About TECO-Houston
The Taipei Economic and Cultural Office in Houston (TECO-Houston) represents the interests of the Republic of China (Taiwan) in the states of Texas, Oklahoma, Louisiana, Arkansas, and Mississippi. The mission of TECO-Houston is to improve Taiwan-U.S. relations in this service area, while promoting the interests of both countries. To achieve this goal, TECO-Houston aims to strengthen ties with state and city governments, improving bilateral trade and economic relations, promote cultural exchanges and technological cooperation and enhance mutual understanding and goodwill. In addition, TECO-Houston assists, protects, and serves people from Taiwan living within its service area.
Director-General Edward Feng
Mr. Edward Feng has been the Director-General of TECO in Houston since August 1999. During his 24-years career as a diplomat of the Republic of China on Taiwan, he also served as Deputy Director-General at TECO in Seattle from 1997 to 1999, Director of Secretariat Division at TECO in Houston from 1992 to 1996 and Assistant at TECO in Honolulu from 1983-1989.
On his assignment in the United States, Mr. Feng has served in numerous bilateral and multilateral unofficial diplomatic and consular functions, particularly those in Texas. His major achievements includes that the Texas State Government agreed to issue Foreign Organization license plates to ROC diplomats since 1997 when George W. Bush was the Governor. Mr. Feng also worked to realize the establishment of sister city relationships between Plano City in Texas and Hsin-Chu City in Taiwan in 2003.

Taiwan's special cultural heritage is the result of unique historical factors, including its interaction with the outside world, the dynamics of internal change in Chinese society, and the special ethnic make-up of the island's residents. A second major historical current that influenced Taiwan's cultural development was the social transformations taking place within China. The clash and fusion of Eastern and Western cultures that began in the 19th century coincided with China's social and cultural transition, when the centuries-old Han Chinese social system and values faced great challenges. China reacted in various ways, from the Hsin-hai Revolution of 1911, to the new culture movement and the tumultuous communist revolution. Taiwan also faced similar challenges with the departure of the Dutch in the 17th century and incorporation into the Chinese cultural system. A third trend affecting Taiwan's cultural development was the dynamics of the island's internal cultural integration. Over the centuries, the island has been influenced by its indigenous peoples, the Dutch presence, Han culture during the Ching dynasty, Japanese colonization, and European and American concepts of modernization. In time, these influences have gradually become intertwined in Taiwan's cultural diversity and richness. During the past 50 years, the ROC government has worked to further develop Taiwan's culture by integrating its varied cultural background and fostering a new path for development in an environment where the traditional coexists with the modern.

    "The Way of Tea (and Slippers)"
    If you have the opportunity to visit the homes of some of the older residents of Taiwan, you're bound to get a stronger taste of the culture. You'll probably have to take off your shoes at the front door and put on plastic slippers. You'll curiously view shrines erected for the purpose of paying respects to their ancestors. You'll be invited to drink cup after cup (after cup...) of delicious, scalding oolong ("dark dragon") tea. You'll be praised on your perfect Chinese pronunciation after having only said "Hello."
    You might find some things that are simply confusing. Other things may make you laugh. You'll also surely experience a few things that you might find unpleasant or even impossible to endure. Of course, the concept of "face" common to many Asian cultures creates a denial factor so great that it prevents many Taiwanese from even owing up to some of the "less cultural" elements of the local culture (see several examples below) so that they can do something to improve them. The movie Mondo Cane from which the name of this website is derived mentioned dog meat as a Taiwanese delicacy in 1962. I photographed a restaurant that still served dog meat in the year 2000. Eating dog meat was only outlawed in 2001, and I'd bet that a lot of those restaurants are still in business.
