Tax reform is all the rage these days, and proposals abound. Even the flat tax (dismissed as silly when proposed by presidential candidate Jerry Brown in 1992, now taken quite seriously when proferred by Dick Armey) is getting serious scrutiny. Not because they're the best ideas, not even because taxes are too high (they're lower in US than any industrialized country) but because the tax system is perceived as out of control, and people want to do "something." Overlooked in the traditional liberal vs. conservative debate is a powerful new idea that could break the ideological gridlock. In a recent article entitled "The Tax Shift," four leading economic thinkers ask a question that could shift the debate: "Why do we tax what we want more oflike incomeinstead of taxing what we want less oflike pollution, and depletion of finite natural resources?" Why indeed? Written by economists Robert Costanza and Herman Daly, businessman and author Paul Hawken, and ecologist John Woodwell, the "ecological tax reform" proposal calls for a revenue neutral tax shift. In other words, it would not add to the total tax burden, and would even be compatible with tax reduction. But it would radically shift the target of taxation. Some excerpts:

The case for a progressive consumption tax. Edward J. McCaffery Republicans, for their part, have been attacking the American tax system for some time now, at least since Ronald Reagan taught them just how successful this strategy can be. But conservatives have their own agendas, and tax reform has been little more than a means for them to pursue other, more greatly desired, ends. The conservative strategy, perhaps best illustrated in the 1994 Contract with America, ingeniously blends three distinct goals: 1. Improve the form of taxation, by making it simpler, fairer, and more efficient;
2. Reduce the size of the tax burden, thereby shrinking government itself; and
3. Change the distribution of the tax burden, specifically by flattening it. Public outrage over tax is linked principally to the first goal. Almost everybody hates our tax system, with its confusing forms, intimidating audits, and disturbing sense that more is going on than one can possibly understand. Republicans long ago figured out that you could go pretty far in American politics simply by attacking the IRS, the Internal Revenue Code, tax forms, and any other paraphernalia or indicia of tax. But there is no reason sounding in logic, experience, economics, or political morality to hook up the first goal with the next two. Times are relatively good right now, and polls and practices consistently reveal that Americans are reasonably happy with–even complacent about–the overall size of the government and its provisions of services. There is thus not a huge clamor for tax reduction (goal two), at least outside of a surplus politics that tends not to be about the size of government per se, as much as about what we are doing with its "extra" funds. Even with regard to the surplus, the Clinton administration and congressional Democrats have been willing to stand fast against major tax reduction, preferring to shore up the social security system and pay down the national debt. The political success of this strategy to date confirms that no public groundswell supports major tax or government reduction.

Several months ago, Finance Minister Beiga Shohat established a blue-ribbon committee to recommend broad-ranging tax reform proposals. (Please note that Israeli-style tax reform usually means a tax increase.) The committee is due to report its deliberations soon. Shohat and committee members have hinted that its recommendations will include new taxes on income from capital.
The Bank of Israel’s report amounts to support for taxes on capital income. Its authors intended to show that rich, coupon-clipping Israelis do not pay their “fair share” of the nation’s high tax burden, whereas hard-working, salaried Israelis (the Labor Party’s historic constituency) bear an unfair, high tax burden.
The Bank emphasized that tax rates on capital income in half of the developed countries are the same as on personal income, and that in the other half, capital taxation, even if at lower rates, is withheld at the source. Only Israel’s rich enjoy tax-exempt capital income . [emphasis added]
It’s ironic that these rich are the handful of families and shareholders of state-protected monopolies and cartels, who are partners in the maintenance of Israel’s socialist economic system. But Israel’s young high-tech entrepreneurs threaten to break open this iron triangle of politicians, bureaucrats, and favored families.

There are no plans to harmonise European Union rates of VAT, income tax or company tax. Yet the inhabitants of Britain could be forgiven for thinking precisely the opposite. At the end of last year a large section of the British press claimed that Oskar Lafontaine, Germany's ebullient finance minister, was plotting to make the British pay more tax. Mr Lafontaine loves to provoke, but there was little substance to support the fantasies of many Eurosceptic commentators. Tax issues, of course, are discussed at a European level. The Commission has come up with a three-pronged package that finance ministers are supposed to sort out before the Helsinki summit in December 1999. But the point of this package is to smooth discrepancies in the workings of the single market, rather than impose single rates of tax. The first part involves tackling unfair competition in company taxation. For instance the preferential tax treatment that Ireland has applied to certain types of company and geographical area, in effect disguised state aid, would count as unfair tax competition. A working group chaired by a British minister, Dawn Primarolo, is examining more than 80 such cases. The plan is to deal with examples of unfair competition through discussion and peer-group pressure rather than EU directives. The second part aims to abolish tax on cross-border payments of interest and royalties between associated companies, thereby saving them much paper work. The third and most contentious part is a proposed directive on the taxation of savings which seeks to prevent cross-border tax evasion by individuals. The Commission wants member-states to agree either to impose a 20% witholding tax on income earned by non-resident individuals, or to pass full details of their earnings to their home tax authority. Britain will not sign up to this directive unless income from Eurobonds is exempt. Otherwise, ministers fear, the City of London could lose business both from the cost of compliance with the directive, and from investors shifting business out of the EU to avoid the tax.

The Internal Revenue Service (IRS) is frequently cited as the most hated of all government agencies. This aversion goes well beyond a simple dislike of paying taxes. Many Americans feel the IRS uses its vast powers capriciously to enforce a tax code that is unfair and incomprehensible. Indeed, a 1990 magazine survey found that the most frightening words people could imagine hearing when they answered the phone were: "This is the IRS calling." Although taxpayers have every right to be upset about the oppressive tax system, their anger should not be directed at the IRS. The vast majority of the problems with the tax system are the inevitable result of bad tax policy. The way to reduce the public's hatred of the IRS is to enact a flat tax. By wiping out all the complicated, obscure, and convoluted provisions of the current tax code, a flat tax would dramatically lower compliance costs and ease the uncertainty and anguish that make April 15 the least favorite day of the year. Perhaps better than anyone else, former IRS commissioners and IRS workers themselves recognize that this tax reform is the answer. Former Commissioner Shirley Peterson, who headed the agency in 1992, noted that "We have reached the point where further patchwork will only compound the problem. It is time to repeal the Internal Revenue Code and start over."

Kennedy: Small cost for big benefit Clinton administration officials made it clear Sunday that they will oppose two Republican tax cut measures, one in the House and another in the Senate, that call for about $800 billion in tax relief over 10 years.
