NAIROBI, 1 Mar 2004 (IRIN) - The government of Sudan has suspended contact
with an umbrella opposition group, the National Democratic Alliance (NDA),
because it has allowed a rebel group from war-torn Darfur to join its ranks.
The government spokesman, Sa'id Khatib, told IRIN on Monday that the
government had suspended all contacts with the NDA "about four days ago",
because the Sudan Liberation Army (SLA) was now one of its members. "We have
suspended all contacts until the NDA clarifies why it has brought a fighting
group on board," he said. "Fighting and dialogue do not go together."
The SLA's application to join the NDA was accepted at a Leadership Council meeting in Asmara, Eritrea, which opened on 13 February. In December, the government and the NDA signed an agreement in Jiddah supporting the peace process between the government and the Sudan People's Liberation Movement/Army (SPLM/A), and called for a new democratic Sudan

(New York, April 23, 2004) - In a joint operation in the Darfur region of Sudan, government troops working with Arab
militias detained 136 African men whom the militias massacred hours later, Human Rights Watch said today.
Human Rights Watch has documented dozens of attacks by Arab militias, known as janjaweed, in almost a month of research
inside Darfur. All but two of the attacks were carried out in conjunction with government forces.
"The janjaweed are no longer simply militias supported by the Sudanese government," said Kenneth Roth, Executive Director
of Human Rights Watch. "These militias work in unison with government troops, with total impunity for their massive
crimes."
The 136 men, all members of the Fur ethnic group aged between 20 and 60, were rounded up in early March in two separate
sweeps in the Garsila and Mugjir areas in Wadi Saleh. They were then taken in army lorries to nearby valleys where they were made to kneel before being killed with a bullet in the back of the neck.

CHAD-SUDAN: Sudan government and Darfur rebels start fresh peace talks
NDJAMENA, 21 Apr 2004 (IRIN) - Representatives of the Sudanese government and two rebel movements in the western province of Darfur met in Chad on Tuesday to discuss a political solution to the 15-month old conflict that has forced more than 800,000 people to flee their homes.
A Sudanese diplomat told IRIN by telephone from the Chadian capital N'djamena that the talks were due to begin in the presence of Chadian President Idriss Deby. Official sources told IRIN that the negotiations finally started behind closed doors on Tuesday night.
Deby's government mediated an earlier round of talks between the two sides which led to the declaration of a 45-day truce that took effect on 11 April.
The ceasefire was supposed to allow relief agencies to gain immediate access to more than 700,000 people who have been internally displaced within Darfur.
However, the rebels have accused government forces of violating the truce and international relief agencies have complained about continuing difficulties in gaining access to government-controlled areas of Darfur.
However The UN Office of the High Commissioner for Human Rights announced on Tuesday that the Sudanese authorities have granted permission for a UN human rights fact-finding team to visit Khartoum and the Darfur region. The five-person team would be travelling to the area within the next few days to complete the work which they had set out to do when they left for Chad on the 5th of April. The team had been in Chad from 5 to 14 April where they interviewed people who fled Darfur.

CHAD-SUDAN: Darfur rebels meet Sudan government delegation
ABIDJAN, 7 Apr 2004 (IRIN) - The Sudanese government and two rebel movements in the western Darfur region held their first face-to-face talks in the Chadian capital N'djamena on Tuesday night, hours after Chadian mediators threatened to give up their attempt to establish a dialogue.
"Things have progressed. Yesterday we had the first direct talks", Ahmad Allammi, the spokesman the Chadian mediation team, told IRIN by telephone from N’djamena.
He expressed hope that the two sides might be able to agree on the terms of a “humanitarian ceasefire” by the end of this week.
On Tuesday, Allammi said Chad had threatened to suspend the peace talks, which were getting nowhere after a week of indirect negotiations during which the mediators shuttled between the hotel rooms of the two sides.
The breakthrough finally came after the Chadian government announced that it was convening a ceremony to announce the formal suspension of its attempts to bring the two sides together.
That was enough to bring the Sudanese government on one side and the Sudan Liberation Army (SLA) and the Justice and Equality Movement (JEM) on the other to their senses.

A few individual members of the regime, notably from the minorities affected by slaving, have discreetly attempted to assist in the retrieval of captives and the elimination of the practice; pragmatists in the Ministry of External Relations realise, at the very least, that slavery is bad for Sudan's already tarnished international image. Members of the National Assembly's committee for human rights, including Angelo Beda, Fathi Khalil and an army officer, visited Southern Darfur in February 1996 to investigate reports of slavery.     Sudan Government Commits ‘Ethnic Cleansing’ in Darfur, Rights Group Says
    May 7, 2004 New York The Sudanese government is responsible for “ethnic cleansing” and crimes against humanity in the western region of Darfur, Human Rights Watch said in a new report released today. The U.N. Security Council, scheduled today to be briefed on Darfur, should take measures to reverse this ethnic cleansing by creating conditions for the safe return of more than one million people already displaced, the organization emphasized.
    Human Rights Watch called on the Security Council to strongly condemn the actions of the Sudanese government and demand that it disarm, disband and withdraw the Arab militias that engage in ethnic cleansing, frequently in conjunction with government forces.
    Two U.N. missions that have recently returned from Darfur will address the Security Council today on the human rights causes as well as humanitarian consequences of the conflict.
    The 77-page report, “Darfur Destroyed: Ethnic Cleansing by Government and Militia Forces in Western Sudan,” documents how Sudanese government forces have overseen and directly participated in massacres, summary executions of civilians, burnings of towns and villages, and the forcible depopulation of wide swathes of land long-inhabited by the Fur, Masalit and Zaghawa ethnic groups.

    Sudan Government Darfur Rebels Agree to Cease-Fire
    Apr 8, 2004 Sudan's government says it has reached agreement with rebels to halt fighting in order to deliver humanitarian aid in the volatile western region of Darfur. The government earlier said it had signed a cease-fire deal, but this was denied by one of the two western rebel groups.
    A Sudanese government official, Najeeb al-Kheir Abdul Wahab, said agreement on an immediate cease-fire had been reached late Wednesday between Sudan and rebels from the western Darfur region.
    Rebel groups launched a revolt in February of last year, after accusing the Sudanese government of backing Arab militias attacking African villages.
    U.N. officials have estimated that more than one million people have been displaced by the conflict. International aid agencies warn the fighting is creating a humanitarian crisis.
    Wednesday, U.N. Secretary-General Kofi Annan called the conflict ethnic cleansing, and warned that, if all else failed, military action should not be ruled out.
    The Sudanese government rejected any outside interference in the conflict.

    Washington The European Union (EU) has joined the United States and the international community in providing humanitarian aid for victims of the floods that struck Haiti and the Dominican Republic beginning May 24.
    In a June 4 statement, the EU said it is providing about $2.5 million (2 million euros) to the two countries for water/sanitation activities and for emergency supplies of essential items including temporary shelters, cooking equipment, and hygiene products. The EU said many families in the two countries that share the island of Hispaniola have lost their homes and all their possessions.
    The EU said that in working with other humanitarian organizations, it has already provided much-needed initial aid to the stricken region, where up to 50,000 highly vulnerable people have been identified.
    The area where the floods struck is one of the poorest on Hispaniola, the EU said, adding that Haiti already faces serious humanitarian problems as a result of the country's political crisis and extreme poverty. The EU said the Dominican Republic, although more prosperous than Haiti, was badly affected by previous floods that struck the country in November 2003.

    The Norwegian Government has received an alarming report from the United Nations World Food Programme today 21 February, which gives an account of an attack by the Sudan Government on Wednesday 20 February on a UN food distribution centre in Bieh, Upper Nile, Southern Sudan. The Norwegian Government will in the strongest possible terms condemn this attack by a Sudan government gunship on civilians, and point out that this is not a single incident, but rather an alarming pattern of behaviour. Such deliberate attacks on civilian population about to receive humanitarian assistance is by all standards a violation of humanitarian principles. The Norwegian Government will strongly urge the Sudan Government to uphold its agreements with the United Nations on the humanitarian operation in Sudan, and to respect the humanitarian principles underlying such assistance to the population. The Sudan Government is urged to take firm actions against those responsible for these attacks. The Norwegian Government is at the same time deeply concerned about the effects this attack may have on the peace process in Sudan, which seemed to be at a promising stage. A window of opportunity has been opened in the peace process, especially as a result of the agreement on the humanitarian cease fire in the Nuba mountains and other agreements between the fighting parties. The Norwegian Government will strongly urge the parties to the conflict, and especially the Sudan Government, not to undermine the peace process by such destructive actions.

    Sudan Government Must Immediately Release the Prisoner of Conscience Dr. Toby Maduot July 17, 2002 On June 22nd, 2002, the Sudan Human Rights organization Cairo Branch (SHRO-Cairo) issued a statement condemning Sudan Government for harassing, arbitrarily arresting, and unlawfully detaining Dr. Toby Maduot, the well-reputed political leader of the Sudan African National Union (SANU), and distinguished member of the Sudanese Group for Human Rights (SGHR). The Sudan Historical Dictionary (Fluher-Lobban et al, 2002) informs that Dr. Maduot was born in 1939. He became a doctor, human rights activist, and political leader in The Sudan. He was elected to Parliament for a Bahr al-Ghazal district in 1968. He was an active member of the Khartoum-based SANU, working closely with his brother-in-law, William Deng, one of Sudan's most important nationalist leaders in the post-independence Sudan. After the 1969 October's Revolution, Dr. Maduot served in the cabinet and then was named Commissioner for Bahr al-Ghazal province (1971). After the Addis Ababa Agreement of 1972, Maduot became a member of the Southern Region High Executive Council and was elected to the Regional Peoples Assembly. With the April's Uprising that overthrew the Nimeiri's repressive regime, Dr. Maduot figured out as a political leader and human rights activist. He became leader of SANU - a constituent of the Union of Sudan African Parties (USAP) that is member of the National Democratic Alliance (NDA), the main opposition body of the Sudanese nation versus the NIF terrorist rule.

    SUDAN GOVERNMENT:
    BREAKING THE HUMAN SPIRIT AND THE NATIONAL CONSENSUS
    The extra-judicial killing never ceased to take place: reliable reports from DarFur further augmented and authenticated by international sources (example E/CN.4/ Sub.2/2003/ NGO/27/ 15 July 2003) leaves no doubt about the grievous size and content of the crimes against humanity committed by the Sudan Government against the innocent citizens of DarFur in the period under investigation. The Sudan Government has been breaking the human spirit of citizens by a systematic state-planned, dehumanizing, and torturing mode of rule that regrettably culminated in a renewed civil war in a country already torn with North-South war, the unwillingness of government to act with maturity and responsibility towards the national agenda of the just peace, democratic governance, and even development, and the elusiveness of a ruling junta that is determined not to carry out any consistent political and moral commitment to serious peace negotiations. The exercise of gross human rights violations to gear and steer government business by the NIF state managers has already poisoned the regular performance of the other government officials, whether in foreign policy (as the premeditated withdrawal of the government peace negotiators indicates) or in universities where deans of colleges and other senior educators collaborated with the police state to harass the Sudan University students.
