    ISSUE ANALYSIS
a division of Home School Legal Defense Association September 25, 2002 Recognizing Home School Diplomas for College Admittance and Financial Aid This language was included in The Higher Education Act Amendments of 1998 (Pub. L. No. 105-244). Although these amendments, enacted in early October 1998, changed what post-secondary schools could require of home school applicants, these new requirements have only slowly reached local financial aid offices. Not wanting any institution or student to be caught uninformed,HSLDA has put together the following information for financial aid and admissions officers. Student Eligibility for Financial Aid Here is how it works. Once accepted by a university, a home schooled student may be eligible for financial aid or an academic scholarship. When a college receives federal funds, its financial aid and scholarship programs are subject to federal regulations. In the past, these colleges instructed that, pursuant to federal law, home schoolers must take a GED exam or an ability-to-benefit test in order to qualify for federal aid. Nothing else is required. Home schoolers no longer have to produce a GED. Furthermore, the Department of Education made it clear that home school students

    By Theresa Kilen
    Staff Reporter
While a state formula for calculating its rates shows a decline in student dropouts, other statistics are giving some reason to question the accuracy of those numbers.
"North Carolina’s dropout rates are based on a school’s total enrollment of K-12 students," Nance said last week. "The problem is, the formula they use (to calculate the rates) gives a lower percentage than you would probably find if you traced a grade all the way through from K-12. Studies show at least 25 to 30 percent of students will drop out of school before they graduate."
Nance said the recent push toward higher testing standards could discourage some students from staying in school.
"The testing could cause some kids who are on the borderline to drop out," Nance said. "It worries me that it could be a trend toward more dropouts."
Elkin City Schools lost seven students during the 1999-2000 school year. According to Nance, seven students have left this year already and the final count cannot be determined until the 20th day of the next school year.

Chap 15: Preparing for Commencement Providing a diploma
What is a diploma anyway? Here is a dictionary definition: diploma: a document certifying the successful completion of a course of study. (Source: Word Net 1997 Princeton University) A diploma is a piece of paper (unless you use real sheepskin) that designates or confers the completion of some line of study. We find it interesting that parents who confidently homeschool turn to jelly when it is time to award the diploma. If you have homeschooled your child and he has completed your designated course of study for high school, you may and should award a diploma.
