Tax Reform for the New Century

In the Washington Post , a recent headline blared, "Flat Tax Imposed On Iraq."
New taxes heartlessly heaped on the backs of hapless Iraqis? Well, not exactly.
You wouldn't guess from the headline, but on September 15, what U.S. administrator L. Paul Bremer did was cut Iraq's top tax rate from 45% to 15% for individuals and businesses.
These results fit well with America's past albeit fleeting experience with lower, flatter taxes.
In the 1920s, 1960s, and 1980s, we cut taxes across the board and drastically reduced the top rates of taxation on Americans. The results were phenomenal: dramatically decreased inflation and unemployment, increased revenues, and soaring productivity.
Why does a flatter tax system work so well? Simply put, it rewards people for being givers, not takers. It encourages hard work, saving, and investing the three pillars of any economy.
Contrast this with our current system of "progressive" taxation, a grotesque living fossil with the survival skills of a Houdini or a Beltway bureaucrat. As Ronald Reagan once said, it's government torpedoing your ship when it comes in. Your small business gets off the ground, or you land a higher paying job as a reward for upgraded skills, only to be pushed into a higher tax bracket. Progressive? Only if your motto is, "Success is a crime we must punish."

The Virginia STAMP Model

What are the economic impacts of higher taxes? What are the different economic impacts of different types of taxes? Do cigarette and sales tax increases have a different impact than income tax increases? Designed as one of many tools legislators should use in making decisions about taxes, the Virginia STAMP (State Tax and Modeling Program) enables Virginians to go on line and see the economic results from various tax cuts and tax increases during the ongoing tax debate. This section includes detailed analyses of the Senate and House-passed tax bills, as well as the proposals of Governor Mark Warner and Delegate Allen Louderback. A fourth model is blank, enabling you to make your own suggested tax changes and see what the relative economic impact would be on public and private sector employment, investment, gross wage rates, personal income, and disposable income.

    Munich, 3 Nov. 1999 The tax reform proposed by the German government focuses on relief for retained earnings. Businesses will be induced not to distribute their profits but to retain them and invest them in domestic or foreign capital markets. This will only intensify the concentration of power of existing corporations and impede the formation of new businesses. In contrast to the significant relief for corporate leaders and their enterprises, the earnings of human labour will continue to be burdened by a strongly progressive tax scale. The reform will not help mobilize the labour market or promote investment in human capital. The Ifo Institute has presented an alternative that removes the asymmetries of the government proposal. In the personal income tax, the Ifo alternative calls for only three marginal tax rates of 20%, 30% and 40%; corporate earnings should be taxed at a rate of only 30%, accompanied by a reduction in the local business tax (Gewerbesteuer) to effectively 10%. The maximum tax on all types of revenue is a uniform 40%. Despite the broadening of the tax base, which in itself would lead to increased revenue of DM 30 billion, the Ifo reform proposal would lead to net savings of DM 50 billion for taxpayers. This tax cut can be financed by reducing subsidies by 10% and cutting social benefits by 3%. The tax regime proposed by the Ifo Institute is revenue neutral for enterprises, it is simple, clear and practicable, and investment will no longer be motivated by tax loopholes but will go where the highest real income can be earned. It will provide greater incentives to invest in education and training, it will reduce the shadow economy, and it will create new jobs since it will contribute to moderation in wage negotiations.

    Introduction
    Businesses in Canada are taxed in a variety of ways.  The most important tax on business is of course the corporate income tax (CIT), but a variety of other taxes are levied on businesses.  The personal income tax (PIT) levied on unincorporated businesses and the taxation of corporate dividends and business capital gains under the PIT also affect business decisions.  Federal and Provincial taxes on corporate capital represent another component of business taxation.   Municipal and Provincial property taxes on commercial and industrial property are also important. The employer component of federal and provincial payroll taxes is the second most important set of taxes paid by businesses.  In 1995 revenues from business payroll taxes actually exceeded corporate income tax revenues.  In 2000 total corporate revenues were almost $46 billion, whereas total business payroll taxes were $28.6 billion.  Table 1 presents details on Corporate Income, Capital and Payroll Taxes.

    by Alanna Hartzok Fifteen cities in Pennsylvania are pioneering an innovative approach to local tax reform that harnesses market incentives for urban renewal. Opting for the so-called 'two-rate' or 'split-rate' property tax, these cities are lowering taxes on buildings, thereby encouraging improvements and renovations, while raising the tax on land values, thus discouraging land speculation. The resulting infill development as indicated by increased building permits means downtown jobs, efficient use of urban infrastructure, an improved housing stock, and less urban sprawl. Cities in other states are poised to follow Pennsylvania's example.

  • Pennsylvania has been experimenting with a new approach to property tax reform which has already begun to attract attention in New York, Maryland, and other states. This policy offers an entirely different angle to the current mainstream dialogue on property tax "reform" which consists mainly of efforts to reduce and curtail the use of property taxes while increasing sales or income taxes. The property tax is actually two types of taxes - one upon building values, and the other upon land values. This distinction is an important one, as these two types of taxes have significantly different impacts on incentive motives and development results.

      The Issue As if just having to pay taxes wasn't bad enough. Every year it seems to get more complicated. Tax codes have a tendency to become bloated with exclusions and loopholes for special interest groups. Politicians use the tax code to gain political allies and to advance their own social and economic goals. As a result, the system becomes ever more complex and the average taxpayer finds it impossible to comprehend. In the U.S., it is not uncommon for individuals and small businesses to pay less in taxes than they pay in tax preparation. And even the professionals they hire can't get it right. In one recent Money magazine study , 45 different professional tax preparers came up with 45 different tax amounts for the same fictional family.     Web posted at: 3:16 a.m. EST (0816 GMT) SYDNEY, Australia (CNN) Australia's parliament resumes for 1999 on Monday with Prime Minister John Howard 's re-elected government facing a showdown with the Senate over key legislation on tax reform and privatization. Howard's conservative government has a five-month window in which to pass legislation before newly-elected senators take their places in the upper house, leaving it dominated by left-leaning parties that will almost certainly block key elements of his second-term reform agenda. Howard has made it clear he intends to overhaul Australia's tax system. The centerpiece of the prime minister's reform plan is a 10 percent value-added goods and services tax. Howard's argument is that tax reform is critical to Australia's economic well-being particularly at a time when much of Asia is embroiled in financial turmoil.

    A merican economists have been giving policy advice to Japan since the Shoup tax reform commission of 1949. Even then, the advice was not always helpful. U.S. government officials now tell Japan that larger budget deficits are the key to boosting economic growth and stock prices. Yet the same officials claim that the U.S. economy and stock market have benefitted from much smaller budget deficits. When looking at tax policy as a separate policy tool, we must get beyond Keynesian "macroeconomics," and the related bad habit of ascribing magical properties to government borrowing. A few years ago, prominent macroeconomists in the U.S. and Japan were absolutely confident that American budget deficits had pushed interest rates and the dollar up, causing trade deficits. Today, much larger budget deficits in Japan are associated with the lowest interest rates in world history, a falling yen, and rising trade surpluses. A theory that can predict anything can also predict nothing. Fiscal macroeconomics is an unsolvable mystery, something best relegated to a museum. Even the dogma that budget deficits "stimulate" demand (nominal GDP) is just another archaic theory with no shred of evidence.
