Ute J. Dymon, Ph.D. Associate Professor of Geography Member, Water Resources Research Institute Dr. Dymon is a geographer with a specialization in cartography and hazards management mapping. She has conducted research throughout the U.S. Education: She received her BS (1979) in Geography and Mathematics, her MA (1984) in Geography and her Ph.D. (1985) in Geography from Clark University in Worcester, Massachusetts. She was the recipient of a Clark University Fellowship (1979-85) and was awarded the Keuffel and Esser Fellowship in Surveying and Cartography (1983) presented by the American Congress on Surveying and Mapping. After working for nearly fifteen years as an applied cartographer, Ute Dymon returned to school to earn a Ph.D. at Clark University. Her initial appointment was at the University of Massachusetts. While there, she co-authored, with the Commissioner of the Massachusetts Department of Fisheries, Wildlife and Environmental Law Enforcement, the Atlas of Massachusetts River Systems: Environmental Designs for the Future, a defense of greenways as links for maintaining healthy ecosystems. In the summer of 1991, she was a cartographer with the United Nations in New York. She came to Kent State University in January of 1992 as an Assistant Professor of Geography and served as an Associate Professor since September 1997 in the Geography Department. During the 2000/2001 schoolyear, she was the Scientist-in-Residence with the United States Geological Survey.

It is my great pleasure to be with you this evening and deliver the Todar Mal Memorial Lecture. I regard myself as part of you. Surveying, mapping technology and the like are equally my concerns. Those of you who come from Kerala, the state to which I belong, would know that my last name Menon stands for the persons concerned with property ownership, surveying and boundary demarcation. So I have an association with all those activities which concern you as cartographers.
Apart from that, the Survey of India, as a part of the Department of Science and Technology, was under my charge for some time. In that capacity, I tried to integrate a variety of activities in the fields of micro-electronics, computers, remote sensing, national natural resource management system and planning. Maps are required practically for all purposes. Map making is emerging as an important field of modern day life. This skill formation is a direct part of geographic learning. Geography, with cartography as one its methodologies, is an extremely important discipline.
Cartography is much more than simple preparations of maps. It has a human aspect as well. Every map has always a message to convey, especially for those involved in the process of planning. Thus, cartography is the most vital input for planning.

    On the initiative of Dr. Kyu Jon CHO, President of the Korean association of Surveying and Mapping, Sjaak J.J. Beerens, Director External Affairs visited South Korea to explore the revitalisation of collaboration and the participation of Korean students in ITC's educational programme. The collaboration between South Korea and ITC dates back to the 5-year "Joint Korea - Netherlands Aerial Photo Survey Project" which started in 1966. Under this project, the western and southern part (30,000 km ) of South Korea (100,000 km ) was completely photographed to produce 1:25,000 topograhic maps in a collaborative effort between the National Geography Institute (NGI - the Korea National Mapping Agency), KLM Aerocarta and ITC. In this 5-year period, scores of Korean professionals studied at ITC, many of whom guided by Prof. Ir. Jan Visser, who passed away recently, and who is still greatly respected by his former Korean students for his dedication. The lifetime of some of the equipment, procured under this project, has been extended by upgrading to partly digital requirements. In this way optimal use is being made of the support provided under the Korean-Dutch collaboration. Dr. Kyu-Jon CHO, President of the Korean Association of Surveying and Mapping and Dean of the Graduate School of Industrial Technology and Information of Kyonngi University, Suwon City, with one of the instruments procured under the Korean-Dutch joint mapping project upgrading to meet current "digital" requirements optimising the economic lifetime.

    15. TRAINING INSTITUTIONS
    To the knowledge of the authors, a comprehensive list of training institutions which offer courses in cartography is not available. In particular it is difficult to identify resource mapping programs specifically designed for the needs of developing nations. Interest in adapting or setting up programs for foreign students, however, is increasing rapidly in Canada, the United Kingdom and the U.S.A. The following selection of training establishments has been derived from several sources and is offered as a guide to the various types of training programs available.
    International Training Institutes
    15.1.1 International Institute for Aerial Survey and Earth Sciences (I.T.C.)
    The most well known training institute and the only one specifically created to offer training to students from developing countries is the I.T.C. in Enschede, Holland. It offers a wide variety of courses at several levels, from introductory to graduate, which are most often taught in English. The I.T.C. recently (1985) announced a new course in nautical cartography in two formats. A five month course beginning in November of each year is available to graduates, technologists and technicians who have had formal training in cartography at a recognized institution and have considerable experience. A longer term course of fifteen months which begins in February of each year is available for those without prior training and experience.

    Township and Range: The United States Public Lands Survey
    Dateline: 09/08/97 Fly across the heartland of the United States today and you will see below a vast checkerboard, with fields and roads and cities laid out in a precise north-south, east-west arrangement. Practically the only features that don't run by the compass are the ridges and valleys and streams. Following the Louisiana Purchase and the exploration of the western United States "frontier," the federal government decided to sell as much of the land as possible to the public. In order to make the distribution as equitable as possible among a generally uncharted and very diverse two and a quarter million square miles, they decided to divide up the west with squares. The General Land Office (later known as the Bureau of Land Management) started surveying west from Ohio. They established 34 sets of survey meridians and base lines which were the starting points for each region of townships. Thirty-one sets are in the western and southern contiguous United States and and three pairs are in Alaska. Originally surveyors named the earliest pairs by number (the first through sixth principal meridians); the rest are named for geographic features. Names include the Boise Meridian, Gila and Salt River Meridian, and the Mount Diablo Meridian.
