KHARTOUM, Oct 19 (AFP) -
A top government official from southern Sudan has complained that the authorities confiscate Christian church land property and demolish places of worship and church schools.
Sudanese Assistant President and Chairman of the South Sudan Coordinating Council (SSCC) Riek Machar, a former key ally of southern rebels who has gone over to Khartoum, described such moves as religious persecution. He made the complaint to Social Planning Minister and Khartoum State Governor Majzoub al-Khalifa, in a letter about the position of churches in Sudan, a copy of which was obtained by AFP. "The situation of the churches has worsened to the point that they have become convinced that the government refuses to grant them land plots and systematically confiscates their property," Machar wrote. He cited the seizure of a plot of land which he said belonged to a church in Omdurman, the capital's twin city on the Nile river, and the Catholic Club which has been confiscated and handed over to the ruling National Congress party.

Since Sudan began producing oil two years ago, pumping crude in fields near here, Nyekek Luok has been wandering on foot, terrified and uprooted by fierce new fighting in the continent's longest and most murderous civil war. Ms. Luok, a peasant woman in her 30's, said government soldiers and an allied militia invaded her village last year. Five relatives, three men and two women, were killed and her 15-year-old daughter was kidnapped, never to be seen again. "It was terrible," she said, cradling an infant in her arms. "Even if you gave birth a few days earlier, they raped you." Asked if that had happened to her, she looked down and said, "Yes." Her account of suffering has become all too familiar in southern Sudan, where the oil fields have become the big prize in the 18- year battle between the Islamic Arab north and the non-Muslim black Africans of the south. Both sides have been guilty of inflicting immeasurable devastation on civilian populations. But international monitors, including officials from the Canadian government, the United Nations, Amnesty International and Human Rights Watch, say government forces and their allies have led a brutal campaign against civilian populations near the oil fields.

Sudan Government Pledges Peace, Promotes Atrocities

As U.S. and French troops move to restore security in Haiti, aid groups are clamoring for some form of intervention in western Sudan, where a year of fighting between government forces and government-backed militias and two rebels groups threatens a humanitarian catastrophe. Despite denials by the government of Sudan that fighting continues in Darfur province, UN and aid officials along the border between Chad and Sudan say that tens of thousands of refugees remain on the move, fleeing raids and attacks by Arab militias, called "Janjawid," or men on horseback, who apparently are backed by Khartoum. "The violence is not over; it's continuing," Ruud Lubbers, the UN High Commissioner for Refugees, said during a Tuesday visit to a refugee camp in Chad. "This is not peace; this is atrocities," he added, noting that ongoing peace negotiations between Khartoum and southern rebels should be expanded to include Darfur. His remarks came one week after the top Sudan expert at the U.S. Agency for International Development (USAID) called Darfur "the major humanitarian crisis in the world today" and blamed the Khartoum government for promoting "ethnic cleansing" in the region. "What feeds into the ethnic cleansing scenario is the fact that the Khartoum government does not seem to be interested in protecting the Darfur people against the raids," said USAID Assistant Administrator Roger Winter. "What is essentially happening is that people are being driven off their land by men on camels and horseback who ride into their villages shooting and chasing them into the bush."

Rev. Dr Samuel Kobia, World Council of Churches (WCC) general secretary, commented today on the situation in Sudan's Darfur region:
"We have urged the president of Sudan to work for an immediate end to hostilities and to take steps to resolve the conflict through a negotiated settlement so that much needed humanitarian relief is able to reach those in desperate need of such assistance.
"We also urged the president to take steps to put an end to human rights violations in the region and to ensure that those guilty of committing acts of violence and human rights abuses are brought to justice."
The WCC appeal to the president of the Republic of Sudan, Lieutenant-General Omar Hassan Ahmad al-Bashir, was made in a letter sent on 7 May, 2004.
The 14-month-old conflict in the Darfur region of western Sudan has been described as "one of the world's worst humanitarian crisis" by the United Nations World Food Programme executive director James Morris. As a result of the escalation of fighting between government forces and rebel groups, "over 700,000 Sudanese were internally displaced and another 110,000 were forced to cross the border into neighbouring Chad," Kobia explained.

    Print Article Send Your Feedback Sudan has signed a ceasefire with rebels from the western Darfur region in talks hoping to end violence that UN officials have described as ethnic cleansing. "They signed a humanitarian ceasefire in N'Djamena last night for the opening up of aid corridors so that aid can be distributed to those in need," said State Minister for Foreign Affairs Najib al-Khair Abd al-Wahab. Peace talks in the Chadian capital N'Djamena are continuing with two rebel groups who launched a revolt in February last year accusing the Khartoum government of arming Arab militias to loot and burn African villages. Wahab said the ceasefire would take immediate effect.

    Slavneft Signs Oil Agreement With Sudan Government
    The Slavneft oil company has signed an agreement with Sudan Government regarding a number of oil and gas deposits, known as Block-9 and situated in Central Sudan in the Hartum province. The company delegation headed by Mikhail Gutseriyev, Slavneft president, visited Sudan and signed the agreement, according to the company's press service's report. The total investment volume to be made by Slavneft into geological exploration and development of the deposit is $126m. The determined oil deposit volume in this region is 30 million tons, while the estimated volume is around 200 million tons. As RBC reported earlier, the Russian part is ready to start the development of Block-9 as early as in February-March 2002.

    Churches urge Sudan government to end hostilities
    Rev. Dr Samuel Kobia, World Council of Churches (WCC) general secretary, has commented on the situation in Sudan's Darfur region and pressed for an end to hostilities.
    "We have urged the president of Sudan to work for an immediate end to hostilities and to take steps to resolve the conflict through a negotiated settlement so that much needed humanitarian relief is able to reach those in desperate need of such assistance" he said.
    "We also urged the president to take steps to put an end to human rights violations in the region and to ensure that those guilty of committing acts of violence and human rights abuses are brought to justice."
    The WCC appeal to the president of the Republic of Sudan, Lieutenant-General Omar Hassan Ahmad al-Bashir, was made in a letter sent on 7 May, 2004.

    KHARTOUM, May 5 (AFP) The Sudanese government and the main southern rebel group have reached agreement on key issues that have up been barring the way to an accord to end Africa's longest civil war, press reports said here Wednesday.
    Amin Hassan Omar, a member of the government team at peace talks with the Sudan People's Liberation Army (SPLA) in the Kenyan Rift Valley town, Naivasha, told the independent Al-Hayat newspaper that "the two parties reached an accord on the capital" and other issues.
    He added that he expected a "framework agreement to be signed in the next three days."
    Sudan's Vice President Ali Osman Taha and SPLA leader John Garang resumed talks in Kenya last week to try to reach agreement on the remaining issues barring the way to peace.
    The key issue on the agenda was the status of Khartoum during a six-year transition period, when the city will serve as joint capital before a referendum on self-determination is held for the south.
