General Information
Incorporated and unincorporated businesses are charged a tax for furniture, fixtures, and equipment utilized in the operation of a business. Property is assessed by the State Department of Assessment and Taxation (SDAT) and forwarded to the County for billing. Most businesses must file a personal property tax return each year. If you are unsure whether you are required to file, please contact SDAT 410-767-1171 (for corporations, LLCs, LLPs, and limited partnerships) and 410-767-4991 (for sole proprietorships and general partnerships) or toll free at 1-888-246-5941. The SDAT determines the taxable assessment (assessed value) of your personal property based on the original cost less an annual depreciation allowance. It is important to verify any assessment notices received from SDAT for accuracy. Personal Property tax bills are mailed throughout the taxable year (July – June), depending on when personal property tax returns were filed by a business. A bill mailed in July that is paid prior to August 1st receives a ½% discount on the County Tax. Personal Property taxes billed in July, August, or September are due September 30th. Personal Property taxes billed in any other month are due by the last day of the month. For any taxable year, the taxes billed are based on personal property located in Howard County as of January 1 of that same year. ... Website Accessibility

General Tax Levy Voted Indebtedness Direct Assessments Tax Rate Areas ... Property Tax Forms Below are descriptions of common property tax terms to assist taxpayers in understanding their property tax bills.
General Tax Levy
The 1% General County Tax (ad valorem) was established with passage of Proposition 13. The general levy of 1% is distributed among agencies in the County on a county-wide basis; and its distribution changes each year based on increases or decreases in assessed value. Back to top

Voted Indebtedness
Any jurisdiction may levy a tax rate in excess of the General Tax Levy (1%) in order to produce revenues in an amount needed to make annual payments for the interest and principal on any bonded indebtedness which was approved by the voters. Back to top

Direct Assessments
Benefit assessments such as weed removal, landscape, flood control, refuse, sewer, sidewalk repair, and lighting assessments are examples of direct assessments. Direct Assessments are shown separately on the secured tax bill and are added to ad valorem taxes for total taxes billed. The Auditor-Controller acts as an agent for each agency by placing the direct assessment on the tax bill and distributing the tax collected to the agency. For information regarding the direct assessment calculation, contact the agency or city responsible for the assessment. See direct assessments contact list Back to top
