The Importance of Being Early:
A Case for Preschool Enrichment
Helping young children explore talents and prepare for school is a major undertaking for most families. According to Dr. Ken McCluskey, who has spent 25 years as a special educator, psychologist, and public school administrator, "whatever the potential of your child it will be enhanced if you help them to make learning fun." According to Dr. McCluskey, "in all the recent studies of the brain we have learned that children make some of their greatest strides before they enter school. We know that the quality time that parents spend with their children from birth to age five will set the stage for their success in school and life."
In his article, The Importance of Being Early: A Case for Preschool Enrichment, which appears in the March issue of Parenting for High Potential, Dr. McCluskey provides a list and discussion of ten (10) suggestions for parents to help them enrich their young children's lives during each stage of development. He also discusses some of the problems parents of very advanced children face and suggests how to deal with a child's thirst for new knowledge vs. some parents' desire to push their children too fast too soon. Among McCluskey's specific suggestions are that parents should:

IMMEDIATE ACTION REQUIRED! In the 2003-04 fiscal year, the Mega-Item provides districts with the flexibility to transfer funding of no more than 10% out of any program on an existing list of categorical programs and no more than 15% into any program on that same list. The Gifted and Talented Program (GATE) is included on the list of programs eligible for transfer. During recent budget subcommittee deliberations, the Senate adopted the GovernorÕs proposal to maintain the current "10% out and 15% in" transfer levels for the 2004-05 school year in an effort to protect categorical funding. The Assembly adopted higher transfer levels (20% out and 25% in) that was allowable in previous fiscal years. CAG members must contact Budget Conferees by faxing letters and making telephone calls expressing the AssociationÕs support for the adoption of the Senate version of Control Section 12.40 language related to Mega-Item flexibility. It is important that CAG Board Members register their support for the lower transfer levels (Senate version) because this would limit the amount funding that can be transferred from local GATE programs into district General Funds during the 2004-05 school year. We would argue that: The GATE program has already received an 18% ongoing reduction in state funding beginning in the 2003-04 budget year. It is important to emphasize your local experiences as a result of this loss in funding resulting from the additional flexibility.

BESTS (The Belin Elementary Student Talent Search) gives talented elementary students (grades 3-6) the opportunity to take the EXPLORE test, a test developed for eighth graders. Students receive automatic acceptance into the Belin-Blank Center's student programs such as Challenges for Elementary School Students (CHESS). www.uiowa.edu/~belinctr/ TIP (Duke University's Talent Identification Program) The Talent Search identifies academically talented 7th-graders based on standardized test scores achieved while attending elementary or early middle school. Candidates are identified and invited to complete either the SAT I: Reasoning Test or the ACT Assessment college entrance examinations.
