First Vice President Ali Osman Taha alleged that Hassan Turabi’s Popular Congress Party had blocked recent talks in Chad with rebels from the western Darfur region. “Ever since the release of its leader (Turabi) the Popular Congress has never ceased fanning sedition in Darfur,” Taha said, quoted by state Omdurman radio and other media. President Omar Bashir last month freed Turabi from nearly three years of house arrest as part of efforts to prepare to end a 20-year civil war with the main rebel group in the south, the Sudan People’s Liberation Army. Turabi, a former Bashir ally turned rival, was originally arrested after his party struck a deal with the SPLA in Switzerland that sought to create opposition to the government in Khartoum. Taha warned his government would disband the PCP if it did not change policy, but PCP official Mohammed Al-Amin Khalifa retorted his party would not “accept any threats and will not keep silent toward any curtailing of its freedoms.”

SUDAN: Government denies rebel gains in Blue Nile NAIROBI, 13 April (IRIN) - The Sudanese government on Tuesday denied claims by the rebel Sudan People's Liberation Army (SPLA) that it had captured two garrison towns in Southern Blue Nile state and was in control of the Khartoum-Port Sudan road. Such claims were "part of the rebels' propaganda", an official at the Sudanese embassy in Nairobi, Mansour Al-Bolad, told IRIN. "No garrisons have been attacked," he said. "Government troops are undertaking routine military activities and patrolling the affected areas. But there is nothing serious." In a statement, the SPLA said its troops had killed 128 government soldiers and wounded 300 in the capture of Samaa West and Adrob garrisons last Thursday. However, Bolad said, "it is not possible for such a number of troops to have been killed considering that the areas in question are sparsely populated." He added that the rebels could be "cashing in" on the volatility of the region resulting from the Ethiopian-Eritrean war. He further allayed fears that Khartoum might not attend peace talks scheduled for 20-25 April in Nairobi, saying there was no official statement to indicate a change of heart.

The Government of Sudan responded to Anti-Slavery's report, Is there slavery in Sudan? , see bottom of page for Adobe Acrobat ), submitted to them in April 2001. Anti-Slavery's 26-page report summarised information gathered during our visit last October. Director Mike Dottridge and human rights lawyer Mohammed Tahri interviewed Government officials, representatives of the Government's Committee for the Eradication of Abduction of Women and Children, UNICEF representatives, Dinka community leaders and others about abductions and slavery in Sudan and efforts being taken to stop this abuse. In its report, Anti-Slavery reiterated calls on the Government to stop the raids; make clear that abduction and related abuses were illegal; specify a deadline after which those holding abducted people should be prosecuted; and re-establish a safe corridor through which people held in the north could be returned to areas in the south controlled by the Sudan People's Liberation Army. Also of concern was the need to develop special procedures for considering cases where captured girls or women were married into the captor's community.

Sudan Government Murders Civilians
Amnesty International is making the claim that the Sudanese government is committing human rights violations, with arbitrary air and ground attacks on civilians. At least 100 000 citizens of Sudan have now escaped to Chad. Despite the long term relevance of this year long conflict, the United Nations is only warning of a worsening conflict. Amnesty International is asking for human rights monitors to be allowed into the Sudanese city Darfur. The government of Sudan will only say that this is a local conflict. The Sudanese government and two western rebel groups signed a cease-fire deal yesterday to end hostilities within 72 hours and bring humanitarian relief to the embattled Darfur region after a year of bloodshed that has claimed more than 10,000 lives. Landmark Sudanese Peace Agreement. Sudan government concludes with the SPLM/A "MACHAKOS PROTOCOL" and issue a Joint Communiqué. Nairobi-Kenya 20 July 2002 . The delegation of the Government of the Sudan successfully concluded on 20 July 2002 the prescribed peace negotiations with "Sudan People's Liberation Movement Army SPLM/A" which took place in Kenya lasting for five weeks (from 18th June , to 20th July 2002" under the auspices of the IGAD peace process The two parties have achieved substantial progress by reaching to agreement on the previously outstanding contentions issues. They agreed to proceed with the positive outcome and framework and to resume negotiations on next August 2002. To that effect Sudan Government and the SPLM/A signed a document titled (MACHAKOS PROTOCOL"- text below - and issued a Joint Communiqué - text below- , declaring their goals , principles and methods to realize their joint commitment to a negotiated peaceful, just comprehensive settlement .

  • The Crisis in Sudan
    Aerial bombings of civilian and humanitarian targets in Sudan are occurring far more frequently than previously realized, according to new data compiled by humanitarian aid workers in Sudan.
    The aerial bombings have intensified this year. At least 65 bombardments were reported during 1999; at least 40 bombings occurred during 1998. Sudanese government planes have bombed civilian targets at least 240 times during the past four years.
    The Sudanese government's deliberate aerial bombings kill innocent civilians, disrupt international relief efforts, and push families from their land. The aerial attacks are serious violations of international humanitarian norms, yet international leaders routinely ignore the bombings and their terrifying effect on the local Sudanese population.
    U.S. President Bill Clinton issued a rare statement about the bombings last month, noting that they are "egregious abuses" and that he is "deeply concerned." Clinton stated that "the government of Sudan has bombed civilian and humanitarian locations more than 60 times during the past year."
    The new bombing information for 2000 is based on research by three sources: the UN's Operation Lifeline Sudan, a consortium of more than 30 international aid organizations; international relief groups that operate in areas inaccessible to OLS; and research by John Ashworth, an analyst of aid programs operated by local church groups in southern Sudan.

    Sudan government says seized Darfur rebel stronghold KHARTOUM, April 22 (AFP) The Sudanese government said Tuesday its troops had driven rebel forces out of a stronghold in West Darfur province and taken control of their abandoned camps. "There will be no negotiations with anyone who carries arms. They will be faced with arms only," warned the province's governor, Omar Haroun, at a press conference. The governor said Khartoum's forces had dismantled rebel camps in the Jebel Marrah area and brought the area under full government control, while the rebels had fled. He did not mention any casualties, but said troops were "combing" the area to find rebels. The Khartoum government has refused to recognize any political motivation for the unrest in West Darfur, led by a group naming itself the Sudan Liberation Movement/Army (SLM/A), and has instead blamed the unrest on armed criminal gangs. In keeping with the policy, the governor accused "gangsters" and "highwaymen" of having launched raids on government positions as well as on civilians, and said loyalist troops attacked them following tip-offs from the local population. The SLM/A previously known as the Darfur Liberation Front was first reported active in West Darfur in February after it captured a government-held town. The town was later taken back.
