CAL announced in September that it had agreed to buy 25% of China Cargo from 70% owner China Eastern Airlines and 30% owner China Ocean Shipping for around 675 million yuan ($82 million). Both sides said at the time that government approvals should be secured before the end of the year. The stalemate is further bad news for the Asian aviation industry. The two countries remain far short of launching direct flights, a catalyst that would fuel growth in regional aviation. Similarly, permission to overfly China, which was offered by the mainland Chinese government to a group representing four Taiwan airlines in October 2001, has also failed to materialise.

Taiwan government deserves U.S. support
By Benjamin Lu Once upon a time, somewhere deep in the tropics, there existed a repressive dictatorship. A military government of outsiders ruled this poor country with an iron fist, imposing martial law and silencing opposition with the not-so-subtle tactics of torture and arbitrary imprisonment. This poor country's tacit support from the United States government stemmed not so much from their embrace of democratic ideals as from their stubborn anti-communism. This familiar scenario has been played out countless times, but unlike similar situations in Latin America and the Middle East, Taiwan has gone through an incredible metamorphosis. Instead of an unstable history of armed uprisings and military coups, this Asian "Minidragon" has transformed itself into a thriving capitalist country with a penchant for rambunctious democracy. A few weeks ago, it took the final step in becoming the first Chinese-speaking nation in history to elect their leader in a free democratic election. The vision of Taiwan that we have hides this dark history of the last 50 years. In spite of its image as a maker of cheap toys and computer parts, Taiwan only emerged from martial law nine years ago. As recently as the late '80s, Taiwan was listed by Amnesty International as a country where torture was regularly employed by the government. The darkest part of Taiwan's history occurred 49 years ago. Known as the 228 incident (for February 28), 20,000 native Taiwanese were massacred by mainland Chinese troops in an armed uprising. Most of the victims were the intellectual elite and those considered threats to the Nationalist government.

Taiwan Government Invites Ansoft to Host Seminar on LTCC Circuit Design Process PITTSBURGH - October 23, 2003 - The Industrial Development Bureau (IDB) of the Ministry of Economic Affairs (MOEA) in Taiwan recently invited Ansoft Corporation (NASDAQ: ANST) to host a one-day seminar in Hsinchu, Taiwan, focusing on the low-temperature co-fired ceramic (LTCC) process, a widely used method to produce multi-layered circuits found in cordless and cellular phones, wireless local area network (LAN) cards and other high-frequency devices. Those attending the seminar included LTCC designers and manufacturers, passive component manufacturers, radio frequency (RF) system designers and semiconductor foundries. "The most difficult challenge with LTCC is knowing how to avoid certain parasitic effects and how to control them to reach your goals," said Dr. Shyh-Tirng Fang, Deputy Manager of RF Communication Systems Technology at the Industrial Technology Research Institute. The Statute for the Prevention of Child and Juvenile Sexual Trafficking
This Law empowers authorities to prosecute any person who forces a child below the age of 18 to engage in sex or sells or pawns such a child by other means. Provisions in the Criminal Code could be used to prosecute traffickers in persons above the age of 18. The Law To Suppress Sexual Transactions Involving Children and Juveniles
The purpose of this law is to prevent and eliminate the incidence of sexual abuse of children and juveniles. Entry, Exit, and Immigration Law
This law provides strict sentencing guidelines for alien smuggling. Several cases have been brought before the courts under this law. Taiwan Child Welfare Law
The juvenile welfare law enables juvenile welfare bodies, prosecutors, and victims to apply to courts for termination of guardianship of parents and the appointment of qualified guardians if parents have forced their children into prostitution. In 1999, the Bureau of Child Welfare under the Ministry of the Interior was formed. In 1999 the Legislative Yuan banned prostitution.

TAIPEI, March 11 (AFP) - Taiwan's parliament Tuesday passed a
resolution asking President Lee Teng-hui and foreign ministry officials to
meet with the Dalai Lama during his visit to the island March 22 despite a
warning from China.
The Legislative Yuan adopted the resolution in order to "help enhance
the country's international status."
The resolution was in contradiction to the stated low profile officials
have said they will adopt to the Tibetan spiritual leader's visit.
The parliamentarian move contradicted the low-profile attitude of
government officials.
Foreign Minister John Chang said he would not meet the Dalai Lama so as not to further exacerbate ties with China. In a meeting with a group of visitors last month, Lee expressed a wish to meet with the Dalai Lama, but the organizers of the trip said this such a meeting was not in the intinerary. Chinese Foreign Minister Qian Qichen warned last week that "the Taiwan authorities should adopt a prudent and wise attitude toward the Dalai Lama's visit to Taiwan."

According to this China Times article (in Chinese), the Republic of China government has asked Microsoft to open Windows source code. The official, Lin Jua-Cheng, in charge of the "e-government" initiative, says many other countries have also sent similar requests to Microsoft. Lin explains that without Windows source code, the government cannot add custom Lin points out that GNU/Linux systems, because of their freeness and high security (due to the availability of the source code, which can be modified to add firewalls and other security measures), have become widely used in government computer systems (espeically in militaries and intelligence agencies) of many nations and the Pentagon, the FAA, and the air force of the US. Lin also says the government cannot rely on a single vendor, and to promote the alternatives, the government has set up a "Free Software Steering Committee" directing government efforts. The two aims of the ROC government's current software policy is making Windows source code openly availabile and the development of Free (libre) Software in Taiwan.

Taiwan In 2003, the United States and Taiwan continued to work together to address shortcomings in several areas related to Taiwan's WTO commitments, including ensuring market access for rice, improving intellectual property rights protection, and further opening Taiwan's telecommunications services market. In addition, the United States worked with Taiwan bilaterally to ensure market access for pharmaceutical products. a. Rice b. Intellectual Property Rights The level of intellectual property rights (IPR) piracy in Taiwan remains at a very high level. U.S. concerns were serious enough to warrant continued placement of Taiwan on the Special 301 Priority Watch List for the third year in a row. After the Taiwan authorities declared 2002 to be the "Action Year for IPR Protection," they implemented a "Comprehensive Three Year Action Plan for IPR Protection" to cover the years 2003-2005. While these were welcome steps, the United States continued in 2003 to urge the Taiwan government to further improve its enforcement and legal framework for IPR protection. As 2003 came to a close, there appeared to be initial signs that Taiwan's efforts to control piracy are leading to a decrease in the incidence of end user piracy of business software and an increase in the number of raids and seizures. However, infringement in other areas, especially of optical media, continues to remain unacceptably high. Further, there is increasing concern with the use of the Internet to distribute infringing product and that Taiwan's overall enforcement and prosecutory efforts need to be implemented quickly, and improved and broadened for the long term.

    The Yami of Orchid Island
    The following article was written by Yami Delegate Shiyman Feaien, and translated by Katharine Harwood. Orchid Island is a small island situated in the Western Pacific off the south-east coast of Taiwan. It is approximately 45 square kilometers in area and has abundant rainfall. Almost one hundred protected rare plant and animal species live in the island's tropical forest. Of these one, Otus scops, is threatened with extinction. The endangered beauty of Orchid Island The island not only has rich natural resources, but is also the area in which the Yami tribe lives. The Yami people's distinctive culture is an even more valuable example of one of the most well preserved oceanic cultures. The Yami population numbers about 3,100 people living scattered over the island's low land. Within the Yami society there are no clearly defined class distinctions. They are a peace-loving, optimistic and gentle people. Among all the original tribes of Taiwan they are the only one that did not practice head-hunting. Their social life is based on the observance of natural principles and is against the use of force. It also includes great respect for elders. This system rests on the strict observance of working together for the mutual benefit of all. This spirit of working together for the mutual benefit of all is of great advantage to people. When a Yami person builds his own house, the whole tribe will co-operate in order to help him do this everybody works together in the fields to produce food and everybody co-operates in the catching of fish. The economic life of the tribe is the result of joint discussion. The tribe's fate and general affairs are decided by mutual consultation. Yami culture is extremely rich and complex.

    The purpose of the gift is to "promote scholarly exchanges and foster better understanding between Taiwan and the United States," said Executive Vice President and Provost Ronald G. Douglas in announcing the gift.
    Formal announcement of the establishment of what will be called the Taiwan Endowment will be made at a luncheon Tuesday (Nov. 3 ). A special guest at the luncheon will be David Liu, the new director-general of the Taipea Economic and Cultural Office in Houston.
    Programs to begin early in 1999 will include collaborative research and exchanges in hazardous material mitigations, agricultural biotechnology and computer science. In addition, the International Center will work with the Texas Education Agency and Taiwan's Ministry of Education on possible projects such as roundtable discussions for educators.
