History: The Tajiks come from an ancient stock – the inhabitants of the Pamir Mountains claim to be the only pure descendants of the Aryan tribes who invaded India over 4000 years ago, and that the Saxon tribes of Western Europe also originated there. Tajikistan’s inaccessibility has protected it from most invaders, although Alexander the Great founded a city on the site of modern-day Khojand, calling it Alexandria Eskate (Alexandria the Furthest). However, the mountains effectively spared it from the Mongols, although it was under their aegis. After the dissolution of the Mongol Empire, Tajikistan was successively ruled by the emirs of Samarkand, Bukhara, and finally, Kokhand. It was eventually ceded to the Russian sphere of influence in the dying days of the ‘Great Game’ of political intrigue between the Russian Empire and the British in India at the end of the 19th century. The Bolsheviks were not made welcome and the Basmachi movement continued to resist them until the early-1930s. Enver Pasha (d. 1924) and Ibraghim Beg (d. 1931) both came to their end in Tajikistan. During the fighting, some 200,000 Tajiks fled to Afghanistan. Tajikistan’s distance and remoteness again saved it during the Soviet era, when it escaped more lightly than other republics did.

Average annual precipitation varies from 150 mm (6 inches) along the upper reaches of the Amu-Darya to 250 to 380 mm (10 to 15 inches) elsewhere. Average temperature ranges are from -4 to degrees Celsius (25 to 32 degrees Fahrenheit) in January to 16 to 18 degrees Celsius (61 to 64 degrees Fahrenheit) in July. PEOPLE: The principal ethnic majority are the Tajiks who account for 62% of the population while 24% are Uzbeks and 8% are Russians. Other ethnic minorities include Kyrgyzstani, Tartars, Ukrainians, Kazakhs, Turkmens, Jews and Germans. DEMOGRAPHIC/VITAL STATISTICS: Density; 40 persons per sq km (103 persons per sq mi) (1993). Urban-Rural; 30.9% urban, 69.1% rural (1992). Sex Distribution; 49.6% male, 50.4% female (1992). Life Expectancy at Birth; 66.8 years male, 71.9 years female (1991). Age Breakdown; 43% under 15, 28% 15 to 29, 14% 30 to 44, 9% 45 to 59, 4% 60 to 74, 2% 75 and over (1989). Birth Rate; 38.9 per 1,000 (1992). Death Rate; 6.1 per 1,000 (1992). Increase Rate; 32.8 per 1,000 (1992). Infant Mortality Rate; 40.6 per 1,000 live births (1990). RELIGIONS: Mostly Sunni Muslims.

Tashkent Regional Office Since independence, Tajikistan's city and regional governments have been handed increased autonomy, along with responsibility for the social and economic well being of their constituents. Yet due to the centralized system used during the Soviet era, most local officials are poorly trained and inexperienced. They lack the skills necessary to effectively run a local government in a market economy. In Tajikistan, public administration reform is practically non-existent. Troubled by civil war during much of the 1990's, the national government had little time or resources to spare on retraining civil servants. Most local governments (know as the hukumat in Tajik) are bogged down by an inflated organizational structure, outdated legislation, and rampant corruption. A Eurasia Foundation grantee is working to counter these problems.

Eurasia Foundation Tashkent Regional Office February 2001 Life is beginning to return to normal in Tajikistan. Throughout the 1990s, a civil war raged throughout the country, forcing hundreds of thousands to flee their homes to escape the fighting going on around them. This displacement soon became a national tragedy as the homeless flocked to the relative safe haven of Dushanbe, the capital city. Over 100,000 others were forced to turn south to Afghanistan, choosing to face the uncertainty of rule under that country's Taliban rather than risk death in their own country.

Tajikistan: President Reshuffles Government By Bruce Pannier
Tajik President Imomali Rakhmonov (AFP) Tajik President Imomali Rakhmonov has reshuffled the government. The official reason is to bring in some fresh faces and talents. But some say the changes are aimed more at bolstering the president's party ahead of parliamentary elections next year.
Prague, 22 January 2004 (RFE/RL) This week, Tajik President Imomali Rakhmonov made some changes to the country's ministries and state institutions, consolidating some ministries and bringing in new people.
The president's office said the reshuffling was meant to reduce bureaucracy and promote younger people to higher office. Presidential press secretary Abdufattoh Sharipov explains that the main purpose of these changes at the state commissions and ministries level, and in "the administration of the president, cities and districts, [is] to attract young and talented cadres to the affairs of government. And this step will also be a major factor in reducing the bureaucracy, so there won't be any duplication."
Among the changes, several food industry corporations were transferred to the Agricultural Ministry. The ministries for environmental protection and the industrial forestry association were merged into a state committee.

Tajikistan: President Dismisses Government Loyalists, Opposition Figures By Bruce Pannier
Tajik President Imomali Rakhmonov (AFP) Tajik President Imomali Rakhmonov appeared to add to his list of potential political opponents this week when he fired a military commander who had helped keep him in power during the country's civil war. Rakhmonov's sacking of the commander of the presidential guard followed a series of dismissals of senior opposition figures from government posts.
Prague, 29 January 2004 (RFE/RL) Tajik President Imomali Rakhmonov this week sacked presidential guard commander Ghaffor Mirzoyev. Several senior members of the former opposition who owed their positions to the peace deal that ended the Tajik civil war also were dismissed from government posts recently.
Mirzoyev had led the presidential guard against a series of threats during the civil war, including from some of the government's own troops. It would not be an exaggeration to say Mirzoyev kept Rakhmonov in power during these mutinies.
