Defining Moment for Bush Presidency
Today President Bush meets with Wen Jiabao, who is referred to as the Premier of China. Wen is said to be bringing a message of warning to the US President that the President, on the behalf of China must "reign in" Taiwan and turn them away from continuing to be free and democratic. Wen makes these statements under a cloud of threat of war against Taiwan and even the US. Taiwan is a free and democratic nation. China is not. President Bush spoke eloquently in his State of the Union speech of 2002, shortly after the attacks on the United States. He stated: America will lead by defending liberty and justice because they are right and true and unchanging for all people everywhere. No nation owns these aspirations, and no nation is exempt from them. The President's response to the demands of China will speak volumes about his committment to his own magnificent words. If he answers in any other way than to say we defend liberty because it is true and right, then his words that night were empty. This is a defining moment for our 43 President.

Government sale hurts Chunghwa Telecom
The government priced Chunghwa at a premium, which saw it miss a rally in Taiwan's benchmark, the Taiex Story Tools
TAIPEI, Taiwan (CNN) Shares in Taiwan's largest telecom, Chunghwa Telecom Co., were depressed on Monday after Taiwan's government announced the sale of a chunk of its stock. The Ministry of Transportation and Communications said Sunday it will auction 1.3 billion shares, or around 13.5 percent of the company, between December 6 and 16, selling it the next day. The ministry, which still owns 95 percent of the telecom, set a minimum bid of T$49.10. That pushed Chunghwa's shares down 0.21 percent to T$48.10, with the stock missing out entirely on a rally in the Taipei market.
Taipei market hits highest since August
Election results in mayoral votes in Taipei and Kaoshiung saw Taiwan's Taiex jump 1.79 percent to 4,823.67, its highest close since August 27. The government has been looking to reduce its stake in Chunghwa Telecom since the company went public in 2000. It tried unsuccessfully to sell a 5.7 percent stake in the company in July.

Government The Republic of China was founded in 1912, and was Asia's first constitutional republic. Under the able leadership of Dr. Sun Yat Sen in the early 20th Century, Taiwan's governing system is made 'of the people, by the people, and for the people'. The president, being the head of state, manages the five branches of the central government called 'Yuan'. They are the Executive Yuan, Legislative Yuan, Judicial Yuan, Examination Yuan, and the Control Yuan. Executive Yuan - includes ministries, and other offices and departments.

    Index GENERAL BACKGROUND As most people know, at the present time Taiwan is not recognized as a sovereign independent nation by the world community. Over the last three years I have been researching this curious fact in detail. According to the historical record, the "major participants" in Taiwanese history after WWII up through the signing of the peace treaty in 1951 were Japan, the United States, and the Republic of China. The People's Republic of China, founded in 1949, was still not a major player in world politics at that time. In the peace treaty, Japan gave Taiwan up, but it wasn't given to the Republic of China. Interestingly, the United States was the principal occupying power of all areas spoken of in the treaty. How do all these facts fit together? Please read on. Included in this research I have overviewed the US occupation of Cuba (after the Spanish American War), certain areas of Mexico (during the Mexican American War), and West Berlin (after WWII), and analyzed how this all corresponds and dovetails with the situation of Taiwan. I also looked at the legal details of the British occupation of certain areas of Maine during the War of 1812. I have pieced this together with recent Chinese history, the Shanghai Communiques, and all other pronouncements of the US government including the Three Nos, Six Assurances, Taiwan Relations Act, the policies of the current Bush administration toward Taiwan, and a large number of US Supreme Court cases . . . . . . and it all fits together quite nicely. Taiwan Time and Date Taiwan Government Back to Top The authorities in Taipei exercise control over Taiwan, Kinmen, Matsu, and the Penghus (Pescadores) and several of the smaller islands. Taiwan's two major cities, Taipei and Kaohsiung, are centrally administered municipalities. At the end of 1998, the Constitution was amended to make all counties and cities directly administered by the Executive Yuan. From 1949 until 1991, the authorities on Taiwan claimed to be the sole legitimate government of all of China, including the mainland. In keeping with that claim, when the Nationalists moved to Taiwan in 1949, they re-established the full array of central political bodies, which had existed on the mainland. While much of this structure remains in place, the authorities on Taiwan in 1991 abandoned their claim of governing mainland China, stating that they do not "dispute the fact that the P.R.C. controls mainland China." The first National Assembly, elected on the mainland in 1947 to carry out the duties of choosing the president and amending the constitution, was re-established on Taiwan when the KMT moved. Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June l990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly and other bodies.

(Courtesy of Yu Chia-jung, Tourism Bureau) As people's quality of living continues to improve due to technological innovation, the developed countries of the world are beginning to regard health and physical fitness of the population as an overall indicator of national power. Sports, the best way to improve the stamina of individual citizens, are the key to demonstrating a nation's competitiveness. The government formulated the Challenge 2008 National Development Plan ¬D¾Ô¤G¡³¡³¤K°ê®aµo®i­«ÂI­pµe in May 2002 to foster the creativity and talent Taiwan needs to transform itself into a "green silicon island." In the plan, the Executive Yuan stresses that physical health is the foundation for the next generation of society. Therefore, education in sports is an important goal for the central government, which will allocate resources to the sports and leisure industries in the upcoming six years to generate added value to its products and services. The government focuses its training efforts on sports in which it has the resources to do well at the Olympic Games, such as table tennis, baseball, shooting, archery, and gymnastics. These are some of the disciplines in which Taiwan usually has a chance of winning a medal.
