  • IT The Need for Spam Legislation The first step in enacting spam legislation is to determine which problems the law will seek to redress. Few would disagree that spam is problematic, but it causes different problems for different entities. For recipients spam is an annoyance, often contains offensive or fraudulent content, consumes bandwidth and computer storage space, takes time to delete, delays delivery of messages and causes legitimate messages to be mistakenly deleted. In addition, businesses suffer from lost productivity, costs of additional equipment and personnel, and possible hostile working environment due to pornographic spam. For Internet service providers (ISPs), spam puts strain on servers, forces expenditures for additional equipment and personnel, and causes consumer complaints. For the marketing industry, spam has irked Internet users and damaged the potential of the Internet as a legitimate marketing avenue. These problems all exist in Taiwan, as in most countries.

    Anti-nuclear groups in Taiwan have reacted with anger to the government's decision to resume work straight away on a controversial nuclear power station project. The groups - which helped vote in the government because of its promise to scrap the plant - plan to hold a series of protest demonstrations.
    To me this is a bitter decision and unavoidable responsibility
    Prime Minister Chang Chun-hsiung An official in Kungliao a town, sited near the plant, said people were disgusted that politicians had betrayed their consciences and abandoned their principles. The government caved in to pressure from the opposition-dominated parliament and signed an agreement on Tuesday to continue the project in order to break a political impasse. Premier Chang Chun-hsiung said the decision was a painful.

    CHINA POST Back Taiwan began to show determination to protect whales and dolphins in coastal waters with the Wildlife Conservation Law in 1989, which prohibited the catching and killing of them. Fang Kuo-yun, chief of the Sources Conservation Division, Forestry Department, Council of Agriculture, says the government is serious about implementing the law, no matter how difficult it might be. Taiwanese have a long tradition of catching and eating whales and dolphins, especially dolphins. Fishermen think that they are the food which the Gods have given them. Which people in Taiwan first began to eat whales and dolphins? One expert thinks that perhaps the first immigrants to Taiwan brought the habit with them when they crossed over the Taiwan Strait from mainland China 400 years ago. People living along the coast of Fujian Province have always relied on the sea for their livelihoods. They began eating dolphins because of the scarcity of other meat available to them, and the dolphin is a rich source of fat and oil. Eventually it became a Fujian custom.

    Regarding the Bali bombing incident, the two opposition parties accused the government of not fulfilling its party to protect the Taiwanese citizens. The government parliamentary chief Mr. Eu had said that before the act. 11 evening he knew that there was going to be a terrorist incident in Bali. But the government did not inform its thousands plus Taiwanese citizens holidaying in Bali about it at that time and failed in its responsibility to protect the Taiwanese people.
    The Taiwanese government should have declared Bali a terrorist region and evacuated immediately its citizens who were on holidays there. Now that the bomb blast had happened, resulting in one missing Taiwanese citizen together with hundred plus other people already killed. The opposition parties leaders as well as the Defence Ministry professional representative have blamed the government of not fulfilling its duty to protect its people and therefore neglecting its duty.
    Opposition Leader James Soong went on to say that if the government has prior information about the Bali terrorist acts, they should be given credit for such a excellent intelligence breakthrough. But if the government really did know, why didn't they alert the thousand strong Taiwanese on holidays in Bali? Why was there no evacuation plan in effect, why special airplanes had not been sent to fly them home then - this is a major mistake! !

"Taiwan is a peace-loving country and we hope the international community can respect Taiwan's sovereign status," he added. With President Chen Shui-bian (³¯¤ô«ó) scheduled to give his inauguration speech on Thursday, China's Taiwan Affairs Office unusually issued a statement at midnight Sunday, warning that "the Chinese people will crush their (Taiwanese) schemes firmly and thoroughly at any cost," if Taiwan's leaders should move recklessly to provoke major incidents by pushing for Taiwan independence. Frightened by China's tough stance, the Taiwan's stock market index dropped 294.36 points to close at 5482.96 yesterday. The Office of the President noted, however, that there was nothing new in the statement and said it would not make any comment with the president's speech only days away.

    The Nationalist Party was unseated from the presidency by Chen Shui-bian and his Democratic Progressive Party last year. The less burdened new government has a responsibility to go a step further, and make a higher level of effort, Mr Chen said. The government will strive to reach international standards of human rights. He said efforts to move beyond the tragedy would include compensating victims, including the incident in history textbooks and opening relevant government archives. The 1947 riot erupted after the woman cigarette vendor was beaten and enraged residents chased the alcohol and tobacco monopoly inspector, who fired shots at his pursuers in panic. Records show that thousands of Taiwanese were killed in the subsequent crackdown, leaving a legacy of deep mistrust towards what was seen as an occupying Nationalist Government and the hundreds of thousands of displaced mainlanders who flooded the island.

Joining an alliance of local artists and record companies, visiting record company heads said Taiwan's music industry is in crisis and will go the same way as its decimated film industry if present levels of piracy are not rapidly brought under control. The delegation, organised by the recording industry's international trade organisation IFPI and its affiliated group IFPI Taiwan, spoke at a press conference in Taipei alongside many leading Taiwan recording artists including A-mei, Lee Hom Wang and eVonne. Once the epitomy of the economic success of the Asian music industry in the 1990s, Taiwan is now facing a piracy rate that has doubled to 50% (worth US$50 million) over the last two years. Over the same period Taiwan's legitimate music market has fallen from US$306 million in 1999 to US$170 million in 2001. Recorded sales dropped a further 13.4% in the first six months of 2002.
