Campaign finance flap sinks tax reform bill
From Ted Barrett CNN Washington Bureau WASHINGTON (CNN) The House of Representatives rejected a popular tax reform bill Wednesday because it contained a provision critics said would have created a loophole in the new campaign finance law. House Republican leaders had hoped the popularity of the "taxpayer protection" bill which contained several IRS reforms and provisions to make tax filing easier would prompt lawmakers to accept language that would have eased reporting requirements for so-called "527s" or "stealth PACs." In the end, most Democrats and more than two dozen Republicans joined to defeat the bill 219-205, far short of the two-thirds majority needed for passage under procedures used by the House Republicans that prevented amendments. John Feehrey, a spokesman for House Speaker Dennis Hastert, R-Illinois, said afterward that the "taxpayer protection" bill would not be brought up again something he said House Democrats may have trouble explaining to voters.

Fox defends tax reform that is unlikely to pass
Story Tools MEXICO CITY (AP) President Vicente Fox defended his seemingly doomed tax overhaul Saturday, saying the government needs more money in order to better improve the plight of the poor and lower unemployment. This month, Fox's administration unveiled its 2004 budget proposal in which it called for lowering the national sales tax from 15 to 10 percent but sought to ultimately raise tax revenues by extending the levy to food, medicine and books. The party that Fox knocked from power at the polls in 2000, the Institutional Revolutionary Party, rejected the plan, saying it would hit Mexico's poor the hardest. Institutional Revolutionary controlled the presidency from 1929 until 2000 and still holds more seats than any other party in both houses of Congress, which must pass next year's budget before the end of the year. "It's a fact that the reform will mean great possibilities for the development of the country and will allow us to support social programs directed at the country's most underprivileged population," Fox said during his weekly radio address Saturday.

Introduction We have opted for an eminently technical presentation, devoid of concerns over repercussions of a political nature, and not conditioned by the structure of the tax reform proposal previously presented. It reflects the technical stance of the Ministry of Finance, based on internal discussions branching out of the proposals presented by Mr. Everardo Maciel, Secretary of the Federal Income. Tax Reform is a recurrent issue, and not only in Brazil. Other leading nations, such as the United States and Germany, are also discussing or have recently discussed reforms in their tax systems. In our case, this is a recurring theme because our system, in general terms:
  • has an obsolete structure hinders competitiveness is too complex induces evasion, including that which is unintentional is not propitious to harmonization with other tax systems.
Globalization and the integration agreements require a common fiscal expression throughout the world, a kind of "fiscal lingua franca". Another way to define this process is the so-called search for "harmonization" among tax systems. Simplicity and amplitude are sine-qua-non in the harmonization process. It is difficult, if not impossible, to harmonize complex systems containing exceptions. Simplicity, by the way, is a permanent requirement of the Brazilian society, whose most evident manifestation was the movement to support the single-tax system.

Story Tools What is Capitol Hill really saying about taxes? A guide to the secret code The triumphant republicans promise to make tax reform a high priority in the next few months. Democrats will have counterproposals. Here are some of the words you'll be hearing and how to interpret them. Start with REFORM. Reform is any change in the tax code that you favor. SIMPLIFY. The tax code is way too complicated, but proposals to simplify it should be regarded with suspicion especially if they concentrate on tax rates. Different rates for different levels of income aren't what make the tax system complicated. The complications come in defining income and allowing various deductions and exemptions from it. Some of these complications could be eliminated in exchange for lower overall tax rates, but watch out for claims that tax simplification will lower your tax bill. If a simplified tax structure is going to raise the same amount of money, it can't lower everyone's taxes. Some will pay less, some will pay more.

Wednesday, May 12, 2004; Page A23 Eugene Steuerle is one of Washington's ranking policy wonks a term used here with respect. He's forgotten more about taxes in the past 15 seconds than most of us will ever know. He arrived in Washington in 1974, worked for years at the Treasury and moved in 1989 to the Urban Institute, a think tank. Steuerle has just written a book, "Contemporary U.S. Tax Policy," that addresses the insistent question: Why is the federal tax system such a mess? The answer, in a word, is democracy. In theory, it's easy to imagine a simple tax system with low rates, a broad tax base the amount of taxable income and substantial "progressivity," meaning that the rich pay higher rates. But in practice it has been elusive. Democrats and Republicans alike are too eager to use tax breaks to advance various social, economic and political agendas. The resulting tax code is so confusing, complex and contradictory that it costs taxpayers (in accounting fees and the value of their time) about $100 billion annually to complete their returns, estimates economist Joel Slemrod of the University of Michigan. In 2003 that roughly equaled the combined spending of the departments of education ($57.4 billion), homeland security ($32 billion) and state ($9.3 billion).

Advantages of environmental taxes
Environmental taxes offer several benefits. They can:
  • Internalize externalities into prices (these are costs that are not paid by the polluter so far)
  • Set incentives to change the behavior of producers and consumers
  • Raise revenues, e.g. for a comprehensive ETR
  • Spur cost-effective and innovative responses, thus strengthen competitiveness and employment
  • Cope well with diffuse pollution sources
  • Help to reinforce other instruments, particularly regulations.
These effects are especially supported when the revenues as part of an ETR are used to reduce other more distortionary taxes which often disturb economic and social welfare. Thus a "double" or "multiple" dividend may occur.
Which countries use environmental taxes?
So far most examples are from Scandinavia. But an increased use of environmental taxes is also apparent in Austria, Belgium, France, Germany, the Netherlands, and the United Kingdom. And in Denmark, the Netherlands, Norway and Sweden environmental taxes are part of a more comprehensive ETR. However, only limited progress in the introduction of taxes on the EU-level can be noticed. In 1992, a combined CO2/energy tax was proposed by the European Commission, but failed to gain approval by all Member States. Generally, the perceived potential loss of competitiveness (of only a few sectors) appears to be a main obstacle - although these sectors should have been exempted! But critics argued that exemptions would soon be considered as "subsidies" and therefore abolished. In May 1995, a modified proposal for such a tax was presented, leaving more room for national action. But still there is no support for this from all countries. In autumn 1995, Germany refused to accept a CO2/energy tax that would not be mandatory for all Member States. For the turn of the year 1996/97, the EU-Commission is expected to come up with a new proposal.
