spend time together, which is good, but I wish it would happen more often. Herbert and me still don't have a relationship, but we have a good friendship. I'm a lot more tired than I used to be. It's a lot of hard work and harder than what I expected. It's May 21st 1998 and Isaiah will be three months in one week, (the day we get out of school). Isaiah is the only angel I know and I'm going to raise him right. I hope Herbert and me will develop more of a parenting relationship. I think it'll be easier and I'll feel more comfortable. Now I have A focus point in my life, and that's my baby.

    Life After Baby.
    She is four months old now, and it is still a little hard for me to adjust to becoming a mother. I love my daughter very much, and I cherish her life more than my own. Every day spent with her is a new experience, but it is difficult. I can no longer put my needs first. Annisah comes before any one else. I have a lot of support from both my family and his family. Out families help out a lot. It makes everything easier knowing that you have people who care, there for you. Not everyone is lucky in that way. Annisah receives a lot of care and love from everyone who is a part of her life. I love my baby girl with all my heart and soul, but now I understand why a family is supposed to come after marriage. It is extremely hard being a teenager and trying to have a family. You have to have a lot of patience and remember that each challenge you are faced with and overcome, makes you that much stronger for the next one.
