THE STRUGGLE FOR IDENTITY IN POST-SOVIET TAJIKISTAN
By William O. Beeman Abstract: All new nations face a struggle in constructing a national identity for themselves. This article examines Tajikistan as a particularly interesting case of this issue. The task of nation-building in Tajikistan involves wrestling with factors such as religion, ethnicity, linguistic heritage, and regional loyalties, in a particularly difficult regional context. The author discusses the current celebration of the 1100th anniversary of the Samanid empire as a national celebration of Tajik identity representing important policy choices in solving the dilemmas facing the Tajik nation. The multi-cultural Dilemma for New Nations As Lloyd Fallers observed more than two decades ago in “The Anthropology of the Nation State,” the greatest national challenges revolve neither around economics, nor politics, nor defense; they are often challenges concerning intangible symbols. All successful nations possess core symbolic elements that serve as touchstones for their citizens. These symbolic elements inspire loyalty, concretize feelings of personal pride and honor, and underlie the moral basis for public participation in national defense, politics, and social and economic institutions. New nations must decide, consciously or unconsciously, what symbols best represent their feelings about themselves individually and collectively. New nations in the twentieth century have faced a great struggle in constructing national identities for themselves. The problem is particularly acute when a given nation encompasses more than one ethnic, religious or linguistic group. One can note the problems with new nations of Africa, some of which have dozens of groups with their own local loyalties that supersede their loyalty to the state.

Central Asia: Fears over China's power

PRAGUE - China's rise as a "great power" is raising fears in Central Asia that Beijing will eventually dominate the region both economically and militarily.
These fears come despite the friendly relations that have developed between regional governments over the past decade. China has repeatedly stressed that it wants to offer cooperation, not domination. But such assurances have not kept Central Asians such as Dushanbe resident Abdelmalek Tordeli from worrying about the long-term consequences of a Chinese superpower. "In my opinion China will be one of the superpowers in the future. [But] I do not feel any threat for Tajikistan right now," he said.
Beijing's intensified diplomatic activity in the region was highlighted this month when Chinese President Hu Jintao visited Kazakhstan as part of his first foreign trip as head of state. After talks with Hu, President Nursultan Nazarbaev told reporters, "There are no unsolved social, economic or political issues between Kazakhstan and China today."

Chinese President Jiang Zemin and Tajikistan President Emomali Sharipovich Rakhmonov signed a joint statement here Friday following their official talks.

Chinese President Jiang Zemin and Tajikistan President Emomali Sharipovich Rakhmonov signed a joint statement here Friday following their official talks.
The statement says the two sides exchanged views on bilateral relations, regional situation and issues of common concern, and reached broad consensus.
The two sides also signed an supplementary agreement on the border issues between China and Tajikistan and other documents concerning bilateral cooperation. A joint statement issued at the end of their meetings says that China and Tajidistan have scored positive outcome in resolving border issues left over in history. China and Tajikistan both highly appreciate the agreement reached on border issues saying this signifies the comprehensive resolution of border issues between the two countries left over in history, which provides still wider prospects for the expansion of bilateral ties in the new century.
The two sides stress the importance of carrying out mutually- beneficial economic and trade cooperation.

Tajikistan Welcomes Establishment of Regional Integration Organisation
Tajikistan welcomes the decision of the presidents of Belarus, Kazakhstan, Russia and Ukraine to set up the Regional Integration Organisation.
President of Tajikistan Emomali Rakhmonov said as much at a meeting with executive secretary of the CIS Yuri Yarov on Tuesday.
Rakhmonov also stated that he "views this fact as evidence of the beginning of a new stage of economic integration within the CIS framework with the ultimate aim of forming a Single Economic Space".
In Yuri Yarov's oopinion, "this Four will become the locomotive within the CIS bounds and will give an additional impetus to the movement in the set direction with the Single Economic Space as the last thing we would like to achieve." As the president's press secretary said, during the discussion of the problems of the Commonwealth the head of Tajikistan reaffirmed the Tajik side's readiness to seek optimal forms of cooperation for translating the priorities of this interstate association into reality. "Issues related to the activity of the CIS and ensurance of its vital capacity are constantly in the centre of attention of the government of Tajikistan," Emomali Rakhmonov said.
In the course of the meeting the sides also exchanged views on the state of affairs in the Commonwealth's area and discussed in detail the question concerning the meeting of the CIS Council of Ministers of Foreign Affairs slated to be held in Dushanbe on April 11th, 2003.

About 80 illegal migrants from Tajikistan were deported home from Moscow Region
About 80 citizens of Tajikistan, who lived illegally in the Moscow Region, were deported home. Most of them worked at construction sites in the towns of Khimki, Podolsk and Domodedovo near Moscow. Last night the illegal migrants were taken to Chkalovsky airport on buses accompanied by police and from there were flown to Dushanbe on a military-transport aircraft.
The decision on the deportation of the mentioned persons outside of Russia was taken by the Moscow Regional Court on the basis of material provided by the passport-visa service.
The Regional Interior Department noted that these preventive measures in exposing people illegally living on the territory of Russia are planned and carried out regularly. The member of the Interior Department recalled that last Friday 70 illegal migrants from Tajikistan were sent home. According to the Interior Department of the Moscow Region, altogether about 1,000 illegal migrants are deported every year from the Moscow Region.

Even as the uncertainty about the fate of the Afghan opposition alliance leader Ahmed Shah Masood continues, Afghanistan's neighbours are planning to meet to review the situation. Officials from Iran, Russia, Tajikistan, India and Uzbekistan are due to hold an emergency meeting in the Tajik capital, Dushanbe.
Masood's reputation was based on his military brilliance
If he is dead - or incapacitated - it will have serious implications both for Afghanistan and for its neighbours. What all of them fear is the spread of the Taleban's brand of Islamic militancy throughout the region. They also see Afghanistan as a source of drugs, terrorism and instability. It is because of this that they have been backing the assorted groups which make up the anti-Taleban Northern alliance. Mr Masood kept that alliance together - and there is a widespread fear that without him the alliance would fall apart.

It has been just over five years since a peace accord in 1997 put an end to the bloody civil war in Tajikistan and during that time, positive, albeit halting, steps have been taken in the country's transition to civil order and democracy. And the transition remains vulnerable. While a fifth anniversary of peace is something to cheer, it is also a time to reflect on the terrible price the war exacted and to redouble efforts to establish a firm rule of law and a culture of pluralism. In a visit to Dushanbe on 21 October, Secretary-General Kofi Annan told the 63 members of the new Tajik Parliament that they should continue to work for the establishment of the rule of law. "Popular trust in the judiciary", he said, "and the fairness of the authorities is the best safeguard against extremism and renewed violence." For a society to deal with fundamental questions, such as the rule of law and pluralism, it has to pay heed to the voices of all of its members and engage all of them, including women, in formulating solutions, he stressed. In an earlier message to the international conference in commemoration of the anniversary, held in Tajikistan in June 2002, Mr. Annan said that the most important factor in ending the conflict had been the political commitment of the parties to stop the devastation and to begin a process of national reconciliation. That commitment was tested through more than three years of complex negotiations, ultimately producing the politically difficult but necessary compromises that made possible the signing of the General Peace Agreement in Moscow on 27 June 1997.
