Shahram Akbarzadeh is a lecturer in international relations at La Trobe University, Australia and editor of Pacifica Review. He has published widely on Tajikistan history and society. More than three years of inter-Tajik negotiations between the government of President Emomali Rakhmonov and the United Tajik Opposition (UTO) culminated in the signing of a General Agreement in June 1997. The international community hailed this as a momentous success. However, the political elite from the Leninabad region was not formally represented in the negotiations. Although the UN mandate focused on bringing about a negotiated settlement between the warring parties, the exclusion of this Leninabadi faction may undermine the future political stability of Tajikistan. Rakhmonov's uncompromising attitude towards Abdullajanov does not appear to be rooted in inter-regional antipathy. The Rakhmonov government has consistently appointed Leninabadis to the post of Prime Minister since November 1992 and the present government includes six Leninabadis, among them Prime Minster Akil Akilov. The issue, therefore, is one of personal loyalties and patronage. Rakhmonov has been careful to ensure the promotion of his allies and protÈgÈs at the expense of potential rivals, whatever their regional background.

1.1 INTRODUCTION
The status of Tajikistan is uncertain even now. It is clearly one of the least developed industrialized countries, but to determine the situation of Tajikistan as evaluated by world standards is becoming very urgent. The preparation of the first report on human development in Tajikistan is a contribution to the long and hard effort of elaborating a strategy for the development of all the people of Tajikistan.

1.2 COUNTRY BACKGROUND
Geographical Locations and Borders
The Republic of Tajikistan is situated in Central Asia between 36 o 40' and 41 o 05' north latitude and 67 o 31' and 75 o 14' east longitude and has a latitude similar to that of Greece and southern regions of Italy and Spain. The territory of the Republic of Tajikistan, stretching for 700 km from east to west and 350 km from north to south, totals 143 thousand square kilometers. It has an irregular border reflecting historical and geographical peculiarities of the Tajik nation's settlement in Central Asia. The border runs along China for 430 km, Afghanistan for 1030 km, Uzbekistan for 950 km, and Kyrgyzstan for 590 km. In the southeast, Tajikistan is separated from Pakistan by a strip of Afghan land, varying from 15 to 65 km in width.

    Introduction
    The Management of Social Transformations programme, MOST, is a research programme, designed by UNESCO, to promote international comparative social science research. Its primary emphasis is to support large-scale, long-term autonomous research and to transfer the relevant findings and data to decision-makers. The overall long-term objective of MOST is to establish sustainable links between the scientific and policy communities and to emphasise the relevance of social science research for policy-formulation. In the period 1994-1995 MOST is organizing a series of meetings to launch the programme in all regions of the world. The meeting in the Central Asian region was the first in this series.
    Background
    The five countries of the Central Asian region, Kazakhstan, Kyrgystan, Uzbekistan, Turkmenistan and Tajikistan, are undergoing a period of rapid social change together with a serious economic crisis. The present period of transition in these countries follows the independence from the Soviet Union which was acquired in 1991. All five countries in the region are developing new domestic and foreign policies to cope with the changes in their political, economic and social situation, thus constituting the possibility for research and scientific policy advice to contribute to the actual decision-making process. The MOST programme of UNESCO offers an international framework in which such research and policy advice can be organized.

    Transcribed from Video by the Heritage Staff. 24 September 1998 Your Excellency President Rakhmonov, your Excellency Deputy Chairman Koimdodov of the Majilis Olli, your Excellency Chairman Nyazmamadov, Distinguished guests President Rakhmonov, I want to thank you again for the warm and generous welcome and hospitality you have extended to Me since My arrival in Tajikistan. Your words have touched Me deeply, and I would like everyone to know that though results have been achieved in our common programs, those sorts of results cannot be achieved unless the people who take decisions not only work together but are genuine friends. This friendship enables us to discuss matters of signal importance for the future of Tajikistan. To think about future policies, future decisions, and to remember that the history of Tajikistan is the history of the Samanid Empire. We must not forget that. All Tajiks associate themselves with that remarkable history and we must draw intelligent lessons from that history. These are also matters which the President and I have discussed. At our first meeting you presented Me with the Republic's highest civilian award, the Order of Friendship, which is for Me a very great honour and a wonderful way to begin My second visit to the country. Sometimes these decorations are formalities. But here the name of the decoration is the Order of Friendship and I attach the greatest importance to that friendship. I thank you President Rakhmonov and Chairman Nyazmamadov for your warm words of welcome on this first official event here in Khorog. I deeply appreciate the opportunity to return to Gorno Badakhshan again.     Land Area and Population
    Central Asia Region The Central Asia region mainly consists of the five Central Asian republics - Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The region is located in the center of the Eurasian continent. It is bordered on the north by the Russian Federation, on the south by Iran and Afghanistan, and on the east by the Xinjiang Uygur Autonomous Region of the People's Republic of China (PRC). Mongolia lies on the upper portion of the PRC; Azerbaijan, a member of the Caucasus, lies on the western side of the region near Turkmenistan. In too many ways, the Central Asia region is not an easy territory. Great ideas may have connected Eastern and Western civilizations by way of the Silk Road, which is actually a network of routes rather than a single byway, but the variegated terrain of Central Asia is as physically daunting as its history is legendary. From east to west, the region stretches nearly 4,500 kilometers and occupies a land area about the size of Europe, exclusive of the former Soviet Union. The combined population of the Central Asia region and the other nearby participating countries of the Program is more than 80 million. The total area is sparsely settled with a population density of about 13 inhabitants per square kilometer.

    STATEMENT BY
    H.E. MR. TALBAK NAZAROV

    UNITED NATIONS GENERAL ASSEMBLY 57 TH ORDINARY SESSION

    Distinguished Mr. President,
    Distinguished Delegates,
    Ladies and Gentlemen,
    It is my great pleasure to join in the heart-felt congratulations addressed to you in connection with your election to the high post of President of the General Assembly. Undoubtedly, you will apply your extensive life and professional experience to benefit this General Assembly session, so that it will give a new impetus to the efforts of our universal Organization. Year by year, the issues that the United Nations must address become more and more challenging. The need for a universal organization has become especially urgent over the last decade. It is understandable. The "cold war" has ended and humanity has entered a new stage of development.
    Addressing global issues and challenges through common efforts has become one essential dimension of this new stage. Another distinctive feature is the constructive nature of such efforts. The third one is a common understanding that all these efforts, coupled with democratization of both internal societies and international relations, should bring about higher living standards to the UN member states. The United Nations can and must play a significant role in the coordination of national, regional and international efforts in the age of globalization. Tajikistan has been a UN member state for the ten years of its new history. As the Tajik state was being established, a fratricidal conflict was sweeping the country. However, over the last five years peace and stability have prevailed in Tajikistan. Respect for Tajik history and traditions, for human rights, an atmosphere of tolerance toward diverse opinions and views and focus on major concerns of the nation - all these are the fundamental components of the peace process in Tajikistan, whose lessons could be applied for resolving conflicts in other "hotbeds" of the world.
