Journalists at the two papers insist that the ban is politically motivated, serving as retribution for the publication of articles that reflected poorly on the government. Ruzi Nav’s publication difficulties began last November, when the state printing house, Sharki Ozod, refused to handle the print run for the weekly, claiming that the newspaper’s contract with the printer had expired. Tajikistan Time and Date Tajikistan Government Back to Top Government: National government with nearly all administrative powers, centered in executive branch (president and Council of Ministers, appointed by president). Head of government is prime minister. Supreme Assembly, unicameral parliament, with 181 deputies elected to five-year terms (first election 1995). Divided into three provinces, one capital district (Dushanbe), and one autonomous province with dis-puted status. Judiciary with nominal independence but no actual power to enforce rule of law. Politics: Essentially one-party system dominated by Communist Party of Tajikistan. In 1994 presidential election had only one nominal opposition candidate with similar platform. Several opposition parties formed around 1990 and influenced events in early years of independence, but all now operate from abroad. Substantial maneuvering for power among former communist elements within and outside current government. Foreign Relations: Strong economic and military reliance on Russia and other CIS countries. Friction and distrust toward neighbors Uzbekistan and Kyrgyzstan. Postindependence cul-tivation of Afghanistan and Iran, the former complicated by Afghani role in Tajikistan civil war; limited relations with Western Europe and United States, despite policy of expanding contacts. Ongoing border dispute with China, 1996.

The emergence of President Emomali Rakhmonov's government in late 1992 marked a turning point in the Tajik civil war. At first, intensified fighting consolidated Rakhmonov's position as head of state, but then the peace process slowly took hold and led to the June 1997 General Agreement. Some might argue that this success was due to domestic and foreign players' need for a way out of a stalemate. Yet favourable conditions for reaching an agreement and sustaining it into post-war reconciliation are of little use if the country's leadership lacks the political will to build peace. Rakhmonov's government realized that continued war would only deepen inter-regional strife, lead to bankruptcy, and undermine the country's future. These internal incentives combined with pressure from international partners. Almost all the CIS governments wanted the government to make peace with the opposition. Russian and Iranian geopolitical interests converged in promoting an end to the civil war and the efficacy of the UN-sponsored process secured the success of the inter-Tajik negotiations.

Encyclopedia Entry for Tajikistan/Government Dictionary Definition of Tajikistan/Government The Republic of Tajikistan gained its independence during the breakup of the Soviet Union on September 9, 1991 and promptly fell into a civil war from 1992-97 between old-guard regionally based ruling elites and disenfranchised regions, democratic liberal reformists, and Islamists loosely organized in a United Tajik Opposition (UTO). Other combatants and armed bands that flourished in this civil chaos simply reflected the breakdown of central authority rather than loyalty to a political faction. The height of hostilities occurred between 1992-93. By 1997, the predominantly Kulyabi-led Tajik Government and the UTO successfully negotiated a powersharing peace accord and implemented it by 2000. Tajikistan is slowly rebuilding itself with an integrated government and continues to permit a Russian military presence to guard their border with Afghanistan and the basing of the Russian 201st Motorized Rifle Division that never left Tajikistan when it became independent. Most of these Russian-led forces, however, are local Tajik noncommissioned officers and soldiers. Both Tajikistan's presidential and parliamentary elections, in 1999 and 2000, respectively, were widely considered to be flawed and unfair but peaceful. The inclusion of an overtly declared Islamic party committed to secular government (Islamic Rebirth Party) and several other parties in the Parliamentary elections represented an improvement in the Tajik people's right to choose their government. Tajikistan is the only Central Asian country in which a religiously affiliated political party is represented in Parliament. President Rahmonov, while no longer specifically obligedas he was under the peace accordsto allocate one-third of government positions to the UTO, has kept some former UTO officials in senior cabinet-level positions. While the government and the now incorporated former opposition continue to distrust each other, they have often found a way to work with each other and are committed to peacefully resolving their differences.
