[TOP] Tajikistan The Revolutionary Era http://workmall.com/wfb2001/tajikistan/tajikistan_history_the_revolutionary_era.html Source: The Library of Congress Country Studies < BACK TO HISTORY CONTENTS The indigenous inhabitants of the former Guberniya of Turkestan played no role in the overthrow of the Russian monarchy in March 1917 or in the seizure of power by the Russian Communist Party (Bolshevik) in November of that year. But the impact of those upheavals soon was felt in all parts of Central Asia. After the fall of the monarchy, Russia's Provisional Government abolished the office of governor-general of Turkestan and established in its place a nine-member Turkestan Committee, in which Russians had the majority and provided the leadership. The Provisional Government, which ruled Russia between March and November 1917, was unwilling to address the specific concerns of Central Asian reformers, including regional autonomy. Central Asians received no seats in Russia's short-lived Constituent Assembly. The events of 1917 finally alienated both conservatives and radicals from the revolution. In 1917 the soviets (local revolutionary assemblies including soldiers and workers) that sprang up in Russian areas of Turkestan and Bukhoro were composed overwhelmingly of Russians. In November 1917, a regional congress of soviets in Tashkent declared a revolutionary regime and voted by a wide margin to continue the policies of the Provisional Government. Thus, Central Asians again were denied political representation. Eventually, local communists established a figurehead soviet for Central Asians.

Tajikistan: Overview COUNTRY DESCRIPTION: Tajikistan, a newly independent country in central Asia, has been undergoing profound political and economic changes since the break-up of the Soviet Union. After the civil war in 1992, sporadic fighting continued, largely in remote areas. Although comprehensive peace accords were signed in June 1997, some armed clashes involving renegade forces still take place. Tourist facilities are undeveloped, and many goods and services taken for granted in other countries are unavailable. ENTRY REQUIREMENTS: A passport and visa are required. Entry into Tajikistan at points along the Gorno-Badakhshan border requires special authorization in advance. Without a visa, travelers cannot register at hotels and may be required to leave the country immediately. In the U.S., visas for Tajikistan are issued by the Russian Embassy, Consular Division, 1825 Phelps Place NW, Washington, D.C. 20008, telephone (202) 939-8907, or the Russian Consulates in New York, San Francisco or Seattle. Tajik visas granted by these offices are valid for a stay of three days in Tajikistan. If travelers plan a longer stay, they may apply for a longer visa at the Ministry of Foreign Affairs after arriving in the country. Note: Travelers who intend to visit Tajikistan should obtain double-entry Russian, Kazak or Uzbek visas prior to departure, depending on intended transit points.
