    Source: The Taiwan Economic News second round of talks between the Fair Trade Commission (FTC) and Microsoft on price cuts and an improvement in the U.S. software giant's sales practices in Taiwan broke down again on Tuesday, according to FTC Vice Chairman Chen Chi-yuan.
    Chen said the talks broke down because the scale of the price cuts offered by Microsoft failed to satisfy the expectations of Taiwan consumers.
    Chen issued a three-point statement after the talks collapsed:
    • The FTC hopes for a mutually beneficial result for the three parties involved, namely the government, consumers and Microsoft;
    • The FTC hopes Microsoft will attach importance to improvement of the unfair competitive climate on the island in addition to lowering its prices; and
    • The FTC hopes Microsoft will come up with a set of satisfactory settlement proposals and will measure the success or failure of the talks by February 27, the deadline for the FTC to make a final decision on the settlement.
    Chen emphasized that the FTC will spare no efforts to continue to negotiate with Microsoft until February 21, the last negotiating date prior to a settlement of the case.

    Holidays and Festivals in the Republic of China have a distinctive quality and are closely interwoven with the lives of the people.
    The main holidays and festivals in Taiwan may be divided into two major categories : Festivals are associated with the traditional lunar calendar whereas official holidays are celebrated according to the western calendar . The lunar festivals developed from the customs of China's past, and to the celebrants, these occasions are a time for recalling one's cultural origins and remembering the wisdom of early ages. Such festivals include the Chinese New Year Festival, and Lantern Festival, all symbolic of discarding the old and ushering in the new; the Dragon Boat Festival, a time for warding off evil and strengthening the body; the Ghost Festival, when the outcasts from the underworld are given salvation; the Mid-Autumn Festival a celebration of the full moon and unity of mankind; and Double Ninth Festival is to remember the olders.
