Ncwala And Umhlanga The history of Swaziland dates back to the Dlamini clan and their king, Ngwane , who crossed the Lubombo Mountains from present-day Mozambique in around 1750. Pushed into southeast Swaziland by the Ndwandwe people of Zululand, the clan eventually settled at Mhlosheni and then Zombodze in the southwest, where Ngwane reigned precariously, under constant threat of Ndwandwe attack. His grandson, Sobhuza I , was forced to flee north from the Ndwandwe, but they in turn were defeated by the Zulu king Shaka in 1819. Sobhuza then established a new capital suitably far from Shaka in the eZulwini Valley, and made peace with the Ndwandwe by marrying the king's daughter. Sobhuza's power grew as he brought more and more clans under his wing. His alliance with the newly arrived Afrikaners, forged out of mutual fear of the Zulu, was pursued by his son

Swaziland is a monarchy within the Commonwealth . Under the 1978 constitution, amended in 1992, the monarch is head of both state and government, and chooses the prime minister and cabinet. There is a two-chamber legislature, the Libandla, consisting of a 65-member house of assembly (55 popularly elected and 10 appointed by the monarch) and a 30-member senate (20 appointed by the sovereign and 10 elected by the assembly). Candidates for the 55 elected assembly seats are nominated, at regional level, by traditional local councils (Tinkhundla). The powers of the Libandla are more advisory than legislative. History

    Introduction
    In 1994 a number of positive changes came to southern Africa, affecting practically all the countries covered by the regional delegation. Democratic elections in Mozambique and South Africa were complemented by those in Malawi, where a new government was voted in, putting an end to 30 years of autocratic rule. The 1.5 million Mozambican refugees in the region had almost all returned home by the end of 1994, lifting a major burden from Malawi, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. In Namibia and Botswana the governments in place were returned in general elections. Only in Lesotho did the situation deteriorate, but the crisis was settled by the end of the year.
    The principal activities of the regional delegation in 1994 included the continuation of detention-related activities in Malawi; the promotion of international humanitarian law, particularly in Lesotho, Malawi, Namibia and Zambia; coordinating and supporting tracing work carried out by National Red Cross Societies; and helping to strengthen the capacity of National Societies in regard to emergency preparedness, information, dissemination and the development of their internal telecommunications systems.
    From 1 January 1995 the Harare delegation will also cover Mozambique, while Lesotho and Swaziland will be covered by the regional delegation in Pretoria.

    Introduction
    The transfer of regional responsibilities to the Pretoria-based ICRC delegation on 1 January 1995 reflected the new-found political stability in southern Africa. In February the South African government and the ICRC signed a new Status Agreement, defining the ICRC's position as a regional delegation for southern Africa and the Indian Ocean. Despite the generally peaceful climate, however, insecurity still reigned in some areas.
    The South African province of KwaZulu/Natal and certain townships of Gauteng province were still plagued by politicized violence. Political unrest in Lesotho and Swaziland demonstrated that there too stability was not to be taken for granted. In the strife-ridden areas of South Africa the ICRC ran relief operations in conjunction with the National Society, distributing food parcels, kitchen sets, jerricans, plastic sheeting and blankets to thousands of victims.
    Beyond this, the main activities developed by the ICRC in the region involved promoting the role of the Red Cross, teaching international humanitarian law to defence forces and providing protection for detainees. Delegates made unannounced visits to police stations in KwaZulu/Natal to check the conditions of detention of people arrested in connection with political violence.

    Economic and Socio-political Situation
    The 1997 census revealed a total resident population of 930, 000. In addition, there were 51, 000 absentees, mainly men working in South Africa. The annual population growth rate has fallen from 2.9% (between 1986 and 1997) to below 1% because of the effects of AIDS. The labour force increased from 111,643 in 1996 to 112,744 in 1997. Available data indicate that 84% of the labour force is employed in the formal sector. Though confirmed figures are not available, unemployment rates have generally been in excess of 20%. For the age 15-24 years, the problem is acutely worse, with national unemployment levels of 40%. During the 1980s, Swaziland's economy benefited from the sanctions that were imposed on South Africa. Thus the economy during this period was characterised by a strong GDP growth and a healthy balance of payments. The lifting of sanctions against South Africa and political reforms in other countries in the sub-region have seen Swaziland losing its comparative advantage in attracting Foreign Direct Investment inflows. Periodic spells of drought as well as the global recession exacerbated by the East Asian crisis have resulted in a decline in the country's export earnings. The economic growth rate increased from 2.7% in 1998 to over 3% in 1999 after which it fell to 2.5% in 2000 before further falling to 2% in 2001. The end of the Industrial Relations Act controversy and Swaziland’s preferential access to the US market (thanks to the African Growth Opportunity Act) is expected to improve the performance of the economy in 2002.
