    GOVERNMENT
    Popular government in Sweden rests upon ancient tradition. The Swedish parliament (Riksdag) stems from tribal courts (Ting) and the election of kings in the Viking age. It became a permanent institution in the 15th century. Sweden's government is a limited constitutional monarchy with a parliamentary system. Executive authority is vested in the cabinet, which consists of a prime minister and 20 ministers who run the government departments. The present Social Democratic government, led by Prime Minister Göran Persson, came to power in 1994 after losing power briefly in 1991. King Carl XVI Gustaf (Bernadotte) ascended to the throne on September 15, 1973. His authority is formal, symbolic, and representational.
    The unicameral Riksdag has 349 members, popularly elected every 4 years and is in session generally from September through mid-June.
    Sweden is divided into 21 counties and 289 municipalities. Each county (län) is headed by a governor, who is appointed by the central government. Each county has a popularly elected council with the power of taxation, and each council has particular responsibility for education, public transportation, health, and medical care. Elected municipal councils are headed by executive committees roughly analogous to the boards of commissioners found in some U.S. cities.
    Swedish law, drawing on Germanic, Roman, and Anglo-American law, is neither as codified as in France and other countries influenced by the Napoleonic Code, nor as dependent on judicial practice and precedents as in the United States. Legislative and judicial institutions include, in addition to the Riksdag, the Supreme Court, the Supreme Administrative Court, the Labor Court, Commissions of Inquiry, the Law Council, District Courts and Courts of Appeal, the Chief Public Prosecutor, the Bar Association, and ombudsmen who oversee the application of laws with particular attention to abuses of authority.

    Sweden: Amnesty International urges the Swedish government to inquire into deaths in custody
    Amnesty International is concerned about a number of issues surrounding the disputed circumstances of the death in police custody of Osmo Vallo. In a new report, the organization raises concern about a number of issues, including: the reported torture and ill-treatment at the time of arrest and the circumstances leading up to his death; the failure of the police officers to attempt to resuscitate Osmo Vallo after his collapse; the investigation into the incident; the discrepancies between different post-mortem examinations; and decisions taken by the Regional Public Prosecutor.
    Osmo Vallo was pronounced dead on 31 May 1995 shortly after being arrested by police officers in Karlstad on the night of 30 May. Eye-witnesses reported that he was kicked by police officers, that a police dog bit him multiple times and that an officer stamped on his back as he lay prone on the ground handcuffed. Post-mortem examinations revealed 39 wounds and bruises to his face, arms, legs and body.
    The opinions expressed by four forensic pathologists present at the second post-mortem examination about the cause of death differed. Two of them opined that the findings strongly indicated that the joint effects of alcohol and amphetamine and of severe physical exertion had been of determining relevance to the cause of death. The other two experts opined that the probable cause of death could be postural asphyxia for a person affected by ethanol, amphetamine or cannabis.

November 13, 2003 On the 13th of November 2003 in the IPN premises in Warsaw documents retrieved from the National Archives of Sweden were handed over by Mr. Micha³ Bieniasz, President of the Polish Congress in Sweden to prof. Leon Kieres, President of the Institute of National Remembrance Commission for the Prosecution of Crimes against the Polish Nation. The ceremony was attended by His Excellency Mats Staffasson, Ambassador of Sweden in Poland and Ms. Bo¿ena £ojek, Phd, President of the Independent Committee of Historic Research of Katyn Massacre.
    Retrieval of the documents was possible due to the government of Sweden which complied with the request of the biggest Polish Swedes organization. As Mr. Micha³ Bieniasz stated the Congerss’ members wanted to participate in the deed because they feel they are Poles.
    The Congress’s motion gained kind reception and understanding of Mr. Göran Persson, the Prime Minister of Sweden. On the Prime Minister’s recommendation the civil servants from the Swedish National Archives already in May 2003 started to search for the documents. The search results, 82 pages of documents, found chiefly in the Swedish Ministry of Foreign Affairs, consist of reports of Swedish Ambassadors in Moscow, Berlin, London and Washington, as well as diplomatic correspondence of Military Attaché in Berlin, London and Washington dating from the 40s and 50s of twentieth century. Some of the documents are classified as “secret” or “top secret”.

    Egypt Violated Diplomatic Promises of Fair Trial and No Torture for Terrorism Suspect
    (New York, May 5, 2004)—The Egyptian military court conviction of accused terrorism suspect Ahmed Agiza, who was convicted on April 27, violated fair trial standards and failed to address his allegations that he was tortured, Human Rights Watch said today. Sweden expelled Agiza in 2001 after the Egyptian government promised that he would not be subject to torture or an unfair trial upon return. The Egyptian authorities failed to honor their diplomatic promises and their own human rights obligations under international law. The Swedish government never should have returned Agiza to a country where torture is routine and where suspected militants simply don’t get fair trials. Sweden must now answer for its own complicity in these abuses.
