FRANCIS DENG TO SPEAK ON MAY 7, 2004 @ 7:00PM IN HISTORY CORNER, ROOM 002 Professor Deng will be lecturing on the prospects for peace in the Sudan after more than 20 years of civil war. He brings a wealth of knowledge about the civil war, as Sudan's Former Foreign Minister, as a research professor dedicated to studying human rights law in the context of refugee issues, and as the UN Representative on Internally Displaced Persons. The Stanford community would be privileged to have one of the most respected and recognizable figures in modern Sudanese history whose experience will be able to address questions interesting a variety of constituencies including Africa specialists, Middle East and Islam specialists, human rights lawyers, and academics interested in conflict resolution. Professor Francis Deng's lecture will be timely given the current changes occurring in Sudan. The civil war in Sudan has cost the country almost 2 million lives, destroyed the country's infrastructure, and severely retarded economic development. Yet, the progress towards peace between several factions brought about under the auspices of U.S. Senator Danforth and the Bush Administration may mean that Sudan's 20-year-long civil war may soon come to an end in the next few months. This is a pivotal moment in Sudan's recent history. However, the rapproachment not only augurs the return of more pluralistic, democratic rule in the country; it also signals a major foreign policy coup for the Bush Administration in their attempt to demonstrate their concern for African issues and their seriousness about bringing stability to the Middle East.

UNESCO Prizes U NESCO P EER Regional Programme of Education for Emergencies, Communication and Culture of Peace The Following information is reprinted from the UNESCO PEER Newsletter: January - June 1999 C ulture of P eace N etwork UNESCO PEER has launched an initiative for the constitution of a Regional Culture of Peace Network (CPN) in the Great Lakes Region and the Horn of Africa. The underlying principle is that modalities and mechanisms of implementation of a culture of peace or conflict resolution are to be reinforced at three levels: decision-makers, intellectuals, grassroots organizations and communities. CPN's purpose is threefold:
  • To develop a common understanding and vision for the culture of peace networks in the Horn of Africa and the Great Lakes Region. To promote mutually empowering relationships and strategies for action. To provide an information databank, act as an information clearing house for the network and to develop a directory and website.
  • The first CPN meeting took place in Nairobi on 12 April 1999 and comprised 20 local NGOs involved in various activities in Kenya ranging from conflict resolution to peace education, the promotion of inter-religious dialogue and gender issues.

    Photo credit : UNICEF While various attempts have been made in the past to bring an end to the civil war in Sudan, ongoing negotiations being held in Kenya under the auspices of the regional Inter-Governmental Authority on Development (IGAD), have been viewed by many as offering the best chance of bringing peace to Africa's largest country since the current phase of conflict began in 1983. With real progress in peace talks offering hope of an end to almost 20 years of war, aid agencies are beginning to see improvements in their operating environment on the ground, and many are looking forward to helping the war-torn Sudanese people to finally prosper in a peaceful Sudan. In this webspecial, IRIN reviews the progress made towards peace in recent months and how this has already had a positive impact on the humanitarian situation on the ground in Sudan. It also attempts to anticipate the obstacles which peace negotiators and humanitarian actors will face in the future, and how they might be overcome. Breakthroughs made in peace and aid A framework peace deal signed in July 2002 - the Machakos Protocol - surprised many Sudan watchers, who had become all too used to the depressing cycle of conflict in Sudan, and further steps towards peace were made during a second round of negotiations, held from September to October 2002.

    A common history
    By Ibrahim Nafie If there is one foreign affairs issue that arouses unanimity of opinion in Egypt it is the uniqueness of the relationship between Egyptian and Sudanese societies. Egypt's southern neighbor is not only integral to Egyptian vital interests, the two countries are bound by centuries-long intimate historical and cultural bonds. It is little wonder, therefore, that following developments in Khartoum President Hosni Mubarak undertook an urgent tour of the countries of the Gulf to rally support for Omar Al-Bashir preparatory to his recent visit to Cairo. These diplomatic actions reflect the hope, shared by all Egyptians, for stability in Sudan. Egypt's diplomatic drive on behalf of Sudan is guided by three fundamental principles unity, legitimacy and comprehensive reconciliation. There have been proposals to partition Sudan into two national entities: one predominantly Arab Muslim in character to the north and the other predominantly African, Christian and animist in the south. Yet proponents of these schemes differ greatly over what should constitute the borders between these two entities. While some maintain that the south is defined by the administrative borders declared on 1 January 1956, others hold that it comprises areas that are geographically and demographically part of the north. It would appear that the notion of partition is beset with difficulties from the outset, difficulties, moreover, that would be easily exacerbated by international meddling and internal tribal, ethnic and religious tensions.

    Below are some comments and clarifications of the rules used to classify (and put on shelves) the books of the Middle East Centre's library. They add to the general classification scheme indicated in the categories page.
    Geography
    The basic units are the modern states. The following directions apply:
    General vs. geographic: A, NA, P.
    There are three general, non-geographic categories: A , for books not on the Middle East or Africa, NA , for Islam and P , for Arabic language and literature.
    • A is used for books where the topic has no relation to the region, including e.g. Arabic translations of European literature, and general works in human and social science (thus general works on Imperialism, put under A 970
        However, if any identifiable part of the book, thus a chapter or a paper, concerns the region, classification is made on the basis of that part.
      NA is used for works generally on Islamic topics, which are not classifiable to a particular country.
        Used for presentations and discussions of ideas, irrespective of the author's origin.

    War Imminent Between Sudan and Eritrea
    Relations between Sudan and Eritrea have nit a new low point, which has seen Isaias Afeworki, the President of Eritrea, heading for Cairo for an urgent meeting with the Arab League.
    Sources in the Sudanese Foreign Ministry have confirmed that there is a strong possibility that a war will break out if Eritrea does not help to solve problems related with the frontier between the two countries.
    An outbreak of war in an area devastated by hunger would be a recipe for a humanitarian disaster.
