Motor Vehicle Excise Information
Under MGL Chapter 60A, all Massachusetts residents who own and register a motor vehicle must annually pay a motor vehicle excise. Also, under MGL Chapter 59, Section 2, it is important to note that every motor vehicle, whether registered or not, is subject to taxation, either as excise or personal property, for the privilege of road use, whether actual or future. The excise is levied by the city or town where the vehicle is principally garaged and the revenues become part of the local community treasury.

Billing
Excise bills are prepared by the Registry of Motor Vehicles according to the information on the motor vehicle registration. They are sent to city or town assessors who commit them to the local tax collectors for distribution and collection of payment. Cities and towns may also prepare their own bills based on excise data sent by the Registry in conformity with Registry requirements. Top of page

Bill Computation
An excise at the rate of $25 per one thousand dollars of valuation (effective 1/1/81) is levied on each motor vehicle. Information on the value of a motor vehicle is accessed electronically through a data bank complete with valuation figures. Different sources provide the valuation figures depending upon whether the motor vehicle is an automobile, a truck, a motorcycle, or a trailer. For example, automobile valuations are derived from figures published in the National Automobile Dealers Association Official Used Car Guide (NADA), to which the Registry has electronic access. Most public libraries have copies of NADA and other motor vehicle official guides.

Tax Information Web Site Sussex County provides a variety of services to its residents. These services are funded in part by real estate and capitation taxes. There are over 126,000 parcels located within the approximately 946 square miles of land. The Treasury Division staff is responsible for the billing, collecting and disbursing of these property taxes. In the prior year 2001 the Treasury Division mailed out over 110,000 tax bills and collected approximately $53,860,000 on behalf of the general government and the eight school districts within the county. Tax Information Each financial situation is different and you may want to consult a tax advisor about your specific needs. If you wish to change the amount of federal and/or state of Ohio taxes withheld from your monthly benefit, forms are included in this packet. Complete the W-4P for federal tax withholding and the IT-4P for state of Ohio tax withholding. Copies of each of these forms are also available from OPERS. Tax Liability
OPERS calculates the taxability of your monthly benefit by using federal IRS rules. These rules provide that each benefit payment you receive is made up of two parts: an after-tax (exclusion) amount that is a return of your retirement cost; and a taxable amount. Since the tax-free amount is a portion of your retirement cost, and if your retirement cost is zero (0), every benefit payment you receive will be completely taxable, which could occur if your employer participated in a pick-up (tax deferral) plan and all your contributions were not taxed at the time of deduction. The accumulation of the after-tax portion of your retirement benefit (exclusion amount) cannot exceed your retirement cost. When the retirement cost has been recovered, your benefit payments are fully taxable. If the retirement cost has not been recovered when monthly benefits terminate, IRS provisions allow for a tax deduction for the unrecovered amount.
