Press Freedom Database CPJ Home In September, the Tanzanian chapter of the Media Institute of Southern Africa petitioned the High Court to declare provisions of Broadcasting Services Act No. 6 of 1993 unconstitutional because it restricts private broadcasters to a maximum range of five of the country's more than 20 administrative regions.
The case is a direct challenge to state-owned radio, the only media that broadcast throughout the entire country. State broadcasters gave President Benjamin Mkapa and his ruling Chama Cha Mapinduzi (CCM) party a powerful advantage in the nation's first multiparty elections in 1995. The CCM also returned to power on the semi-autonomous island of Zanzibar, where journalists face reprisals for reporting on differences between the island's majority Muslim population and the Christian majority in the rest of the country. Presidential and legislative elections are set for 2000, but as long as access to information is limited, the country appears poised to continue its 35-year history of de facto one-party rule.

Griggs, Independent Projects Trust, Durban (Dr. Griggs is Research Director for Independent Projects Trusta non-governmental organization in Durban, South Africa. Griggs is also coordinator for the Center for World Indigenous Studies Fourth World Atlas Project.) 1. The Structural Conditions of Conflict Structure refers to relatively immobile social, physical, or economic factors that either constrain or facilitate conflict and help shape the geostrategic responses and discursive practices of key actors. Three such factors in the present situation are: (1) irrational political boundaries; (2) land shortages and environmental stress; and (3) ethnically differentiated access to power and wealth. 1.1 Political Boundaries 1.2 Land Shortages Burundi and Rwanda could easily have the highest percentage of disturbed, overpopulated land in Africa. Discounting uninhabitable areas [e.g., 10% of Rwanda's 26,340 square kilometers is National Park], the population density within Rwanda and Burundi exceeds 400 persons per square kilometer. Land scarcity, soil exhaustion, and a limited food supply were problems already noted in pre-colonial times. Colonial policy then intensified this environmental and demographic stress by encouraging large scale coffee and tea plantations. Through various policies of taxation, the German and Belgian administrators destroyed subsistence farming and communal ownership to force most of the rural population into coffee production. Consequent land shortages decreased per capita food production.

Flights were started from Dar-es-Salaam using Boeing 737-200s and Fokker F-27s. A Twin Otter was used for regional services and flights from Kilimanjaro were started. In the mid 1990s the airline used a Boeing 767 but this aircraft was too large and the airline disposed of it. Regional services were reduced in this period and the Twin Otter was also disposed of. DESTINATIONS: Dar-es-Salaam, Kilimanjaro, Bujumbura, Djibouti, Dubai, Entebbe, Harare, Kigali, Lusaka, Mahe, Muscat, Nairobi. Domestic destinations also served. FLEET: Boeing 737-200, Fokker F-27.

While the experts, with their statistics, would have one believe that there exists an extremely serious HIV/AIDS epidemic, no trace of an epidemic is observable in the field. All that can be seen is a very poor, under-nourished population suffering from malaria, endemic immunodeficiency and common illnesses.
In order to provide effective help to Africa, the priority should be given to the eradication of the overly great poverty which exists there.
This past summer, I had the opportunity of spending two and a half months in the Kagera Region of Tanzania. Along with the Rakai district of Uganda, this region was considered, some 15 years ago, as the epicentre of AIDS in Africa. EVENT and/or KEY OUTCOME In 1992 the Council of Ministers (Nile-COM) of Water Affairs of the Nile Basin States launched an initiative to promote co-operation and development in the Basin. Six of the riparian countries - the Democratic Republic of Congo (D.R. Congo), Egypt, Rwanda, Sudan, Tanzania, and Uganda - formed the Technical Co-operation Committee for the Promotion of the Development and Environmental Protection of the Nile Basin (TECCONILE). The other four riparian states participated as observers. Within this framework, the Nile River Basin Action Plan (NRBAP) was prepared with support from CIDA. One of the projects (Project D3), whose objective is to develop a co-operative framework for management of the Nile, was endorsed by all countries during the 3rd meeting of the Nile-COM (Arusha, 9-11 February, 1995)
