With mobile sources accounting for about 60% of the state's air toxins and about one-third of all CO2 emissions and Vehicle miles traveled increasing 3 to 4 times faster than the population, now is the time to support cleaner transportation technologies. ME3 will be supporting legislation that creates incentives for cleaner vehicles and cleaner fuels through motor vehicle sales tax rebates or exemptions for purchases of fuel efficient vehicles and fuel tax exemptions or reductions for clean motor fuels. Nearly a third of all energy consumed in Minnesota is used by buildings. While Minnesota's energy code is among the strongest in the nation, enormous challenges remain. ME3 will be supporting legislation that provides income tax credits for developers who build environmentally-sound commercial and multi-family buildings. ME3 will also be supporting bills that give preferences for green buildings in state bonding decisions and sales tax exemptions for purchases of energy-efficient appliances.

Unfortunately, tax and tax credit processes are more often designed for the convenience of administrators and for the protection of the public purse, than for the greater understanding of the users. Politicians also seem to feel that the tax system will always benefit from a new initiative so that constant change adds its own complexity, especially if changes are rushed through without time for adequate consultation. The Low Incomes Tax Reform Group tries to put itself in the shoes of those on low incomes and campaigns for change that simplifies rather than confuses. We hope that you find our efforts helpful and if you can add your own experiences to our database by e-mailing us, we would be grateful. All Tax Reform Plans Compare Well to Current System
Any of the major congressional tax reform proposals the Armey-Shelby flat tax, the Schaefer-Tauzin national sales tax, and the Nunn-Domenici USA Tax System would lower a typical middle-class family's tax burden, according to a Tax Foundation analysis. Senior Economist Arthur Hall has calculated a specially selected Tennessee family's tax burden under the various tax reform plans, comparing these burdens with those under the current income tax system. The Joneses, Bob and Susan and their two dependent children, were selected as a typical middle-class family. The Foundation analysis shows that in tax year 1997 Bob and Susan Jones would have a tax liability of $3,967 under the current federal income tax system ( see chart 1 ) . (The indirect effects of business taxation on individuals are not included in the accompanying table.) However, under the USA tax plan formally introduced by Sens. Sam Nunn (D-Ga.) and Pete Domenici (R-N.M.) that liability would fall to $1,792 ( see chart 2 Under the flat tax plan introduced by Rep. Dick Armey (R-Texas) and Sen. Richard Shelby (R-Ala.), at a 20 percent rate the Jones's tax liability would be $3,518 (

The Present Tax system is a mess ! It is inordinately wasteful, just plain unfair, and a major source of political corruption. Our plan is simple and long over due . Rather than wait for Congress to devise the perfect tax reform, we propose to reform the tax code one tax form at a time. Using the 1040EZ and 540EZ short forms as a basis, we show how over 70% of taxpayers could be offered a simple six line tax form that it is voluntary. Taxpayers if they choose can simply use the current 1040 and 540 Long Forms, which would remain unchanged. This proposal is endorsed by the National Taxpayers Union , and was given top priority in the finance and taxation committee of the National Silver Haired Congress . In North Carolina 5th Congressional District Taxes and Spending Dominate WASHINGTON - North, South, East, and West, taxes continue to dominate political discussion in America . Voters in Alabama , California , and Oregon have rejected tax increases. President Bush and Sen. John Kerry talk about taxes every day. And without question, this will also play out in Congressional races throughout the country. Case in point: North Carolina 's 5 th District. A plan put forward by candidate Nathan Tabor, an Americans for Tax Reform pledge signer, builds upon the tax cuts put into place by President Bush and further protects taxpayers by limiting the ability of Congress to impose unnecessary tax increases and restraining government spending in the future. Tabor's namesake legislation, The Taxpayer Bill of Rights (TABOR) includes important institutional changes to government tax and spending policy. First, the plan would require a two-thirds supermajority for Congress to raise taxes while limiting domestic spending to the rate of inflation, allowing the President to have a line item veto, and a review the performance of government agencies every five years. “President Bush and Congress have lowered taxes three times in three years, and we have seen plenty of strong efforts at the state level,” said taxpayer advocate Grover Norquist , who heads Americans for Tax Reform (ATR) in Washington , DC . “But finding ways to control the out-of-control spending that plagues Washington and state capitals across the country should be the prime directive of the center-right movement. Nathan Tabor has promoted a fine idea that would do wonders for the country and the Tarheel state,” he continued. The Least Sympathetic ''Victim'' of the Week Award
Teresa Lewis, the only woman currently on Virginia's Death Row, says it's unfair that she was sentenced to death while the two men she hired to murder her husband and stepson for a $250,000 insurance policy were only given life sentences. Lewis whose daughter is serving a 5-year sentence because she knew about the murder plot ahead of time is either unaware of or isn't comforted by the fact that Virginia hasn't executed a woman since 1912.

A summary of the 17% FLAT TAX proposal Summary House majority leader Dick Armey is proposing a 17% flat tax on income. This is basically the same plan supported by former candidate Steve Forbes. Currently many Americans pay as much as 33% or more in cumulative taxes because tax rates vary for each individual based on income brackets, exemptions and a complex system of IRS codes. This proposal would create a single flat rate tax fixed at 17% that would be the same rate for all Americans. Most Americans would see this as a reduction in tax rate. The national average is currently 22% Advantages: the 17% flat tax would replace the existing tax system and proposes the following:
  • Individuals would be initially taxed at a flat rate of 20%, falling to 17% after two years.
  • It would significantly reduce the tax rate for many Americans.
